Pledge of Allegiance— Susan Sergo1an led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Naather|in; Commissioner District 2—Tim Sheldon was absent; Commissioner District 3 —Teni Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Fire District 18 sent notice that Trudy Mishcell retired and they will be electing a new Fire Commissioner. 4.1.2 The Washington State Liquor Control Board sent a special occasion license for Senior Ac�ivibmsAssociotion and o |�stofbusincss�swith liquor |icana�s duetnexpina in 9O days. 5. Open Forum for Citizen Input— 5. Beverly Godwin asked the Board to attend some ofthe School Board meetings. She said there is nothing much left for the children if they close down the pool. She said the School Board ignores them and the pool is due tnbe closed inJuly. She asked the Commission for support and informed them the meetings are the 2nd and 4th Tuesday of each month at Choice High School atG:3Up.m. Cmmr. Jeffreys said she is in favor exploring the opportunity of a County wide metropolitan parks district. She said they would need to make sure the money was distributed equally throughout the County and it would address many challenges above and beyond the pool. Cmmr. Jeffreys stated that in order to put something on the ballot, they need at least two Commissioners and they need North Mason support. She said she is working nnit and has spoken with the School Board members and reminded them that there may beother opportunities available. She thanked Ms. Godwin for her efforts. Cnnmr. Neather|in said one thing to remember about the School Board is that they are a sovereign entity and the County has no control over them. Ms. Godwin said the more people that show up at the School Board meetings, the better it is. Cmmr. NeaLhedin said he agrees. 5.2 Tom Davis spoke about the M(}U with the City of Shelton regarding the skatepark. He commented that the new agreement doesn't limit liability so he doesn't know what was changed. He said it only made the obligation more discretionary. He stated that there are ao few social amenities in the County so he would like to see the Board embrace opportunity. He said these issues have a ripple effect and can affect the potential growth in Mason County. 6. AdnptionofAgenda - Cmmmmr.Jeffreys/Neatherl in moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-absent;J-aye. 7. Approval of Minutes — Fcbruary9, 2015 briefing minutes and February 24, 2015 regular meeting minutes. Cmmmmr. Approval of Action Agenda: 8.1 Approval for the Chair to sign the Underground Storage Tank (UST) pollution policy authorization to bind coverage forms to renew the County's UST pollution insurance policy for the period of April 21, 2O15to April 21, 2O16in the amount of¢782.0O and bo reject the terrorism risk insurance act coverage asquoted. 8.2Approva| for the Chair to sign the amendment tothe State contract with Washington Counties to help fund operations for their 911 dispatch centers. MACECOM (Mason County Emergency Communications) contracts through Mason County with the State Military Department Emergency Management Division for vvine|ine and wireless operations funding. This amendment adjusts the funds based on a mid-year review of the updated revenues and expenditures in the contract. 8.3 Approval of the request for proposals for Mason County Parks and Trails Department Marketing and Adopta Park Outreach pr ipct. The pro]ectvvi|| be funded usinq a special crowd funding effort. 8.4Approva| for the Chair to sign e contract for services with NE Stout Plumbing to provide labor, materials and equipment tnthe install backOuvv prevention system for the Mason County Jail. Cost for this project will not exceed $22,328.00 and would meet the requirements mandated by the City ofShelton. 8.5 Approval of the agreement between Mason County Facilities and Parks Department and Darrell Chambers allowing Mr. Chambers to serve as park attendant for Oakland Bay Park from April 1. 2015to October 30, 2015. 8.6 Approval of Warrants: Claims Clearing Fund VVarrant #s 8019027-8019607 $1,456.530.56 Salary Clearing Fund VVarrant # 7000865 ¢253.54 Claims Clearing YTDtotal $5,727,793.68 Salary Clearing YTDtota| $2,498,726.14 8.7Approva| to waive the 60-dayvvaiUng period and release Mason County's interest for VVA State Department of Transportation surplus property, parcel 32231'43-00O9O. 8.8 Approval of the Veterans Assistance Fund applications for Food $300.00 and Utilities $67.87 for a total of$367.87as recommended bv the Veterans Assistance Fund. 8.9 Approval for two half contracts for indigent representation in District Court through December 31, 2015. The two proposed half contracts will be with Justus Kando|| and Tirsa Butler. These two half contracts will serve as replacement for one full terminated contract on the some terms and conditions and splitting the caseload and splitting the same compensation. Cmmmmr. N-aye; S-absent; 3-aye. 9. 9.30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) —There was no other business. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
