1. Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m.
2. Pledge of Allegiance — Dedrick Allan led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1. Correspondence
4.1.1 Brenda and Dean Hirschi submitted a letter regarding the Belfair Sewer system.
4.1.2 Wendy Matthews submitted a letter of concern regarding the Latern Fest at Ridge Motor
Sports Park.
4.1.3 Cheryl Williams and William Kirk submitted applications for the Civil Service Commission.
4.1.4 County Road Administration Board submitted a certificate of Good Practice for the County
Engineer.
4.2 Michael MacSems read the News Release regarding the Historic Preservation Commission 10th
Anniversary. There will be a celebration at the Civic Center on May 16, 2015.
4.3 Commissioner Jeffreys presented a Certificate of Good Practice to the County Engineer, Melissa
McFadden.
5. Open Forum for Citizen Input—
5.1 Tom Davis said he will no longer be active in this community.
6. Adoption of Agenda - Cmmr. Sheldon/ e reys moved andseconded o adopt the agenda as
published. Motion carried unanimously. -aye; -aye; ]-aye.
7. Approval of Minutes—April 6, 2015 briefing minutes and April 14, 2015 regular meeting minutes
mr. Sheldon/Jeffreys moved and seconded to approve the April 6, 2015 briefing
minutes as amended on page 2 referencing"political decision"and changing it to
""financial decision"and the April 14, 2015 regular meeting minutes. Motion carried
unanimously. N-aye; -aye;]-aye
8. Approval of Action Agenda:
8.1 Approval to schedule a public hearing for May 26, 2015 at 6:30 p.m. to consider adoption of
revised Mason County Development Regulations,Title 17 (Zoning), Chapter 17.04 Rural Lands
Development Standards, Sections 17.04.602 and 17.04.612 with respect to motorized commercial
outdoor recreation.
8.2 Approval of Warrants:

8.3 Approval of amendment #2 of the 2012-2014 Consolidated Contracts C17118 amending the
Emergency Preparedness & Response and On-site Sewage System Local Management Plan.
8.4 Approval of the Veterans Assistance Fund applications for: Food $450.00; Utilities $548.09 and
Housing $1,100.00 for a total of$2,098.09 as recommended by the Veterans Service Office.

8.5 Continued from April 28, 2015 - Approval to enter into a contract with SmartMeme Studios for the
work on Phase I with option to proceed to Phase II if Phase I is successful. SmartMeme Studios will
assist Parks Advisory Board and staff with the development of an Adopt a Park Program and this
program will be funded by a successful Kickstarter campaign.
8.6 Approval to amend the Resolution removing the Facilities, Parks and Trails Director position and
to replace it with the Facilities, Parks and Trails Manager position and advertise for this position.
8.7 Approval to set a public hearing for Tuesday May 19 at 9:30 a.m. to consider declaring County
owned tax title property as surplus property.

with the exception of item and 8.6 to be removed for separate votes® Motion carried

Cmmr. Sheldon asked that Item 8.5 be removed for a separate vote.
Cmmr. Jeffreys asked that Item 8.6 be removed for a separate vote. Cmmr. Jeffreys said she wanted
to make sure some changes were made to the Resolution as she mentioned in briefings yesterday.
Item 8.5 Continued from April 28, 2015 -Approval to enter into a contract with SmartMeme Studios

Item 8.6 Approval to amend the Resolution removing the Facilities, Parks and Trails Director position
and to replace it with the Facilities, Parks and Trails Manager position and advertise for this position.
Bill Kenny spoke on this item and explained the unique skill set that Mr. Keates offered and they feel
now that a team approach is necessary to tackle some of the challenges.
Neal Winders asked what they are looking for in a new Park Manager.
Mr. Kenny stated it is now a range 38 which is about the same as before. He stated they would like
to find someone with very good project management skills. There are approximately thirty projects
going on now within Facilities and Parks so project management skills are critical.
Cmmr. Jeffreys/Sheldon moved and seconded o Revise the resolution for consideration
replacing "rename it to" with "replace the position with a". Motion carried unanimously.

Cmmr. Sheldon/Je reys moved and seconded approve item .6 as amended removing
the Facilities, Parks and Trails Director position and to replace the position with a
Facilities, Parks and Trails Manager position and advertise for this position. Motion

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—

9.1 Public Hearing to consider a resolution to declare surplus property located at 420 E. Panorama
Drive, Shelton and approval of sale of this property to Adnan K Abu-Selah for a price of
$4,800.00. Staff: Facilities and Parks.
Frank Pinter, Budget Manager spoke on behalf of this item.
Bill Kenny stated that many of the parcels that are a result of tax foreclosures and are not sold will
revert back to the County.
Cmmr. Neatherlin stated there is a process to selling the property.
Cmmr.Jeffreys/Sheldon moved and seconded to approve a resolution to declare surplus
property located at 420 E. Panorama Drive, Shelton and approval of sale of this property
to Adnan K Abu-Selah for a price of$4,800.00. Motion carried unanimously. N-aye; S-

9.2 Public Hearing to consider the application for a private line occupancy permit for William
Matheson on Channel Point Road for a water line and electrical line underneath the County Road
from parcels 32025-51-00015 and 32025-51-00011 (461 Channel Point Road, Shelton). Staff:
Melissa McFadden
Cmmr. Sheldon/Jeffreys moved and seconded approve the application for a private line
occupancy permit for William Matheson on Channel Point Road for a water line and

10. Other Business (Department Heads and Elected Officials) —There was no other business.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

AMENDING RESOLUTION NO. 60-14 TO REVISE THE NON-UNION SALARY RANGE ALIGNMENT
REMOVING FACILITIES, PARKS AND TRAILS DIRECTOR AND ADDING FACILITIES, PARKS,AND TRAILS
MANAGER POSITION
WHEREAS, RCW 36.16.070 states that In all cases where the duties of any county office are
greater than can be performed by the person elected to fill it,the officer may employ deputies and
other necessary employees with the consent of the beard of county commissioners.The board shall fix
their compensation ...
WHEREAS,a Non-Union Salary Plan was established for those employees not represented by a
bargaining unit Attachment A and a separate Public Defender Attorney Salary Plan was created in 2014

WHEREAS, it was determined that it is in the best interest of the county for efficiencies to
remove the Facilities,Parks and Trails Director and replace the position with a Facilities,parks and Trails
Manager;
NOW,THEREFORE BE IT RESOLVED that the board of County Commissioners does hereby revise
the Non-Union Salary Range Alignment to establish the Facilities, Parks and Trails Manager position at
Salary Range 38.

RESOLUTION NO.
DECLARATION OF SURPLUS PROPERTY AND APPROVAL OF SALE
WHEREAS, Mason County owns the real property listed and legally described in Exhibit A, AEiached
hereto; and
WHEREAS, certain parcels of the propeiiy are tax title property with delinquent property tax, penalties,
interest and expenses owing; and
WHEREAS, other parcels were acquired for various purposes; and
WHEREAS,the Board of County Commissioners upon the recommendation of the Property Manager has
determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of$4,800.00 from
Adnan K Abu-Saleh; and
WHEREAS, the Mason County Board of Commissioners, on April 9th, 2013 held a public hearing during
which members of the public were able to testify before the Mason County Board of Commissioners regarding
the property, the proposed declaration of surplus and sale.
NOW, THEREFORE, BE IT FUR THER RESOLVED by the Mason County Board of County
Commissioners that the property described in Exhibit A, attached hereto, is declared surplus property and that
sale of said property to Adnan K Abu-Saleh, at a price of$4,800.00, is approved; and
BE IT FURTHER RESOLVED,that the proceeds of the sale of said property are to be dedicated first to any
delinquent property tax obligations and related penalties, expenses and assessments; and next to reimbursement
of the Facilities and Parks Department for expenses of the Property Manager; and finally to the Current Expense
Non-Departmental Property Management budget; and
BE IT FURTHER RESOLVED,that the chair of the Commission is authorized to sign the related closing
documents and the property manager initiate payment of 8%fee of sale price to the County's real estate agent.
