BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS
March 17, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance— Debbena Coker led the flag salute.
3. Roll Call — Present: Commissioner District 1 ' Randy WeaLhedin; Commissioner District 2—Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Rik Frederickson submitted an application for the Solid Waste Advisory Committee.
4.1.2 Frank Takahashi and Donna Durnford submitted applications for the Mental Health &
Substance Abuse Advisory Committee.
4.1.3 Gory Miner submitted an application for the Board of Equalization.
4.1.4 Bureau of Indian Affairs sent letters regarding Acquisitions in Trust of the Miller Property and
parcels 4223G-3U-6000O and a portion of parcel 42226-32'OUO35.
4.2 Barbara Adkins introduced Debbena Coker who is retiring after almost 23 years of service to the
Department of Community Development. The Commissioners extended their thanks to
Debbera and presented her with e token of their appreciation.
4.3 Cheryl Heywood provided the Timberland Regional Library Annual Report.
4.4 Cnnnnr. Neather|in read the news release for o vacancy on the Housing Authority Board.
5. Open Forum for Citizen Input—
5.1Tom Davis provided information on the Veterans' menUzrship program that he participates
in and shared success stories. Mr. Davis advocates establishing a Mason County Veterans Court
that could be funded with the 1/10 of 1% Mental Health Sales Tax.
Cmmr. Jeffreys expressed frustration that a Mason County Veterans Court has not been
established, it has been budgeted and she urged the Board to write to Superior Court
encouraging the establishment of the Veterans Court.
6. AduptionofAgenda - Cmmnmr, Jeffreys/Sheldon moved and seconded to adopt the agenda as
published. Motion carried unanimously. y&-aye; S-aye;]-aye.
7. Approval of Minuhys—Approva| of the March 10, 2015 regular meeting minutes.
Cmnmmr. Sheldon/Jeffreysmoved and seconded to approve the March 10, 2015 regular
meeting minutes. Motion carried unanimously. N-aye; S-aye; 3-aye.
8. Approval of Action Agenda:
8.1 Approval for the Chair tnsign the vvorks|ba agreement with Pacific Mountain Workforce
Development Council to supplement the work force for Facilities, Parks and Trails. All wages will
be paid by Pacific Mountain and there will be no cost to Mason County.
8.2 Approval for the Chair to sign real estate price reduction sheets for surplus property currently
being marketed for sale by Mason County.
8.3 Approval for the Chair to sign n one year contract with Thomson Reutens'VVestfor Law Library
wireless online patron access for upho three concurrent users fora total of$1,353.O0 + tax;
effective through February 2O16.
8.4 Approval of the Veterans Assistance Fond applications for: Food $150.00, Utilities $733.28 and
housing $1795.00 for a total of$2,678.28aa recommended bv the Veterans Service Office.
8.5 Approval for the Board to execute the Public Works annual certification for calendar year 2014,
certification of expenditures for traffic law enforcement for 2014 and certification of
expenditures for fish passage barrier removal for 2014.

8.6 Approval of the resolution emending Resolution 61 14 for County Road Project (CRP) 1996
Shelton Matlock Road improvement project. Public Works would like to revise the resolution to
change milepost to 3.08 to 7.70 and include improvements in the vicinity of milepost 16.70.

8.7 Approval for the Board to authorize the County Engineer to sign the Local Agency Haul
Road/DetnurAgneement No. HRD30123 with the Washington State Department of
Transportation, allowing the use ofShelton Matlock Road (County Road No. 90100) as detour
route during the closure of State Route 3 for a culvert maintenance project.
8.8 Approval of the delegation of signatory authority for the County's Wastewater Treatment Plants
(VVVVTPs) discharge and bioso|ida permits.
8.9 Approval for the Board of County Commissioners to formally accept the Be|fairVVater
Reclamation System, Treated Water Storage Pond and Irrigation Project, and authorize the
rub|icVVnrks Directortntoke necessary steps to c|nse out the p�jectand comp|etethe
necessary paperwork required by law prior to the na|eaSa of the project retainage to the
contractor.
8.18 Approval for the Chair to sign modification No. 6 Participating Agreement No 10'PA-11060900-
018 between USDA Forest Service and Mason County Noxious Weed Control Board to extend the
performance period from June 3O, ZO15ho June 30, 2016. This will allow the Noxious Weed
Control Board to expend the remaining funds and continue efforts to control noxious weeds on
National Forest land.
8.11 Approval of new lease agreement between North Mason Regional Fire District #2 and Mason
County Public Works that allows Fire District #2 to continue using a portion of the Be|fuir Shop
ponca| (22201-22'60150) as o fire substation to the emergency vehicles for the district. Term of
the lease is fifteen years with the option to extend an additional five years.
8.12 Approval of the letter to the Shelton School District Board of Directors asking them to delay the
closure of the pool at the Shelton High School until such time all options have been fully vatted
and the will of the voters have been heard.
8.13 Approval of the resolution selecting The Mason County Journal as the official County
newspaper for publishing certain legal publications. ResoKutUomNo.10~15 (Exhibit B)
8.14 Approval of the consolidated contract C17118 amendment No. 1 amending statement ofwork
for and allocations for: Environmental Protection Agency National Estuary Program, Onaite
Sewage Management Round 1-4, OnsibaSewage Management Round 5-6 and Pollution and
Identification and Correction 1'4.
8.15 Approval of Warrants:

8.16 Approval for the Board to accept and certify Twanoh State Park on the Mason County Historic
Register.

Cmmmmr. Jeffreys/Sheldon moved and seconded to approve itemme8.1 through 8.16 except
for Items 8,9 and 8.12wbich shall be considered with a separate vote. Motion carried

Item 8.9 Formal acceptance of the Be|fair Water Reclamation System, Treated Water Storage Pond
and Irrigation Project. Brian Matthews stated this is the next step to legally release the retainage.
The Be|fair Sewer system has three components - o collection system, treatment system and
irrigation pond. The pond holds water during winter so no runoff during heavy rains.
CmmmmrJeffeys/She{donmoved and seconded to formally accept the BeVfair Water
Reclamation System,Treated Water Storage Pond and Irrigation Project,and authorize
the Public Works Director to take necessary steps to close out the project and complete
the necessary paperwork required by law prior to the release of the project retainage to
the contractor. Motion carried unanimously. PW-aye; S-aye; 3-aye.
Item 8.12 Letter tnthe Shelton School District Board of Directors asking them to delay the closure of
the pool at the Shelton High School.
Cmmr. Jeffreys explained she presented the letter at last Monday's briefing and she is not trying to
get into the business of the School District, but is asking for time to explore options, including a
special taxing district. This would not be to just save the pool but also provide opportunities to build
up the parks in the City of Shelton and in the north end of the county. The pool may not fit into a
parks district but would like time to explore.
Cmmr. Sheldon stated he was not able to attend last Monday's briefing and did not support the letter
being placed on the agenda but understands that two Commissioners did support this being placed
on the agenda.
Mary Jean Hrbocekaskad the letter be revised. Her concern is with one entity trying to tell another
entity how tospend their money. She compared this situation to the fairgrounds closure with no
interference from the school district. The school district has had n lot offeedback. The school board
is facing many mandated issues and does not think it's appropriate for the county to ask the school
board to delay the closure. Ms. Hrbacak recommended the Commissioners remove from the third
paragraph, the"November e|ectiun" reference. She stated she is willing to work onometropolitan
park district. She doesn't think it's the school's responsibility to run e pool.
Cmmr. Sheldon stated the school board has rescinded their request for a capital budget appropriation
for the pool. He stated the capital budget is a great funding vehicle for funding community facilities,
but not an aging facility. He stated options are to explore o YMCA or Boys &Gids Club facility that is
larger and more suitable, He mentioned a center in Bremerton and the Olympic College that were
community supported and are successful. He doesn't think the November election reference is
appropriate and this letter represents one board telling another board what to do. The school board
has paid for studies and have agonized over this decision. He believes itis appropriate to explore o
parks district but will not sign this letter and recommends the Commission not send the letter.
CDlnnr. Neathed|n agreed that one board should not tell another board what to do. He doesn't think
a parks district would work for this because all the money would have to funneled to the pool. He
also has on issue with the reference tothe November election. He stated that because Cmmr.
Jeffreys represents that district and she brought forward the letter, he is supportive of it, with edits

Cnnrnr. Jeffreys stated this letter is request, it is not directing another board what to do. She
doesn't understand the objection. The November election was assuming if there is something (ballot
issue) togobm the voters. She wanted tu provide a timeline so there iscertainty. She added that
the language is asking the school district to appoint a representative was at the recommendation of

the interim superintendent with the intent to provide input. She stated she is fine with Cmmr.
Weathar|in'a amendments and added that she is surprised people are willing to build o new facility
rather than improve the existing facility. She said she appreciates Cmmr. Neo1hedin's support of the
letter and is willing to continue to work on this issue.
Cmmr. Sheldon said it would be appropriate to remove the reference to the November election
because it could betaken the wrong vvey. He said he believes it is the school board's responsibility
and doesn't support this letter,
Cmmr. Neather|in believes this letter conveys the message the County is interested in helping.
Cmmr. Jeffreys would like to offer the CVunty's help, if accepted by the school board.
Cmmr. Sheldon stated he doesn't understand the letter and thinks it doesn't make sense and said he
will not sign the letter,
Cmmr. Jeffreys/NeatMerUin moved and seconded to approve the amended letter to delay
closure of pooD . strike all words after the word "veVted". Motion carriedvI- aye; N - aye;

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings.
10. Other Business (Department Heads and Elected Officials) —
10.1 Debbie Riley introduced Cindy Waite, On Site Water Quality Technician, and provided the 2014
Onsite Sewage Program Report. They announced there will be septic blitz in June encouraging
land owners to maintain their septic systems.
11. Board's Reports and Calendar -Tha Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

approximately mile post 3.08 to 7.70 and mile post 1.6.70 vicini!y; work defined as "construction"
in the BARS Manual,Page 11-63,et seq,is determined to be necessary and proper; and,
WHEREAS,this project is identified as 01 on the officially adopted 2015 Annual
Construction Program.
THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS that it is their intention to:

BE ELT FURTHER RESOLVED that the described County Road Project is necessary
and proper, and the estimated costs of said project are herewith set out as follows:

The County Road project herein described in HEREBY DECLARED to be a public
necessity, and the County Road Engineer is HERE BY ORDER-ED AND AUTHORIZED to

AMENDS RESOLUTION NO. 15-14
A RESOLUTION SELECTING OFFICIAL COUNTY NEWSPAPER
WHEREAS, RCW 36.72.075 requires the county legislative authority to let a
contract to a legal newspaper to serve as the official county newspaper for the term of
one year and;
WHEREAS, If there is at least one legal newspaper published in the county, the
contract shall be let to a Legal newspaper- published in the county and;
WHEREAS, The Mason County Journal is published in Mason County and
qualifies as a legal newspaper in accordance with RCW 65.16.020.
NOW, THEREFORE, BE IT RESOLVED, the Board of Mason County
Commissioners hereby declares The Mason County Journal as the official county
newspaper for furnishing certain legal publications for the period of one year beginning
on July 1, 2015.
