June 9, 2015
1. Call to Order—The Chairperson called the regular meeting to order mt9:O3o.m.
2. Pledge of Allegiance— Mr. Jeff Carey led the flag salute,
1 Roll Call — Present: Commissioner District 1 ' Randy Nenther|in; Commissioner District 2—Tim
Sheldon was absent; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Liquor Control Board sent marijuana license application for Pinnacle NVVwith
notification of their pending marijuana extraction operation.
4.1.2 The Liquor Control Board sent special occasion license for Mason General Hospital
Foundation.
5. Open Forum for Citizen Input—
5.1 Les|ieVVi|be lives on Spencer Lake and has concerns about the high powered boats that are
using the lake. She doesn't believe these types of boats should be allowed on the lake due tm
the amount of damage they cause. She said the boats are creating waves in the lake ithas
ruined their dock. She added that most nf the people bringing the boats in are from out of
County. She asked the Board what she can do.
Sheriff Salisbury said some boats make big wakes but it's legal as long as they are 150 feet
offshore. He said the new boats are beginning to be state wide issue. He commented that it
would need to be changed in the County code.
5.2 Conley Watson spoke about closed and executive sessions. He said there were Z6 briefings with
18 closed sessions.
Cmmr. Neatherin said they are closed due to potential litigation and labor negotiation.
Cmmr. Jeffreys said some things are protected.
6. Adoption of Agenda - Cmmr. Jeffreys/y@eatherUinmoved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-absent;J-aye.
7. Approval of Minutes— May 11, 2015 briefing minutes and May 26 &June 2, 2015 regular meeting
minutes.
Cmmr. Jeffreys/Neatherlinmmoved and seconded to approve the May 11, 2015 briefing
minutes and May 26&June 2, 2015 regular meeting minutes.
Motion carried unanimously. N-aye; S-absent; 3-aye.
8. Approval of Action Agenda:
8.1 Approval of a resolution establishing a joint citizen advisory committee of the Allyn and Belfair
Urban Growth Areas for the 2016 Growth Management Act update,
82 Approval to seta public hearing on Tuesday, June 23, 2015 at5:3D p.m. to consider the sale of
neo1 property located otq2VV. Blakely Drive, Bma, WA (Parcel # 51908-50-00100), Star Lake.
8.3 Approval of amendment 1 to DSHS contract number 1363-74807, This contract provides $6000
in funding for the VVorkƒirst-Chi|dren with Special Needs Program. The funding has been
budgeted for 2O15and requires no matching funds.

8.4 Approval of the Veterans Assistance Fund applications for Utilities $203.30 as recommended by
the Veterans Service Office.
8.5 Approval for the Board to authorize the Chair to execute Adopt-A-Road agreement with Hood
Canal Appreciation Project that allows the clean-up along Gladwin Road in Belfair as a member
of the Adopt-A-Road program.
8.6 Approval to extend the agreement with MasonWebTV.com for live video streaming of
Commissioners' regular meetings to December 31, 2015. The agreement terms will remain the
same.
Jeff Carey asked for agenda item 8.1 to be removed for a separate vote.
Cmmr. Jeffreys/Neatherlin moved and seconded to approve 8.2 through 8.6 with the
AO

8.1 Approval of a resolution establishing a joint citizen advisory committee of the Allyn and Belfair
Urban Growth Areas for the 2016 Growth Management Act update.
Barbara Adkins explained establishing a joint citizen advisory committee.
Jeff Carey lives between both UGA's now. He thinks it's a good idea and but it appears they are just
trying to sync everything up to have the same ideas for each UGA. He said as an average citizen, it's
hard to follow.
Cmmr. Neatherlin asked him to explain the biggest problem.
Mr. Carey said the proposed resolution doesn't explain the intent,
Cmmr. Discussion:
Cmmr. Jeffreys agrees that any citizen in Mason County should be able to make a decision. She
suggests some language changes in the proposed resolution.
Cmmr. Neatherlin said to simplify things is the best choice. He thinks we can include everyone in the
County although we need to be careful with that.
Cmmr. Jeffreys said future residents will be in the UGAs so she has a problem with excluding certain
areas.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings,

1O.1 News Release: Barbara Adkins read the News Release seeking applicants for the Joint Citizen
Advisory Committee of the Allyn and Be|foir Urban Growth Areas.
Cmmr. Jeffreys/Neatherlinmmoved and seconded to approve a press release
announcing and seeking applicants.
10.2 Sheriff Salisbury commented on the concerns raised by Ma. VVi|tse previously. He said the
sport that she is referring to is called wake surfing and boats are equipped with a wake plate
that will create sizeable waves.
The Sheriff told the Board that he has been asked to give the commencement speech at
South Side School.
Sheriff Salisbury also spoke aboutCnmp5tat. He reiterated what he has been saying for
years, "with adequate doffing, equipment and facilities, the community will be safer". They
have made o difference in the County and crime has been reduced and they will press
forward with the jail situation. The Sheriff told the Board that other agencies are calling
MCSO for training because they like how things are being done in Mason County. He also
mentioned that they will focus on providing mental health services.
Cmmr. Jeffreys asked the Sheriff ifhewould align with the existing mental health group.
She hopes people can work together instead making separate efforts.
Cmmr. Noethar|in said the people at MC3D need a pat on the back for all the things they
have handled in the past few weeks. He thanked them for all they dofor Mason County.
UndensheriffBarrett introduced Lt. Travis Adams. Underaheriff Barrett read the News
Release regarding WASPC and the Mason County Sheriff's Office receiving accreditation
requiring agency compliance with n rigorous set ofstandards. He said the winners are the
citizens of the County. He recognized Lt. Adams for leading the effort on this accreditation.
Cmmr. Jeffreys congratulated the MCSOon their accreditation.
10.3 Vicki Kirkpatrick,� Public Health Director, spoke about mental health issues. She said it's
critical that atsome point everyone get on the same page. She would like to identify
stakeholders and have a community summit to determine what the County has to work with
and what ismissing.
Cmmr. Jeffreys said she encourages the MCS0 to work with the Mental Health and Substance
Abuse Committee. She said there is a need to prevent the jail from being the mental health
institution and possibly establishing on involuntary hold institution.
11. Board's Reports and Ca|andar-Tha Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

OLU J" ION ESTABLISHING A JOIN` " CITIZEN ADVISORY
COMMITTEE of THE ALLYNAND BE LFAIR URBAN GROWTH
AREAS FOR THE 2016 GROWTH MANAGEMENT ACT UPDATE
WHEREAS, Communities planning under the Washington Growth Management Act(GMA) are
required to periodically to conduct an update of their comprehensive plan and development
regulations; and
WHEREAS, under RCW 36.7oA.13o(5)(b)Mason County is required to review and, if needed,
revise its Comprehensive Plan and Development Regulations by June 30, 2016u; and
WHEREAS, each countythat designates urban growth areas under RCW 36,7oA,2a2.o shall
review, according to the schedules established, its designated urban growth area or areas; and
WHEREAS, Mason County has designated three urban growth areas created to accommodate
and encourage the County's urban growth; and
WHEREAS, each of Mason County's urban growth areas have individual Sub-Area Plans as well
as individual implementing regulations in addition to those established forthe rural areas; and
WHEREAS,the governance of a single jurisdiction underthe authority of four separate
regulatory instruments obfuscates any core meaning or intent of the code as a whole; and
WHEREAS,the Mason County Board of County Commissioners, in order to create a more
synthesized approached to urban planning efforts,are desirous of standardized regulations
between the Allyn and Belfair urban growth areas; and
WHEREAS,the Commissioners shall establish a Joint Advisory Committee forthe Allyn and
Belfair Urban Growth Areas("Committee")to review their current plans and development
regulations and make recommendations that create consistency for more viable urban growth
areas;and
WHEREAS,the Committee will provide their recommendations to the Commissioners or to
the appropriate commissions or committees as appointed by the Commissioners; and
WHEREAS,this Committee will consist of a no less than seven (7) and no more than (11)
citizens who reside within Mason County and who have the necessary training, background,
experience, expertise,or interestto identify key issues and workable solutions, Committee
members will consistent of at least, but no more than,two citizens who do not reside within
the urban growth areas; and at least five but no more than nine members who either live in,
owner property in, or own a business in the Allyn or Belfair urban growth areas.
NOW, THEREFORE BE IT RESOLVED by the Board of Mason County Commissioners that a
Joint Citizen Advisory Committee of the Allyn and Belfair Urban Growth Areas for the 2016
Growth Management Act Update shall be established and that the County Commissioners
shall appoint the members;
BE IT FURTHER RESOLVED,the Committee shall be charged with working with County
Staff in making recommendations for change to the Allyn and Belfair Urban Growth Areas'
plans and regulations. The Committee's term shall end on May 33-, 2o16 unless extended by
the County Commissioners.
