Pledge of Allegiance — Mr. Ross McDowell led the flag salute. 3. Roll Call— Present: Commissioner District 1 - Randy Neathedin; Commissioner District 2 —Tim Sheldon was absent; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The U.S. Department of the Interior sent o letter regarding PlLTpayments. 4.1.2 ORCAA sent notification of contribution for calendar year 2016. 4.1.3 Department ofHealth sent an administrative order reclassifying 31 acres ofPickering Passage commercial shellfish growing area. 4.1.4 Adrienne Amar applied for the Solid Waste Advisory Committee. 4.1.5 Jack Johnson and Judy Scott applied for the Joint UGA Citizen Advisory Committee. 4.1.6 Liquor Control Board sent special occasion application for Hood Canal Celtic Festival Committee. 4.2 Chair Neathedin read the News Release regarding Board of Equalization membership. 4.3 Cmmr. Jeffreys read the News Release regarding Lewis-Mason-Thurston Area Agency onAging Advisory Council. 5. Open Forum for Citizen Input— 5.1 Steve Bloomfield spoke about the leased tidelands. He said some is not suitable for geoduck but may have other uses an there may need tobe changes in the lease agreement. 6. Adoption of Agenda - Cmmmmr. Jeffreys/Neathedin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-absent;3-aye. 7. Approval of Minutes—There were no minutes for approval. 8. Approval nf Action Agenda: 8.1 Approval of the consolidated contract C17118 amendment #3 adding statements of work to the Tuberculosis program and Pollution Identification 8kCorrection program for an increase of $45,029. 8.2 Approval of the Early Intervention Program Agreement #1563-42463. This contract is o continuation and the revenue and work load from this contract were budgeted in the 2015 budget. There are no matching funds required. 8.3 Approval of the Veterans Assistance fund application for Housing $1,400.00, as recommended by the Veterans Service Office. 8.4 Approval to accept the recommendation of the Hearing Examiner and grant the vacation #391 of the right of way as petitioned, subject to the conditions contained in the findings, conclusions and recommendations of the hearing examiner. 8.5 Approval to schedule a public hearing for July 38, 2015 at6:3U p.m. to consider adoption of revised Mason County Title 14, Building and Construction, Chapter 14.08 Building Code Amendments, amending Section 14.08.030"pernnits Required"and adding new section 14.08.031 "Work Exempt From Permits". 8.6 Approval of Warrants: Claims Clearing Fund VVarnant #s 80257I6'8825983 $744,711.71 Direct Deposit fund VVarrant #s 23245-23627 $618,463.76 Salary Clearing Fund Warrant #s 7001132-7001160 ¢420,843.39 For atotal of: $1,783,218.86 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS July 14, 2015 - PAGE 2 Claims Clearing YTD Total $16,938,935.26 Direct Deposit YTD Total $ 7,715,350.56 Salary Clearing YTD Total $ 7,929,20167 8.7 Approval to appoint Deborah Reis to fill a position on the Mason County Board of Equalization for a 3 year term ending on May 31, 2018. 8.8 Approval of the resolution to rescind the local emergency declaration Resolution 31-15. Resolution 34-15 (Exhibit A) Cmmr. Jeffreys/Neatherlin moved and seconded to approve agenda items 8.1 through 8.8. Motion carried. Waye; S-absent; 3-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider recommended change to speed limit regulations on Sand Hill Road. Melissa McFadden explained this issue. This is to consider setting the speed limit 20mph during daylight hours. Cmmr. Jeffreys/Neatherlin moved and seconded to approve the ordinance to amending the speed limit regulations on an Hill Road. Motion carried. Other Business (Department Heads and Elected Officials) —There was no other business. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. The Board of County Commissioners does hereby rescind Resolution No.31-15. WHEREAS,to be consistent with school and park activities the speed zone limit will be in effect,as shown: EXIST. RECOMMENDED ROAD NO.
