April 28, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 6:02 p.m.
2. Pledge of Allegiance —John Keates led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 David Eklund submitted an application for the Civil Service Commission.
4.1.2 Susan Ickes submitted an application for the Lewis-Mason-Thurston Area Agency on Aging.
4.1.3 Delroy Cox and Steve Gilmore submitted applications for the Solid Waste Advisory
Committee.
4.1.4 The Liquor Control Board submitted a special occasion liquor license for Belfair Elementary
PTA and marijuana license application for Belfair Marijuana Depot.
4.1.5 Mason County Hospital District #2 submitted notification of members on the EMS and Trauma
Council.
4.1.6 Members of the State House of Representatives submitted a letter requesting assistance in
reviewing House Bill 1885 and Senate Bill 5755.
4.1.7 Greg Stairs submitted a letter and information regarding'The Bend on Hood Canal"
4.2 Melissa McFadden announced Public Works Project Award Information: 2105 Paint Line Contract
to Hicks Striping &Curbing, $298,889.75; 2015 Manufacturing &Stockpiling Chipseal Aggregate
to Peninsula Topsoil, $136,360.09 for Zone 1 &$143,637.73 for Zone 2; CRP 1829-R Hunter
Creek Bridge to Quigg Brothers, $2,189,028.10; Asphaltic Materials to Albina Asphalt, purchase
as needed; Asphalt Emulsion to Pyramid Materials, Granite Construction, Lakeside Industries &
Miles Resources, LLC; all bids accepted to purchase as needed. Ms. McFadden stated that all bid
tabulations are available on Builders exchange of Washington website (bxwa.com).
5. Open Forum for Citizen Input—
5.1 Steve Bloomfield, member of the Mason County Historical Society invited everyone to visit the
Historical Society museum downtown. He stated volunteers have done a lot of work at the facility.
He also reminded the Board of possible future expansion of Hwy 101 corridor.
Cmmr. Jeffreys stated Historical Preservation Commission is also having an upcoming anniversary
soon and there will be celebrations.
6. Adoption of Agenda - Cm r. Sheldon/Jeffreys moved and seconded o add agenda item
10.1 and adopt the agenda as revised. Motion carried unanimously. -aye; -aye/ 3-aye.
7. Approval of Minutes —April 21, 2015 regular meeting minutes.

8. Approval of Action Agenda:
8.1 Approval to enter into a contract with SmartMeme Studios for the work on Phase I with option to
proceed to Phase II if Phase I is successful. SmartMeme Studios will assist Parks Advisory Board
and staff with the development of an Adopt a Park Program and this program will be funded by a
successful Kickstarter campaign.

8.2 Approval to authorize Public Works to use the Mason County Municipal Research &Services
Center(MRSC) Consultant Roster to select and enter into contract with a consultant to assist with
updating the Transportation Element of the Mason County Comprehensive Plan.
8.3 Approval of the Water Quality Aquatic Invasive Plant Funding agreement between the state of
Washington Department of Ecology and Mason County Noxious Weed Control in the amount of
$25,000.
8.4 Approval of the Veterans Assistance Fund applications for: Food $225.00; Utilities $1,293.08 and
Housing $434.00 for a total of$1,952.08 as recommended by the Veterans Service Office.
8.5 Approval of an agreement with Elizabeth Mell, LLC to lease the former Mell Chevrolet Building
located at 305 S. 1st Street, Shelton for use by the Mason County Sheriff's Office to store
evidence and other uses. Lease term is three years at $1,500 per month for the first year and
$1,800 per month for the last two years of the agreement. There is an option to extend the
lease.
Cmmr. Jeffreys/Sheldon moved and seconded o approve items .2 through 8.5as item
.1 is being removed for a separate vote. Motion carried unanimously. ®aye; ®aye; J-

Tom Davis asked how big the Mel[ Chevrolet building is.
Kelly Frazier stated it is twenty thousand square feet.
Cmmr. Sheldon thinks it's a great idea for item 8.5. He also thanked all the staff who worked
together to get this accomplished.
Cmmr. Jeffreys complemented Patricia Grover on her work on item 8.3.

Cmmr. Sheldon said that he finds this contract unusual. He said it's strange that the consultants are
being asked to find money to pay themselves. He said he doesn't see any names of individuals in the
contract. He would like a little more explanation on this item.
Cmmr. Neatherlin agrees this is different than usual and asked John Keates to comment.
John Keates thanked the Parks Advisory Board for coming up with this. The reason this is set up like
this is because of the lack of budgetary resources. He said the Advisory Board thought the
kckstarter program would be a good way to start this. Mr. Keates explained this is a multifaceted
project.
Cmmr. Sheldon stated that the exhibits are not attached to see a breakdown of the costs.
John Keates stated he is working to get the contract original now but this is what he had available for
tonight.
Cmmr. Jeffreys/Sheldon moved and seconded to table approval of Item .1, contract
with art e e Studios until the next regular meeting on May 5, 2015 in order to add

some revisions to the contract to include detailed contact information of the people
involved and exhibits A and B. Motioncarried unanimously. ®aye® ®aye®3-aye.
Cmmr. Neatherlin suggested a briefing as well.
Cmmr. Sheldon agrees and stated he would like the consultants to come to meeting.
Cmmr. Jeffreys stated that she appreciates the Parks Advisory Board stepping outside the box to
make things happen.
9. Public Hearings and Items Set for a Certain Time—There were no public hearings.
10. Other Business (Department Heads and Elected Officials) —
10.1 Cmmr. Sheldon stated that Simpson is being sold. He said it will be a big change since Simpson
has been here for 125 years. He said the transition should be favorable and upbeat. He thinks
that Sierra Pacific has the best intentions and mentioned they have other mills.
Lynn Longan, Mason County Economic Development Council, gave an update on the sale of
Simpson. She said she has met with Sierra Pacific. She stated this is a great opportunity for Mason
County although there needs to be due diligence helping the Simpson employees who will lose their
jobs and also recognize that this transition will be devastating for some. She stated they will focus
on helping Sierra Pacific become successful as well as helping and assisting Simpson employees
during this transition.
10.2 John Keates thanked the Board for the vote in favor of utilizing the Mell Chevrolet building. He
wants to give credit Kelly Frazier and mentioned that Kelly played a key role in making the Mell
Chevrolet deal happen. Mr. Keates introduced Mr. Kelly Frazier.
Cmmr. Jeffreys mentioned John Keates will be leaving Mason County for a new job in Bothell. She
said they will miss him very much and thanked him for everything he has done and wishes him the
best.
Cmmr. Sheldon told Mr. Keates he has always done a great job and has great ability to find
funding. He hopes that John will always remember all the projects he worked on in Mason County.
Cmmr. Neatherlin told John Keates that he has been wonderful and wished him the best.
Vicki Kirkpatrick thanked John Keates for all he has done. She said John always has a heart for the
kids and is understanding of how health and parks are related.
Sheriff Salisbury wants to recognize the Board of County Commissioners and Facilities for putting
together the evidence storage area. He said this will make a big difference and be a great help.
Sheriff Salisbury stated that many people recognize John Keates as the best park director in State
of Washington and thanked him for all he has done. The Sheriff also mentioned that they will miss
Natalie Johnson from the Journal and thanked her for her accurate and fair reporting. He wished
her the best in her future endeavors.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
