Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 1 Pledge of Allegiance — Mr. Ross McDowell led the flag salute, 1 Roll [e|| — Present: Commissioner District 1 - Randy Neathedin; Commissioner District 2—Tinn Sheldon; Commissioner District 3—Tarri Jeffreys, 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Liquor Control Board sent marijuana license application for Hemp Industries International and e liquor license application for HD'sTavern. 4.1.2 —he Lower Hood Canal Watershed Cua|ition sent regarding volunteer citizen monitoring. 4.2 Proclamation: Amateur Radio Week. Commissioner Jeffreys Ross McDowell explained Amateur Radio Week. He said amateur radio is very important during emergencies. Dave Evander, RickShoner/ Pat Casey, Marlene Zyski, Mark Henderson, Tammi White and Sandy Kvarstnomwere introduced. Cnnnnr. Jeffreys read the Proclamation regarding Amateur Radio Week. 5. Approval ofMinutes— May 18and 26, 2015 briefing minutes. Jeffreys/Sheldon moved and seconded to approve the May 18 and 26, 2015 briefing minutes. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval to set a hearing on July 14, 3015 at 9:30 a.m. to receive public comment for the Private Line Occupancy permit for Francis Mi|ette on Lake Drive for e septic transport line near 30ONE Lake Drive, Tahuyn. 8.2 Approval to appoint Susan Ickes tothe Lewis Mason Thurston Area Agency on Aging Advisory Council tofill a term that expires on Demember31, 2016. 8.3 Approval to make the following appointments to the Mason County Lodging Tax Advisory Committee to fill two spender positions for a term ending May2016: Heidi McCutoheon, from the Shelton Chamber of Commerce; and Arnold Hampton, from Friends of Schafer Lake Sylvia. 8.4 Approval of the Veterans Assistance Fund applications for: Food $600.00; Utilities $120.68; and Housing $650.00 for total of$1,37O.68 as recommend bv the Veterans Service Office. 8.5 Approval of the new indigent defense attorney services for Superior Court half-time contract with Seen Taschner for July 1 through Dec 31, 2015. This contract will replace the previous contract with FT Lew (same terms and conditions) that will terminate on June 19, 2015. 8.6 Approval to set a hearing on July 14, 2015 at9:30 a.m. ho consider changing the school speed zone from 8:OOa.m. toS:30p.m. to"daylight hours"on Sand Hill Road. 8.7 Approval of the Juvenile Detention Alternative Initiative (JDAI) grant contract for 2015-2016. This is a nationwide initiative that reduces detention population by ensuring juvenile courts only detain juveniles when necessary and funding provides staff support and creation of alternative programs in lieu of detention. There are no matching funds required for this grant. 0.8 Approval ofWarrants: Claims Clearing Fund VVarnant#s802436B-802446O $ 122/409.35 Claims Clearing Fund W8rr@Dt#s8024547-8D24859 $ 1,O32,330.34 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS June 16, 2015 - PAGE 2 For a total of$1,154,747.69 Claims Clearing YTD Total $14,703,635.60 8.9 Approval for the Board to formally accept the Belfair Water Reclamation Facility (WRF) mediated settlement with Boss Construction in the amount of$1,199,999,90, which will release the County from any further legal proceedings with Boss or Seahurst Electrical and allow Mason County to officially start the required project closeout procedures. Item 8.9 will be removed for a separate vote. Cmmr. Sheldon/Jeffreys moved and seconded to approve the its 8.1 through 8.8 with the removal of its 8.9 for a separate vote. Motion carried unanimously. N-aye; S-aye; J-aye 8.9 Approval for the Board to formally accept the Belfair Water Reclamation Facility (WRF) mediated settlement with Boss Construction in the amount of$1,199,999.90, which will release the County from any further legal proceedings with Boss or Seahurst Electrical and allow Mason County to officially start the required project closeout procedures. Brian Matthews explained this is a claim received from Boss Construction. They have also gone though the DRB (Dispute Resolution Board). They have also used a construction mediator. They stayed under 1.2 million and that includes sales tax. Mr. Matthews recommends that at this time the Board accept these terms so they can move forward. Cmmr. Sheldon mentioned that Boss Construction also did the Rustlewood Treatment Plant and that project went very well. Cmmr. Sheldon thanked Mason County Attorneys and Brian Matthews. Cmmr. Jeffreys thanked everyone for their hard work on this. Cmmr. Sheldon added that Seahurst is also setting with this agreement. Cmmr. Neatherlin stated that he believes that Mason County did not owe this money. Brian Matthews explained this is a claim received from Boss Construction. N-aye; S-aye;]-aye 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider the application for the Private Line Occupancy permit for James Hunter on Skokomish Valley Road. Sheldon/Jeffreys moved and seconded to approve the Private Line Occupancy permit for James Hunter on Skokomish Valley Road. Motion carried unanimously. N-aye; S-aye;J-aye 10. Other Business (Department Heads and Elected Officials) — 10.1 Approval to appoint a new member to the Mason County Civil Service Commission to fill a vacated position. Cmmr. Jeffreys/Sheldon to appoint B. Dean Byrd to the Mason County Civil Service Commission. Motion carried unanimously. N-aye; S-aye; J-aye 10.2 Justin Smith announced that registration for STEM and mentioned that additional information is available on the website. 10.3 Brian Matthews thanked the Amateur Radio people. He said Tammy Wright and Ross McDowell. Cmmr. Sheldon asked about putting a sign near the Steele Bridge to warn people of the extreme danger of climbing around the Steele Bridge. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
