May 19, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m.
2. Pledge of Allegiance —Vicki Kirkpatrick led the flag salute.
3. Roll Call — Present: Commissioner District 1 ' Randy Neathedin; Commissioner District 2—Tirn
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 The Washington State Liquor Control Board sent special occasion applications for Mason County
Senior Activities Association and Harstine Island Community Club and a Liquor license
application for Union City Market.
4.2 News Release: Michael MacSems read the News Release regarding Summer ZU15Mason
County Heritage Grant Cycle.
4.3 News Release: A||iePedine read the News Release regarding National Healthy and Safe
Swimming Week 2815:

7. Approval ofMinutes — April 13, 2015 briefing minutes and May 12, 2015 regular meeting minutes.
Cmmmmr. Sheldon/Jeffreysmmoved and seconded to approve the ApriU13, 2015 and May 12,
2015 regular meeting minutes. Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Continued from May 5, 2015 -Approval to enter into a contract with SmartMeme Studios for the
work on Phase I with option to proceed to Phase II if Phase l is successful. SnnartMeme Studios
will assist Parks Advisory Board and staff with the development of an Adopt Park Program and
this program will be funded by successful Kickstaharcampaign.
8.2 Approval for the Chair to sign real estate price reduction sheets for two surplus properties located
atE. Angle Tracts Lane and one located at11950SR1O6, Union, currently being marketed for
sale by Mason County.
8.3 Approval of the Veterans Assistance Fund applications for: Food ¢150.00; Utilities $994.23 and
Housing $600.00 for a total of$1,744.23 as recommended by the Veterans Service Office.

8.5 Approval of the resolution appointing the Budget Manager as the Mason County Property
Manager, pursuant to Mason County [ode Chapter 3.40.260. Resolution 23-15 (Exhibit A)
8.6 Approval for the Board to authorize the County Engineer to sign the maintenance agreement,
along with any agreed upon amendments or modification to the agreement, for the Port of Allyn's
sidewalk improvement project titled "E Lakeland Drive Sidewalk Improvements"along Lakeland
Drive (County Rd. # 675OO) within the County right-uƒ-way.

8.7 Approval for the Board of County Commissioners to appoint the following applicants to the Solid
Waste Advisory Committee (SVVAC\: Eric Nelson, Janet O\Conner, Jason Dose, Rik Fredickson and
De|royCuz.
8.8 Approval for the Board to authorize the County Engineer to execute the Interlocal Agreement
batweenPUD 3 and Mason County on future ownership, retrofit, operation, maintenance and
replacement of the County's existing street light poles that were used as solar street lighting
fixtures.
8.9 Approval for the Board to authorize the Public Works Director to sign Supplement #7 for KBA
Construction Management, Inc., for their service on the Be|fairVVater Reclamation construction
project claim resolution process.
8.10Appoova| for the Chair to sign the Associate Development Organization CertificaUon/Designation
Form designating the Mason County Economic Development Council as the Associate
Development Organization (AD(})tn coordinate economic development services for Mason
County under contract with the Washington State Deportment of Commerce. This is pursuant to
RCVV43.330.08O and is for the Z015-2017biennium.
Cmmr. Sheldon requested item 8.1 be removed for separate vote.
[nnmr. Neathedin requested item 8.7 be removed for a separate vote.
Cmmmmr. Sheldon/Jeffreys moved and seconded to approve items 8.1 through 8.10ymith
the removal of 8.1 and 8.7 for separate votes. Motion carried unanimously. N-aye; S-

8i|| Kenny stated that at this time, they would like to set this aside tofind the best way to achieve
this for the citizens nf Mason County. They will continue hz work with the Parks Advisory Board and
appreciate the citizen involvement.
Cmmmmr. Sheldon/Jeffreysmoved and seconded to not enter into a contract with
SmmaxtMemme Studios for the work on Phase Inmith option to proceed to Phase 11 if Phase I
is successful. SmmartMenme Studios will assist Parks Advisory Board and staff with the
development of an Adopt a Park Program and this program will be funded by a successful

Cmmr. Jeffreys thanked the Advisory Committee and Smartmeme Studios for their effort in trying to
achieve this.

8.7 Approval for the Board of County Commissioners to appoint the following applicants tothe Solid
Waste Advisory Committee (SVVAC\: Eric Nelson, Janet Q'Comner, Jason Dose, RikFnedickson and
De|myCox.
Erika Schvvender explained the process of forming the SVVAC.

Cmmr.Jeffreys/Sheldon moved and seconded to appoint the following applicants to the
Solid Waste Advisory Committee (SWAQ: Eric Nelson,Janet O'Conner,Jason Dose, Rik
Fredickson. Motion carried unanimously. N-aye; S-aye; J-aye®
Cmmr. Sheldon/Jeffreys moved and seconded to approve Delroy Cox to the Solid Waste
Advisory Committee (SWAC). Motion carried. N-nay® S-aye; J-aye.
Cmmr, Neatherlin said he believes it is a direct conflict to have Mr. Cox on the Committee although
he values his knowledge.
Cmmr. Jeffreys said there are safeguards and she feels fine with having him on the Committee.
Cmmr. Sheldon stated that Mr. Cox brings a lot of knowledge and history.
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider the request from Mason County Facilities and Parks to declare certain
Mason County owned tax title property as surplus property,
Mr. Frank Pinter explained the property for sale.
Cmmr.Jeffreys/Sheldon moved and seconded to approve Mason County Facilities and
Parks declare certain Mason County owned tax title property as surplus property. Motion
Carried unanimously. N-aye® S-aye; J-aye. Resolution 24-15 (Exhibit B)
10. Other Business (Department Heads and Elected Officials) —There was no other business.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:55 a.m.

RESOLUTION NO.
AMENDING RESOLUTION NO. 7-12,
APPOINTING A MASON COUNTY PROPERTY MANAGER per MASON COUNTY
CODE CHAPTER 3.40.260
WHEREAS„Mason County Code Chapter 3.40,260 establishes the position of
Property Manager who shall be appointed by and serve at the pleasure of the Board of
Commissioners; and
WHEREAS, the Facilities, Parks &Trails Director was named Property Manager
and that Director position has been vacated;
NOW, THEREFORE BE IT RESOLVED that the Board of Mason County
Commissioners does hereby appoint the Budget Manager as the Property Manager for
Mason County.

Declaration of Surplus Property
WHEREAS,Mason County owns certain property(Parcel Nurnbers: #2201,7-53-00046:iT-22213-11-00020:931904-53-00066:
#32122-50-00027:#51908-50-00100 located at various locations in Mason County,WA and has been determined the property to be
surplus to the County's needs;
WHEREAS,Mason County issued public notice regarding the proposed surplus property for two consecutive weeks in a newspaper of
general circulation within Mason County;
WHEREAS,the Mason County Board of Commissioners,on Tuesday,May 19,2015,held a public hearing regarding the property in
which members of the public were able to testify before,the Mason Comity Board of Commissioners regarding the proposed property
to be surplused;
NOW,THEREFORE, BE IT HEREBY RESOLVED,by the Board of Mason County Commissioners that the following parcels is
declared surplus property:
PARCEL NOS: #22017-53-00046:422213-11-00020:#31904-53-00066:432122-50-00027:451908-50-00100
NOW,THEREFORE,BE IT FURTHER RESOLVED,by the Mason County Board of Commissioners that the real property described
in Exhibit A, attached hereto,is declared surplus property and the Property Manager is authorized.to offer all of said property for sale,
by any of the several rneans authorized by Mason County Code 3.40. Offering prices are to be recommended by the Mason Courity's
Real Estate Contractor. The Property Manager may adjust these prices upon receiving new information froni the Assessor's office or
other sources. The final selling prices are to be approved by the Board.of County Commissioners;and
BE IT FURTHER RESOLVED,that the proceeds of the sale of said property are to be dedicated first to any delinquent property tax
obligations and related penalties.,expenses and assessments;and next to refinbursernent of the of the Property Manager;and finally to
the Current Expense Fund,
