October 13, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 9:06 a.m.
2. Pledge of Allegiance—Vicki Kirkpatrick led the flag salute.
3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 —Tim
Sheldon via telephone; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor Control Board sent a marijuana license application for I502 Gardens and a special
occasion application for Mason General Hospital Foundation.
4.1.2 The Port of Grapeview sent their 2016 final budget.
4.1.3 Larry Coppola submitted an application for the Allyn Belfair UGA Committee.
4.1.4 Don Stacy sent an email regarding derelict properties.
5. Open Forum for Citizen Input—
5.1 Gregory Adamski commented on the Budget. He recommends cuts to Sheriff's Department by
fifty percent and increase mental health and chemical dependency projects each by 25%. He
also recommends cutting Mason County Prosecutor's office budget and increasing the budget
for drug court and budget of public defenders. He doesn't approve of the way some of the
County money is spent by the Sheriff's office.
Cmmr. Jeffreys stated they do have a drug court and are working on additional therapeutic
courts.
Cmmr. Neatherlin said the Board doesn't control how the Sheriff spends his budget and
reminded Mr. Adamski that the Sheriff is an elected official.
5.2 Mary Jane Hrbacek commented that the Sheriff's breakfast is paid for by attendees and said
anyone can attend. She also commented on September 28 briefing minutes pertaining to the
Sheriffs Office paying tipping fees. She said it's not the MCSO responsibility to pay fees
when they pick up garbage from the side of the road.
Cmmr. Neatherlin said they there needs to be a fair way to pay for things. He said he thinks
she is reading more into this than necessary.
Cmmr. Jeffreys said "minutes" are not verbatim and they are notes from discussion.
5.3 Cheryl Williams spoke about the upcoming City, School and Port debates.
5.4 Nicole Sells spoke about the effects of the marijuana farm on Sells Drive. She said the odor
has been tremendous. She said Forbidden Farms doesn't have an air quality permit and
ORCAA doesn't plan to do anything about it. Mrs. Sells said they are hoping Forbidden Farms
will not be able to re-new their marijuana license. She said there is silt in the water now.
She said she hopes the Board will help them with this.
Cmmr. said there is an option of pulling the grandfather right but only if there is a safety
issue.

5.5 Charles Orthmann gave an update on the porta potty pilot. He said it's going well. He also
commented on the Transit Center and said it's a successful project.
Cmmr. Jeffreys thanked Mr. Orthamann for his work in the community.
Cmmr. Sheldon said it would be nice to discuss the litter grant and to have the Sheriff's Office
and Public Works in the room at the same time.
Cmmr. Jeffreys agrees.
6. Adoption of Agenda - Cmmr.Jeffreys/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye;J-aye.
7. Approval of Minutes —September 28, 2015 briefing minutes, October 2, 2015 special meeting
minutes and October 6, 2015 regular meeting minutes.
Cmmr. Sheldon/Jeffreys moved and seconded to approve September 28 briefing minutes,
October 2 special meeting minutes and October 6, 2016 regular meeting minutes.
Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Approval of Warrants:
Claims Clearing Fund Warrant #s 8029944-8030270 $3,054,451.34
Claims Clearing YTD total: $27,336,113.65
8.2 Approval to authorize Public Works to advertise, set bid opening date &time, award contract
and allow the Chair to sign all pertinent documents for 2016 Manufacturing and Stockpiling of
Chipseal Aggregate.
8.3 Approval to authorize Public Works to advertise, set bid date &time, award contract and allow
the Chair to sign all pertinent documents for routine paint striping for 2016.
8.4 Approval to authorize Public Works/ER&R to advertise, set bid opening date &time, award
contract and allow to Chair to sign all pertinent documents for Asphaltic Materials for the 2016
calendar year,
8.5 Approval to authorize Public Works to advertise, set bid opening date &time, award contract
and allow the Chair to sign all pertinent documents for call for bids to furnish Mason County with
emulsified asphalt for 2016.
8.6 Approval of the Veterans Assistance Fund applications for: Food $150.00 and Utilities $168.72
for a total of$318.72 as recommended by the Veterans Service Office.
Cmmr. Sheldon/Jeffreys moved and seconded to approve action agenda items 8.1
through 8.6 on the action agenda. Motion carried unanimously. N-aye; S-aye;J-aye.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider sale of surplus property, parcels located at 91 E. Willchar Blvd,
Shelton, WA, to Paul Smart for the amount of$28,650.00. Staff: Frank Pinter
Frank Pinter explained the County surplus property located at 91 E. Willchar Blvd, Shelton, WA;
consisting of various parcels, pending sale to Mr. Paul Smart for the amount of$28,650.00.
Cmmr. Jeffreys/Sheldon moved and seconded to approve item 9.1 approving the
Resolution to sell Mason County surplus property located at 91 E. Willchar Blvd, Shelton,
WA to Paul Smart for the amount of$28,650.00. Motion carried unanimously. N-aye; S-

10. Other Business (Department Heads and Elected Officials) —
10.1 Melody Peterson spoke about the Notices of Value that will be sent to all owners of Property in
Mason County. She stated that each year the County inspects 1/6 and applies updates if necessary.
She said if the owner disagrees with their assessment, they can contact the Mason County Assessor's
office.
Cmmr. Sheldon confirmed that everyone will receive a statement even if nothing changes.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:45 a.m.

RESOLUTION NO. 41 I CD
APPROVAL OF SALE OF SURPLUS PROPERTY
WHEREAS, Mason County owns the real property parcels #30-02323, #22005-55-00007, #22005-55-
00008, #22005-55-00009, 91 E Willchar Blvd, Shelton, WA that was declared surplus by Resolution No. 71-
14 at a public hearing on December 9, 2014; and
WHEREAS, the Board of County Commissioners, upon the recommendation of the Property Manager,
has determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of$28,650
from Paul Sharp and a public hearing was held on October 13, 2015 to consider the offer;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Mason County Board of County
Commissioners that the property described above (parcels #30-02323, #22005-55-00007, #22005-55-
00008, #22005-55-00009) is approved to be sold at the price of$28,650 to Paul Sharp; and
BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first
to any delinquent property tax obligations and related penalties, expenses and assessments; and next to
reimbursement of the Property Management expenses; and finally to the Current Expense Fund; and
BE IT FURTHER RESOLVED, that the Chair of the Commission is authorized to sign the related
closing documents and initiate payment of real estate agent's commission fee of sale price.
