Septemmber9, 2015 - Special Meeting
1. Call to Order—The Chairperson called the regular meeting to order at 4:20 p.m.
2. Introductions—
Mason County: Commissioner District 1 - Randy Neathedin; Commissioner District 2 —Tim Sheldon
was absent; Commissioner District ] —Terri Jeffreys.
Thurston County: Commissioner District 1 —Cathy Wolfe; Commissioner District 2— Sandra
Romero; Commissioner District 3 — Bud Blake
Also present: Vicki Kirkpatrick, Robin Campbell, Mark Freedman, Cliff Moore, Don S|oma and Frank
Pinter.
3. Reviewing the draft Inher|oca| Agreement to form a new Behavioral Health Organization"Entity"to
replace the Regional Support Network.
Vicki Kirkpatrick explained this agreement. lt has been reviewed by Mason and Thurston County
Attorneys. Ms. Kirkpatrick said she appreciates all the work from Thurston County.
Mark explained the intedoca! and distributed ahandout. There isno longer aRSN (Regional Support
Network). The BH{} entity is made upof two Thurston Commissioners &one Mason County
commissioner.
Cmnnr. Romero initiated a discussion pertaining todetox facilities and facility options.
Mr. Freedman stated they will be rebuilding the advisory committee to include participation from
Mason County.
Cmnnr. Wolf confirmed that the decisions will be made by the three person panel.
Cnnmr. Neathcr|in said at first he was uncomfortable but he has been very well informed and
understands and appreciates the dynamics so is now comfortable going forward with this.
The group discussed changes on page 2, section AII.
There was also a discussion about funding and protection of each County. The proposed resolution
will rescind the first resolution and will also be reviewed by the each County Attorney.
There will also be some modifications regarding advisory boards.
Mr. Freedman would like to fast track this and will take it back and modify it and then redistribute an
soon aspossible.
