July 21, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 9:07 a.m.
Z. Pledge of Allegiance— Mr. Brian Matthews led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neather|in; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Teni Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor Control Board submitted a special occasion application from Colony Surf, a liquor
license application from Belfair Variety and Nursery and a marijuana license application from
Toke|and Hemp Products.
4.1.2 Martin Ellis Jr. and Patrick Loudin submitted applications for the A||yn'Be|fair UGA Advisory
Board .
4.1.3 Rahn Redman submitted a copy of his letter to DCD regarding permits.
5. Open Forum for Citizen input—
5.1 John Bo|enderspohe about the settlement agreement. He was assured there were no
regulatory barriers.
6. Adoption of Agenda - Cmmmnr. Sheldon/Jeffreys moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye;]-aye.
7. Approval of Minutes —June 15 and 22, 2015 briefing minutes.

briefing minutes. Motion carried unanimously. Waye; S-aye;]-aye.
8. Approval of Action Agenda:
8.1 Approval to send a letter to the Department of the Navy to formally request approval to complete
the paperwork necessary to finalize and document an easement for the Mason Benson railroad
crossing.
8.2 Approval of the resolution for the Clifton Lane road closure on August 8, 2015 from mile post
0.00to milepost 0.200from 6 a.m. to 10 p.m. for the annual"Taste ofHood Canal".
8.3 Approval of the Memorandum of Understanding (MDU) between Mason County and ASFSCME,
Local 1504 to make adjustments tothe 2014'2016 Collective Bargaining Agreement to achieve
re-organization with the Treasurer's Office. There will be no impact to the 2015 budget.
8.4 Approval of Amendment 2 of the personnel service contract between Mason County Health
Services and Edward L. y4und allowing the renewal of Mr. Mund's contract with the County for
another year for Public Health Response Planning and Training and to increase the compensation
agreement amount by $10,000. These services will be paid in full by public health emergency
preparedness grant.
8.5 Approval of the Veterans Assistance Fund applications for: Utilities $130.82 and Housing
$645.00, for total of$775.82 as recommended by the Veterans Service Office.
8.6Appruva| for special pay to the Chief Finance Manager in the amount of$528 per month from
July 1, 2015 through December31, 2015. The total amount ofspecial pay is $3,120. This will
be absorbed within the Auditor's ZO15budget.
County Auditor, Karen Herr explained item 8.6. She said there will be no tax payer money spent on
this and they just want tomake things right and fair.
Cmrnr. Neather|in said in the future news hires will receive notification regarding PEBB.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings.
10. Other Business (Department Heads and Elected Officials) —
Assessor, Melody Peterson read a news release to increase the limit for senior citizen tax exemptions.
Cmmr. Sheldon mentioned that this has not been changed in quite a few years.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:40 a.m.
