Pledge of Allegiance—lack Johnson led the flag salute. 3. Ru|| Call— Present: Commissioner District 1 - Randy NeatheMin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Co rrespnndence and Organizational Business 4.1 Correspondence 4.1.1 Tom Davis submitted an application for the Hood Canal Coordinating Council Citizen Advisory Group. ` 4.1.2 Liquor Control Board sent special occasion license applications for North Mason Rotary Club and Mason County Senior Activities Association, n Liquor license application for]R's Hideaway and a change of information for Seattle Inceptive Group. 4.1.3 The Port of Shelton submitted a letter regarding requests for annexation and Comprehensive Plan Amendment Initiation. 42 Cmmr. Jeffreys read the News Release re: Lodging Tax Advisory Committee Membership. 4.3 Chair Neothedin read the News Release re: Mason County Civil Service Commission Vacancy. 4.4 Melissa McFadden read public notice re: Application of Herbicides. Staff: Melissa McFadden 4.5 Vicki Kirkpatrick read the News Release re: Mason County Public Health Week. Public Health week will be April 6'12. Vicki introduced Ali Pedine. 4.6 A|| Pedine read the Proclamation re: National Public Health Week&Public Health Month in Mason County. 5. Open Forum for Citizen Input— S.1 Jack Johnson from Be|fo|r passed out information regarding what he is speaking about including an email thread regarding Department of Community Development (DCD). He spoke about situation pertaining to his daughter's parcel 12220-33'00228. He alleges DCD is preventing them from building a house on the site proposed. Cnnmr. Nanther|in said this brings up and issue regarding the hearing examiner. He stated that ' people are required to pay thousands of dollars to appeal so he suggested considering a citizen's appeal organization. 5.2 Patrick O'Neal spoke about the drug and crime problems in the Mason County. He said there has been one overdose from tar heroin in the last week in addition to other incidents. Ha said he owns deeded land onaCounty maintained road but claims he was told his location iso gray area. He stated it's not gray area and nsihanatad he owns land in Mason County and pays taxes to Mason County so he would like Mason County deputies to respond when he calls. Ha also spoke about how his house has been burglarized. He said something needs to be done about the drugs and crime problems in Mason County. He said there isno reason to have Un stock pile your house with guns to guard your own property and never leave due to fear of being burglarized. He asks the Commission to open their hearts and give the Sheriffs office what they need to do their job. Heis very disappointed about the lack of control of crime and lack ofsupport. Cnnmr. Neather|in said he has increased the Sheriffs budget and number of deputies by huge margin. He said that esa County, more conversations will be needed bo find out what todonext. It will take the citizen's assistance as there may have to be some kind of tax increase. He said neighborhood watches don't work because of lack ofdeputies. He said all of this just doesn't make sense. He said when he was growing up people were held accountable for their actions. He told the Board that he visited the Courts the other day to see what happens and stated the defendants get a slap on the hands. Ha urges the Board to assist in making the criminals accountable. Cmnnr. Sheldon stated that Washington State has the highest burglary rate in the Country. He is not proud of that. Cmrnr. Nen[her|in reiterated that we need to find a way to pay for increases. 6. Adoption of Agenda ' Cmmmmr. Sheldon/Jeffreysmoved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes— March 9 & 16, 2015 briefing minutes and March 24, 2015 regular meeting minutes. Approval of Action Agenda� 8.1 Approval of the resolution rescinding Resolution 88-09 affecting the operating hours of the Mason County Assessor, Auditor and Treasurer's offices. These offices shall remain open during the lunch hour. Resolution 12-15 (Exhibit A0 8.2 Approval of Warrants: ' Claims Clearing Fund VVanont#n 8021141-8021513 $605,986.42 Salary Clearing Fund VVarnnnt#n 7000932-7000957 $403,585.30 Direct Deposit Fund VVornant#s 20939'21320 $597/652.03 fora total of$1,6O7,323.75 Claims Clearing YTDtotal $9,706,401.02 Salary Clearing YTDtotal $4,142,303.73 Direct Deposit YTDTotal ¢4,152,421.05 8.3 Approval of the Interlocal Drug Task Force Agreement between the Counties of Kitsap, Pierce and Mason and the Cities of Bainbridge Island, Bremerton, Port Orchard, Poulsbo, Shelton and the Washington State Patrol and Naval Criminal Investigative Service for the period of July 1, ' 2U15to June 3U, 2O18. The intent of this agreement isto centralize supervision and enhance the efforts of the law enforcement agencies to combat controlled substance trafficking. 8.4 Approval for the Board to authorize Public Works to purchase, off the Washington State contract number 14393, partition panels from Washington State Correctional Industries. These panels will match the existing partitions that were also purchased from Corrections Industries. The total cost is estimated to be $7,955.04. 8.5 Approval for the Board to authorize Public Works to use the 2015 Letters of Interest list for Construction Project Inspectors and Construction Material Testing services and enter into agreements. These services are needed for projects scheduled for the upcoming construction season. 8.6 Approval of the resolution for County Road Project 2UOO, Carman Road; authorizing the Chair tm sign all pertinent documents na|obsd to the project and allowing the Public Works County Engineer 10 advertise, set bid dotes/times, and award contract. The contract will beannounced during 3 regular meeting Qfthe Board. ReSDIUMOVI 13-1.5 (EXhihit B) BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS ApriNJ, 2015 ~ PAGE 3 0.7 Approval of the amendment to the Utility Easement Agreement between Mason County and Hood Canal Communications, changing the easement from 6 feet to 20 feet on parcel number 22127-51-O0067in the Rust|ewmodCommunity. 8.8 Approval of amendment I to the DSHS Contract number 1363-74807 extending the ending date to June 30, 2016. This amendment provides $2,000.00 in funding for the Work First-Children with Special Needs Program and requires no matching funds. The funding has been budgeted for the 2O15year. 8.9 Approval to make the following appointments to the Hood Canal Coordinating Council advisory groups: Tom Davis and Lee Swoboda to the Citizen Advisory Group and Evan Bauder and Mindi Harlow to the Technical Advisory Group. 8.10Approva| of the Veterans Assistance Fund applications for: Food $300.00; Utilities $1699.40 and Housing $567.00 for a total of$2,566.40 as recommended by the Veterans Service Office, 8.11 Approval for the Board h) authorize the County Engineer to execute the Adnpt-ArRoad Agreement 2537TIMBE, between Mason County and Timberlake Clean-up Crew that allow the crew to maintain litter control along Timberlake Drive and other roads in the Timberlake Community, asa member of the Adopt-A-Ruadprogram. 8.12Approva| of the 2015 contract with Shelton High School Students Against Destructive Decisions (5ADD). The mission ofSADD is to provide students with the best prevention tools possible to deal with issues of underage drinking, other drugs, risky and impaired driving and other destructive decisions. SADD Club will meet the objectives and results to the satisfaction of Mason County Public Health and Human Services and the cost shall not exceed $6,000.00 Cmmmmr. Ihem8.3 Approval of the Interlocal Drug Task Force Agreement between the Counties of Kitsap, Pierce and Mason and the Cities of Bainbridge Island, Bremerton, Port Orchard, Poulsbo, Shelton and the Washington State Patrol and Naval Criminal Investigative Service for the period of July 1, 2015 to June 3O, Z018. The intent of this agreement is to centralize supervision and enhance the efforts of the law enforcement agencies to combat controlled substance trafficking. Undershariff Barrett apologized to Mr. O'Neal on behalf ofthe Sheriff'; office and said ever/one feels the same frustration. He said the Board has mode great strides at restoring the cuts from the recession and they have two deputies in the academy now. The Undersheriff clarified what VVestNET is and what they do. He said VVestNETio an outstanding group although they focus on larger organizations. Undershari|T Barrett stated that they have formed their own team so they could have a more rapid response. He said if staffing levels were higher they would like to have a staff member more involved with WestNET but it's not in their interest to take someone out of their unit to work for them at this time but they will continue to look toward the future to make that happen and will . continue tn assist in any way then can. He added that he believes it's a viable contract and he hopes this item will pass. He said he would like to speak with Mr. and Mrs. O'Neal after the meeting. Cmmr. Neothedin thanked Undeusherify Barrett for explaining VVestNET. He stated he agrees that having Sheriff's staff leaving the area now is not o good idea. Cmmr. Sheldon thanked UndershoriffBarrett. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) — 10-1 Debbie Riley introduced Jess Mosley. Jess is the solid waste contact although he plans to retire at the end of October. She explained some of Mr. Mosely's duties and added that has also been responsible for the County Golf Team each year. 10.2 Undersheriff Barrett spoke about outsourcing. He said they don't like to operate at high capacity due to safety concerns. He said it is their hope to allow the Court to use incarceration as it is intended, Undersheriff Barrett also commented on a complaint made at a Commission meeting a couple of weeks ago. He stated the portrayal was an unfair characterization and misrepresentation and wanted to clarify. Cmmr. Jeffreys stated that there always are two sides to every story. Undersheriff Barrett agrees and stated that is why he wanted to comment on it today. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
