Pledge of Allegiance— Commissioner Jeffreys led the Oagsalute. 3. Roll Call — Present: Commissioner District 1 Randy Nemthedin; Commissioner Distric1 Z —Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1,1 Washington Finance Officer Association sent notice that Theresia Ehrich has earned the Professional Finance Officer Award. 4.1.2 Ron Bui sent a letter re: Veriznn VVinz|css 4.1.3 The Liquor Control Board sent special occasion license application for Shelton RotaryC|ub. 4.1,4 Justin App sent letter of concern regarding maintenance of older County buildings and the state of the City. 42 Auditor Karen Herr gave the Presentation of2O16 Budget Requests. Every Deportment mot the deadline. The Auditor said that Shannon, Michelle and Paige put in a lot of extra effort, The reports were compiled by Leo Kim, Chief Finance Officer. Expenditures were 8.5 greater than revenues and ending fund balance was utilized. There are printed copies available and they will be left on the podium and the Budgets are also posted on the Auditors Alvebsite. Cmmr. Sheldon asked why she thinks the expenditures were higher this year. The Auditor stated it may be because each Department submits what they think they need for each year. Cmmr. Neather|in stated that they dn want tn know what each Depm/tmentvvi/| need to be able to better serve the community although sometimes the budget doesn't --!|ow flor everything as the budget needs tobebalanced. 4.3 News Release: Commissioner Jeffreys read the News Release regarding Mason County Lodging Tax Advisory Committee Spender Position. S. Open Forum for Citizen Input—Thene was no citizen input. 6. AdoptionnfAgenda - Cmmr. Sheldon/Jeffreysmoved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. 7. Approval ofMinutes — August 17 briefing minutes and August 25 regular meeting minutes. Cnmmmr.Jeffreys/Sheldon moved and seconded to approve the August 17/ 2015 briefing minutes and August 25« 2015 regular meeting minutes. Motion carried unanimously. Nq- aye; S-aye; 3-aye. 8. Approval of Action Agenda: 8.1 Approval of Amendment 1b) the current Mental Health Professionals contract to increase the contract by $5,OOO.0Oto compensate for the increased caseload fora total contract amount not to exceed $65,500.80. The purpose for this contract is to improve the health of iMloson County Veterans through intensive case management. 8.2 Approval of the Veterans assistance fund applications for: Food $3OO.OD; Uti|ibes $336.7Gand Housing $8OO.OU for a total Uf$1,336.758S recommended by the Veterans Service OffiCe. The department would like tn shift resources from the Detention Center to the Probation office to continue to expand services for youth. Blakely Drive, E|mm, VVAtn]oy W. Coker for the amount of$12,E00.00. Resolution 40-15 (Exhibit A) 8.9 Approva| ofthenaso|utiontoc|oseNorthShoreRood ([buntyRoad7O39O) fromSepbember8, 2O15at6;OUa.m. tn October 30, 2O15at5:0Op.m. due to the Little Mission Creek Culvert Replacement project. Resolution41-15 (Exhibit B) 8.10 Approval to set a public hearing on Tuesday September 22, 2015 at 6:30 p.m. to inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) and receive comments on proposed activities, specifically o Local M|cnnenterprise Assistance Program. Cmmr.Jeffreys/Sheldon moved and seconded bmapprove items 8.1 though 8.10mvith the removal of item 8,1 and item 8.4 for separate votes. Motion married unanimmousKy. N- aye; S_aye; ]-aye. Cmmr. Sheldon said that regarding the road closure in item 8.9, there will beadetour. Cmmr. Nea|ther|in said this is a big deal and Cmmr. He said this ison increase request from case management for veterans, He stated there has been an increase in clients. Tom Davis supports this item. He said there are more and more people participating snhe would like bm see this increased again in the future. He said this money is very well spent. Cmmr. There are no additional County funds needed to create this position. Jim Madsen, Juvenile Court Administrator, spoke about JDAI and stated this would make sure we are doing the best for the kids. He said it will serve the youth and family with the programs that are developed. He wants to shift resources and reinvest in the community. Cmmr. Other Business (Department Heads and Elected Officials) -There was no other bush less. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
