Call to Order-The Chairperson called the regular meeting to order at 6:05 p.m. 2. Pledge of Allegiance- Judge Goodell led the flag salute. 3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2-Tim Sheldon via telephone; Commissioner District 3 -Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Economic Development Council sent a 2nd Quarter Report. 4.1.2 Thomas Welch applied for the Veterans Advisory Board. 4.1.3 The Liquor Control Board sent notice that Allen's Billiards &More has discontinued saies aind service of liquor. 4.1.4 The Bureau of Indian Affairs sent notice of determination of Application of the kokomish Tribe-Acquisition in Trust. 4.1.5 Jim Reece sent an email regarding Mason County boating rules. 4.2 News Release: Cmmr. Jeffreys read the news release re: Veterans Advisory 'Board Vacancy. 5. Open Forum for Citizen Input- 5.1 Port of Grapeview Commissioner, Lowell Mahugh spoke about the comp scheme and introduced John Anderson. 5.2 Commissioner Lowell Mahugh read a letter pertaining to law enforcement presence at Mason Lake to help avoid accidents. 5.3 Dan Hargreaves asked the Board to give the Sheriff's office enough money to stay on the lake. They would like proper representation from the MCSO on the lake. He said Deputy Dugan advised him to come to the meeting tonight to ask the Board for possibly new boats and funding for deputies. Cmmr. Neatherlin said they have increased the MCSO budget up to 43 percent in the last few years. The Board does not have the authority to direct the Sheriff'as to wha-'. he should spend his budget on. Cmmr. Sheldon suggests having a meeting with the Sheriff. He believes the,-_- .,re resourc-.s but it depends how they are allocated. 5.4 Jim Madden spoke about public safety and ordinances. He said some of the boaters go very fast and there are paddle boaters, swimmers etc at the same time. He would lime adequate funding to provide MCSO presence on lakes and he would also like the rules posted at the lakes. He would also like people sited for violating the ordinances. Citing and €ming people tends to get people's attention. He said public safety is at risk and property damage is unacceptable. 5.5 Lynn Murdy said they established "water watch" on Mason take a few years ago. Ms. Murdy stated that Deputy Dugan said he needs equipment and manpower and ordinances need to be revised. Everyone just want safety. 6. Approval of the Agenda: Cmmr. Jeffreys/Neatherlin moved and seconded to approve the August defing minutes,August 18 &September 15 regular meeting minutes and Septeni—'ryer 9 Special meeting minutes. Motion carried unanimously. Approval of Action Agenda: 8.1 Approval of the resolution reclassifying the Superior Court Administrator position to Saaan Range 35 effective September 1, 2015. 8.2 Approval to set a public hearing on October 13, 2015 at 9:30 a.m. to consider the sale of surplus property, parcel 22005-55-00009, 91 Willchar Blvd, Shelton, WA to i`ir. Paul Sharp for the amount of$28,650.00. 8.3 Approval of Amendment 4 to the 2015-2017 Consolidated Contract, C17118 adrding statements of Work to: Emergency Preparedness &Response, OSS LMP Implementation and Recreational Shellfish Activities and Amending Statements of Work to Maternal &Child Health Block Grant and NEP Pollution ID &Correction Rounds 1 &2. 8.4 Approval of Amendment 1 to the Coordinated Prevention Grant G1400120 bn� ^een Mason County and Washington State Department of Ecology. This amendment will ip-ovide $8,247.00 in additional funding for the solid waste program. The 25% match t, requirement will be available from tipping fees. 8.5 Approval to set two public hearings for Tuesday, October 20, 2015 at 9:3u :. _,o consider the 2016 Annual Road Construction Program and 2016-2021 6 year Transpo� ,do n Improvement Program (TIP). 8.6 Approval of the resolution to set a hearing with the Hearings Examiner o�� L`,'UiDber 28, 2015 at 1:00 p.m. for a hearing on the matter of the vacation of a portion of Schai--r Park. Road (Vacation File 392). Resolution 43-15 (Exhibit A) 8.7 Approval of the resolution to set a hearing with the Hearings Examiner on Oct;:aber 28, 2015 at 1:00 p.m. to consider public comment on the petition for vacation of portion of E. Alder Street, E. Third Street and alley, Hood Canal Land &Improvement Company's plan of Union City. Resolution 44-15 (Exhibit B) 8.8 Approval of the Veterans Assistance Fund applications for Food: $150.00; ltti?;ties $771.27 and Housing $155.00 for a total of$1,076.27 as recommended by the Veterains Service Office. Melody Peterson would like item 8.1 removed for a separate vote. Cmmr. Item 8.1 Approval of the resolution reclassifying the Superior Court Admiri.,A Or position to Salary Range 35 effective September 1, 2015. Bill Kenny explained this item. He said the biggest reason for this is aligning ol"I"in the district Court Administrator is so that the Superior Court Administrator and Distric'v C:;::unty Administrator would be more comparable to each other as well as other Counties. Melody Peterson, Assessor, stated that her Chief Deputy left for a !-nigher pa,,�i;q jots. Shea asked the Board if they honor the request in this proposed resolution, would you then honor to realign her request for higher pay for her Chief Deputy. She stated she is Inere to stand up for her non union employees. BOAR® OF MASON COUNTY COMMISSIONERS' PROCEEDINGS September 22, 2015 - PAGE 3 Judge Toni Sheldon asked that item 8.1 be tabled for a week or two so we ,_a:-, have all three Commissioners present. Tom Davis commented that this is a considerable raise in pay. He thinks thie ,;<dges request is a good one but it appears to be cherry picking. He said everyone has an exception but what about the equality for everyone. It's been like this for years and Mr. Davis said he imagines this is demoralizing for other employees who are not picked to receive the raises. He said it's unfair. He said if you're going to pick and choose who gets a raise, it proves nothing has really changed. Judge Toni Sheldon introduced Judge Goodell. She spoke in favor of incre sfn the pay range. The superior and district court administrator both essentially do .ter, same lob. Bill Kenny spoke on this issue. Cmmr. Jeffreys said there is no reason to table this as there is a quorum present. Cmmr. Jeffreys added that this this is not an appropriate way to reclass. She kricvv=, _ve .are lower in pay than comparable counties. She would like across the board pay increasE�-s LA we need to find out how to pay for it. She agrees with Mr. Davis that it's cherry pidld and it does lower morale. This item died due to lack of motion. 9. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider the Community Development Block Grant (CDBG) 'ia,r E:-iierprise for Equity Program. Justin Smith, WSU Extension. Mr. Smith thanked Cmmr. Jeffreys and EDC. He sa: ,,:J tche purpose of this program is to run a micro enterprise program and training in the "'c- sty. Lisa Smith, Executive Director of Equity for Enterprise. They are proposing to hei ccr„ponies to build their business up to the next level. Ms. Smith said overall it's about cread revenue for the County. Cmmr.Jeffreys/Neatherlin moved and seconded to approve the Comm r 1,<f Development Block Grant(C®BG) for the Enterprise for Equity Program. Motion Carries. s es lutlo 45-15 (Exhibit C) 10.
