BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS
August 25, 2015
1. Call to Order—The Chairperson called the regular meeting to order ot6:O5p.m.
2. Pledge of Allegiance— DedhckAJlan led the flag salute.
3. Roll Cm|| — Present: Commissioner District 1 - Randy Nea1her|in; Commissioner District Z—Tlnn
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Will Johnson applied for Transportation Improvement Program-Citizen Advisory Panel (TIP-
CAP).
4.1.2 The Department nf Health sent an administrative order reclassifying 17 acres of Hood Canal
Commercial shellfish growing area.
4.1.3 Skohomiah Tribe sent o letter re: reducing speeds on US 101 within the Reservation.
4.1.4 Tim Barnett sent a letter ufconcern regarding the crime and criminals in Mason County.
4.2 Brian Matthews read bid award Announcement regarding County Road project 1969. The
contract has been awarded to Quigg Brothers from Aberdeen, WA with a bid of$312,342.50
5. Open Forum for Citizen Input—There was no citizen input.
6. Adoption of Agenda ' Cmmmmr. Jeffreys/PWeatheriinmoved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; ]~aye.
T Approval of Minutes —Thene were no minutes for approval.
8. Approval of Action Agenda:
8.1 Approval for the Chair to sign the Washington State Military Department-Emergency Management
Division/Mason County contract #E16-017 for fiscal year 2015-2016 to help fund operations for
911 dispatch center (MACECOM).
8.2 Approval of the resolution to authorize Public Works to advertise, set bid opening, award contract
and authorize the Chair to sign all pertinent documents for the 2016 Hot Mix Asphalt Overlay
Projects on Mason Benson and MoReevy Roads. The contract award will be announced at
regular Commission meeting. Resolution 39-15 (Exhibit A)
8.3 Approval of the Veterans Assistance Fund application for Utilities $196.87 as recommended by
the Veterans Service Office.
8.4 Approval of the Prevention Services Program agreement #1644CS-63 for the period of July 1,
2U15 through June 30, 2U17. The purpose of this agreement isto coordinate and implement
prevention programs designed to prevent misuse and abuse of alcohol, marijuana, tobacco and
other drugs among youths and young adults.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—Thene were no public hearings.
10. Other Business (Department Heads and Elected Officials) —
1Q.1 Debbie Riley read a new release sent out by Craft 3 regarding onsite septic systems and clean
water loans to repair Mason CnuOty'sfai|ing septic systems. There is more information at

10.2 Justin Smith gave an update on small farms and Cultivating Success program. They will also
start aquaculture portion in Spring.
Mr. Smith said they are also exploring the development of a digital literacy lab to provide training
to local businesses.
Tomorrow, Mr. Smith will be at the Shelton transition center giving an update to Simpson
Employees and talking to them about degree completion programs through WSU.
Today, they met with Impact WA supporting manufacturing and Training to support industry in
Mason County. They are going to be working with WSU and Economic Development Council (EDC).
10.3 Cmmr. Sheldon gave an update for funding for Mill Closure relief and some of the mechanics
of a contract. He said there could be a briefing in the near future with the two Commissions (City
and County), EDC and State Dept. of Commerce.
Cmmr. Jeffreys would like to talk further about this.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 6:25 p.m.
