Special Meeting
October 2, 2015
1. Chair Neatherlin called the meeting to order at 8:35 a.m.
2. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner
District 2 —Tim Sheldon; Commissioner District 3 —Terri Jeffreys.
3. Pledge of Allegiance- Andrew Davis led the Pledge of Allegiance.
4. Economic Development Administration i6 Innovation Grant — Washington
Network for Innovation in Seaweed Production for Food, Health and Energy
proposed by Washington State University. Staff: Justin Smith, WSU
Extension
Justin Smith explained the initiative. It is a proposal to promote and service the
entire state with respect to food, energy and health. He explained the strategic
model for building out productive capacity and to connect new seaweed related
product development. Mr. Smith added that this has positive impact on the
environment as it pulls carbon out of atmosphere. He said this is an exciting
opportunity for Mason County and they need to choose a facility to start.
Cmmr. Jeffreys asked how he will recruit the team to go to investors.
Mr. Smith explained his strategies and stated that there would be a generalized
recruitment as well as an application process.
Cmmr. Sheldon asked what a seaweed hatchery looks like.
Mr. Smith explained the cultivation process and the options for growing and
stated they could provide a premium product. He said there will be opportunities
to build and interface and so far everyone seems supportive.
The Board thanked Mr. Smith for his interest and hard work on this.
Cmmr. Jeffreys confirmed that financial does include the utilities.
Cmmrs. Jeffreys/Sheldon moved and seconded to approve the
statement of intent and related paperwork for the Economic
Development Administration i6 Innovation Grant-Washington Network
for Innovation in Seaweed Production for food, health and energy

proposed by Washington State University. Motion carried
unanimously.
5. The meeting adjourned at 9:03 a.m.
