Pledge of Allegiance— Bonnie Salisbury led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neather|in; Commissioner District 2—Tinn Sheldon; Commissioner District 3 —Terri Jeffreys was absent. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor Control Board sent special occasion license for Sunrise Equine Rescue. 4.1.2 Arnold Hampton submitted an application for the Lodging Tax Advisory Committee. 4.1.3 Department ufNatural Resources sent Revenue information. 5. Open Forum for Citizen Input—Thena was no citizen input. 6. Adoption of Agenda - Cmmmmr. Sheldon/NeatherKl nomoved and seconded to adopt the agenda as published. Motion carried. N-aye; S-aye;3-absent. 7. Approval of Minubes—Thene were no minutes to approve. 8. Approval of Action Agenda: 8.1 Approval of the Memorandum of Agreement between Mason County and WSU Extension that provides funding for an amount not to exceed $112,630.00to provide programs in Mason County based upon the 2O15budget. a" ef Feur GerneFS Read frern 8:00 a.m. te 6-91V p.ffl. — Sunda, P!aFeh 1, 2915 l,r-.F a eaF Fall 8.3 Approval to increase the District Court Judge Pro Tempore and District Court Commissioner hourly rates to $60.00 per hour to be more in line with comparable counties. The current rate is $48.0O per hour and this rate was set nn March S, 1996. 8.4 Approval to accept grant funds in the amount of¢7,290.39 from the Washington State Department of Ecology for a restoration project at Sunset Bluff Park. This funding would be used primarily to purchase native plants, which would complete the project. 8.5 Approval for the Chair to sign the Skateboard Park Memorandum of Understanding /MOUl with the City ofShelton and the Shelton School District. The MOU would transfer the management of the skatepark to the City of Shelton while the school district would still retain ownership of the land. 8.6 Approval of the Veterans Assistance Fund applications for: Food $150.00 and Utilities $1745.62 for total of$1,895.62 as recommended by the Veterans Service Office. The current rate ia ¢48.O0 per hour and this rate was set nn March 5, 1996. Cmmr. Sheldon asked if these are independent contractors and will they pay taxes. [nnnnr. Neather|in explained briefly about the hourly rates. Frank Pinter said he checked with payroll and confirmed that the County will withhold taxes and they receive benefits. Cmmmmr. Sheldon/Neatherlinmoved and seconded to approve 8.3 to increase the District Court Judge Pro Temmpore and District Court Commissioner hourly mates to $60.00 per hour to be more inline with comparable counties. The current rate is $48.00 per hour and this rate was set on March 5, 1996. Motion carried. N-aye; S- aye;3-absent Item 8.5 Approval for the Chair to sign the Skateboard Park Memorandum of Understanding (MOU) with the City ofShelton and the Shelton School District. The MDU would transfer the management of the skatepark to the City of Shelton while the school district would still retain ownership of the land. John Keaheeonnfirmed that School District owns the land. Cmnor. Sheldon said there isa lot of vague language in this agreement. He wonders who negotiated it and said it could be interpreted many different ways. John Keates said County staff and City and the school district had discussions about this item and the three parties came up with the language in the agreement. Cnnnnr. Sheldon said it's vague and it binds future Commissioners. He said it's like just kicking the can down the road. He said there is really no conclusion at this time. He added that it's a facility that the City should operate and this MOU doesn't accomplish this. He commented that County has been taking care of this for a long time and the vague MOU does not allow for a clean break but for joint responsibility. Cnnmnr. Neather|in read the MOU in question. Item 8.5 died due to lack ofamotion. Comments: Tom Davis said he thought this was a done deal. He said the County is divorcing itself from the skmUepark because they don't want totake on the liability. He said he's not sure where the County is going. He commented that as a tax payer he doesn't just want services, he wants County involvement. He stated if the Board doesn't want to vote for this that's fine but to keep kicking the can down the road isunacceptable. Cmnmr. Neathedin said he is a!/owing people to speak about this now because they were not BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS February 17, 2015 - PAGE 3 Steve Bloomfield said it's disturbing that the youth are paying the price. He suggested that the County get back to figuring this out in the near future. Cmmr. Sheldon reiterated that the MOU as written is too vague. He wants insurance referenced in this MOU. There are no other motives. He just wants more definitive language and information about insurance. He said he feels it's important. He hopes they can get another version to finalize next week. He added that he has been attending the Risk Pool Conferences and understands the risks involved and said it's a big deal. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) — Debbie Riley, Environmental Health Director at Public Health, introduced Carol Spaulding and Ben Shank. She also gave the Board a handout pertaining to her updates she presented on the following: 2014 Vector Program 2014 Water Recreation Program Report 2014 shellfish Biotoxin Program Report 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
