Pledge of Allegiance—Jeri Eckenrode led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor Control Board sent a special occasion application for North Mason Coalition of Churches &Community and marijuana objection letters regarding Forbidden Farms. 4.1.2 The Port of Grapeview sent a letter regarding their Comprehensive Scheme. 4.1.3 Jim Madden and Milniece Kerns sent a letter regarding boating rules. 4.2 Proclamation: National 4-H Week. Kathy Fuller read the Proclamation deeming October 4-10, 2015 as 4H week in Mason County. Cmmr. Jeffreys presented Ms. Fuller with the official Proclamation. 4.3 News Release: Historic Preservation Commission. Michael MacSems read the news release. There are three vacant positions. 5. Open Forum for Citizen Input—There was no citizen input. 6. Adoption of Agenda - Cmmr. Jeffreys/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. 7. Approval of Minutes— September 14. 2015 briefing minutes and September 22, 2015 regular meeting minutes. Cmmr. Sheldon/Jeffreys moved and seconded to approve . Motion carried unanimously. N-aye; S-aye;3-aye. 8. Approval of Action Agenda: 8.1 Approval of the resolution amending Resolution 62A-92, Establishing the Criminal Justice Working Team. Resolution 46-15 (Exhibit A) 8.2 Approval of Warrants: Claims Clearing Fund Warrant#s 8029002-8029386 $305,350.06 Direct Deposit Fund Warrant#s 25166-25548 $1,208,481.71 Salary Clearing Fund Warrant#s 7001310-7001352 $1,312,665.34 For a total of$2,826,467.11 Claims Clearing YTD Total $24,281,662.31 Direct Deposit YTD Total $11,354,381.53 Salary Clearing YTD Total $11,858,071.32 8.3 Approval of the Veterans Assistance Fund applications for: Food $300.00; Utilities $901.34 and Housing $1,600.00 for a total of$2,801.34 as recommended by the Veterans Service Office. 8.4 Approval to set a public hearing for Tuesday, October 27, 2015 at 6:30 p.m. to review public comment on the Franchise Agreement with the Shorebrook Community Club. 8.5 Approval to add the Twin Firs Cemetery, located in Belfair, WA, to the Mason County Historic Registry. 8.6 Approval of the Memorandum of Understanding (MOU) between several counties and the Washington State Department of Health and the Department of Ecology to provide a program to offer loan assistance to citizens in the participating jurisdictions. This program will be known as the Regional On-Site Sewage System Loan Program and will address failing or malfunctioning onsite sewage systems to protect public health and water quality. Jeffreys/Sheldon moved and seconded to approve action items 8.1 through 8.7. Motion carried unanimously. N-aye; S-aye; 3-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings 10. Other Business (Department Heads and Elected Officials) —There was no other business. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Adjournment—The meeting adjourned at 9:25 a.m. BOARD OF COUNTY COMMISSIONERS MASON COUNTY, WASHINGTON Randy ea h rlin, Chair ATTEST: Tim Sheldon, Commissioner C rk of the Board Terri Jeffreys, to iss ner RESOLUTION NO. r I rp A Resolution amending Resolution 62A-92-Establishing the Criminal Justice Working Team. wFfEREAS-[ason County crimmafustice professionals have informalfy organizedfhemselves ana worked collaboratively since 1989 to reduce the demands on, and respond to the needs of the criminal justice system, and WHEREAS in 1992 the Mason County Board of Commissioners entered into a memorandum of agreement with the Skokomish Indian Tribe,Squaxin Indian Tribe and the City of Shelton to form the Criminal Justice Working Team,and WHEREAS in 1992 the Mason County Board of Commissioners adopted Resolution 62A-92,formally recognizing the Criminal Justice Working Team as Mason County's Community Corrections Board, pursuant to RCW 72.09.300,and WHEREAS the 2007 Washington State Legislature amended RCW 72.09.300 and 2007 c 483 s 108 amending the duties of the local law and justice councils formed pursuant to RCW 72.09.300,and WHEREAS Mason County Board of Commissioners finds through a coordinated,comprehensive, multi- disciplinary approach, Mason County law and justice professionals can reduce crime and enhance safety for Mason County citizens. NOW THEREFORE, BE IT RESOLVED by the Mason County Board of Commissioners that Resolution NO. 62A-92 be revised. BE IT FURTHER RESOLVED the Criminal Justice Working Team be re-affirmed and established as the Mason County local law and justice council pursuant to RCW 72.09.300 and organized as follows: Purpose. Pursuant to By-Laws adopted May,2012,The Criminal Justice Working Team represents the agencies and institutions responsible for the administration of the criminal justice systems in Mason County. The members identify issues, questions and concerns,develop consensus on funding priorities within the criminal justice system,act as a clearing house for criminal justice information,advise political decision makers on criminal justice matters,and strive to keep the public informed. These activities will be aligned with the Vision and Mission statements and implementing Strategies as adopted by the Criminal Justice Working Team. The purpose of the Criminal Justice Working Team is to ensure that the criminal justice system in Mason County runs as efficiently,effectively and openly as possible. Membership. Membership of the Criminal Justice Working Team shall include the following,or their representative: Mason County Sheriff Mason County Prosecutor Mason County Public Defender City of Shelton Police Chief Squaxin Tribe Police Chief Skokomish Tribe Police Chief One member of the City of Shelton Board of Commissioners One member of the Mason County Board of County Commissioners Representative of the City of Shelton Municipal Court Representative of the Mason County Superior,Juvenile and District Courts Mason County Jail Chief Wason County Clerk Mason County Risk Manager Washington State Patrol Representative Washington State.Secretary of Corrections or his or her designees Duties. Duties of the Criminal Justice Working Team include those outlined in RCW 79.09.300 and any other areas pertaining to criminal justice that the group believes need to be addressed To execute these duties,the Criminal Justice Working Team will: 1. Act in an advisory capacity; 2. Function as a problem solving task force,and 3. Serve as a liaison to citizens.. i NOW THEREFORE, BE IT RESOLVE©,the Board of County Commissioners has adapted Resolution ` l amending Resolution 62A-92,establishing the Criminal Justice Working Team.
