Since the plans indicated there were fire doors, it created an obligation to meet the requirements of chapter 21.9 of NFPA 72, even if there are currently not any hold-open devices installed. My expectation (as alluded on the plan conditions) is that these will be included in the scope of work and be functioning when you call to schedule the acceptance test. Because the building is covered by the sprinkler system, as long as a sprinkler flow activates the voice communication system and there is a pull station in a normally occupied location(I.E. main office),this option would also permit you to omit all other manual pull stations(907.2.3 exception 5). The second option is to install a system that is consistent with that spelled out in the School's Safe School Plan as identified in RCW 28A.320.125(see link below). However, not being familiar with their plan, I cannot speak to whether this option represents a feasible alternative.To that end, I have cc'd Joan so she can share this with whomever would be involved in this decision process. It is important to note that they wish to pursue this, it will involve an analysis be performed of that plan along with your scope of work first to verify the two are consistent with each other. However, since this will almost certainly lengthen the approvals process so I would that should be taken into consideration. Lastly, if a raceway or conduit is found which permits the alarm to supervise the pump,that should also be addressed but due to time constraints and the need to get the alarm system operational before school resumes, I am willing to defer this for a short while. Please have this conversation with Joan and the those who will be authorizing this work at Sand Hill and let me know how all wish to proceed. Existing fire panel is conventional 12 zone panel, my guess probably 30ish years old, it is no longer manufactured and there are no conventional panels available with that many zones that I know of. Guardian Security will be proposing a new addressable voice system. Because school is currently not in session,there are no students present,the sprinkler system is fully operational and the waterflow alarm sounds on-site, I will waive the requirement to establish a fire watch at the facility. Please note that if the FACP is still non-functioning when school resumes, a fire watch will need to be established meeting the enclosed procedures. In the meantime, I would encourage you to act promptly to have the panel repaired ASAP to avoid this situation and ask you to remind whomever you contract with,that a permit for the panel's replacement will be required from our office.
