1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
2. Pledge of Allegiance — A.B. Williams led the flag salute.
3. Roll Call — Present: Commissioner District 1 Randy Neather|in; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Teni Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor Control Board sent special occasion application for Habitat for
Humanity and North Mason Resources and o list of businesses with liquor and
marijuana licenses due to expire in yU days.
4.1.I The Department of Ecology sent a letter announcing RusUewoodWastewater
Treatment Plant is receiving the 2014 Wastewater Treatment Plant Outstanding
Performance award.
4.1.3 City Commissioner Olsen sent letter regarding recycling and solid waste.
4.1.4 Darin Barry resigned from the Lodging Tax Advisory Committee.
4.2 Cmmr. Jeffreys read the news release soliciting a generator position for the Mason County
Lodging Tax Advisory Committee.
5. (}pen Forum for Citizen Input
5.1 Charles Orthmonn, Shelton Poverty Team, is soliciting $1200 fora port-a-potty pilot project
in the City of Shelton. This would fund three port'a pottics for three months. The City has
tentatively funded this in the 2O16budget.
5.2 Steve Bloomfield, Seattle Shellfish, stated Seattle Shellfish owns 100 acres on HarsUne Island;
75 is timberland, 2O acres are 5-acnaRural Residential parcels. Mr. Bloomfield indicated that
9996 of their product goes to Chino. They have a vision of developing a shellfish hatchery
that would include caretaker's house, a Bread & Breakfast and make the 75 acres a park-like
setting to attract tourists from out of the area. Unfortunately the zoning is not compatible for
this type ofuse. He urged the Board to consider this type of development when establishing
zoning.
5.3 Ken VanBuskirk stated at the June Commission meeting in Belfair there was a discussion of
the dewatoring project along Highway 3. The Be|fair Water District and VVSDOThad
assured the community that the water was being treated before being reintroduced.
Apparently it hasn't been treated and "somcone" has been fined bvEcology. Mr. Van8ushirk
asked the county to investigate the situation.
6. AdoptinnofAgendo - Cnmmmr. Sheldon/Jeffreysmmoved and seconded bmadopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes — Cmmmr. Jeffreys/She1don moved and seconded to approve the July 6
& 13, 2015 briefing minutes. Motion carried unanimously. N-aye; S-aye; J-aye.
8. Approval of Action Agenda:
8.1 Approval to extend the Professional Services Agreement with Richard Beckman Realty Group to
September 3O, 2016.
8.2 Approval to renew the Nurse Family partnership agreement for the period of July 1, 2015
through June 30, 2016. The revenue and workload requirement ofthis agreement were
budgeted in the 2015 budget and there are no match requirements.

8.3 Approval of the Veterans Assistance Fund applications for: Necessity Items $350.00; Utilities
$1]3Z.76 and Housing $117O.O0 for o total nf$2O52.76as recommended bv the Veterans
Service Office.
8.4 Approval for the Board to formally accept the 8e|tairVVater Reclamation System, Water
Reclamation Facility Project and authorize the Public Works Director to take the necessary
steps to dose out the project and complete the necessary paperwork required by |avv prior to
the release of the project retainoge to the contractor.
8.5 Approval for the Deputy Director/County Engineer to execute Supplemental Agreement #2 to
local agency standard consultant agreement with Integrity Structural Engineers for construction
engineering support for CRP 1975, Evers Bridge project.
8.6 Approval for the Board to execute the reimbursable agreement for Mason County Public Works
Department to provide maintenance services (equipment, labor and materials) for the
abatement of environmental hazards requested by the Washington State Department of
Ecology.
8.7 Approval of two summer 2O15 Heritage Grant applications for 1. Mason County Cemetery
District #1 and 2. Mason County Historical Society, fora total of$G,SOU.00. These
applications were reviewed by the Historic Preservation Commission and found to be good
projects qualifying for County support under the Heritage Grant program.
8.8 Approval to list the following surplus property for sale with Richard Beckman Realty Group: 91
E. VVi||char Blvd. Shelton WA (parcel 22005-55-00009) for the amount of$25,OOO.00.
8.9 Approval to sign the letter of support for the Mason County PUD No. 3 feasibility study grant
application for the proposed Mason County Business Development Center or other beneficial
uaaa of the PUD 3 building located on Cota Street.
8.10 Approval to appoint Cheryl Williams and Adrienne Amar to the Solid Waste Advisory Board.
Cmmmnr. Jeffreys/Sheldon moved and seconded to approve Agenda Action Items 8.1 through
8.10. Motion carried unanimously. N-aye; S'aye} J-aye.
Cmmr. Sheldon noted that Item 8.9 is not related tu the $S0U,UO0appropriation from the state for
economic development.
8 9:30 a.m. Public Hearings and Items Set for a Certain Time—Thena are no public hearings.
9 Other Business (Department Heads and Elected Officials) —
9.1 Auditor Karen Herr announced that today is primary election day and ballots are due by 8 p.m.
this evening.
10 Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
11 Adjournment—The meeting adjourned at9:3Sa.m.
