1. Call to Order—The Chairperson called the regular meeting to order at 9:05 a.m.
2. Pledge of Allegiance— led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor Control Board sent a marijuana license application for Wonder West
Group.
4.1.2 The Veterans Advisory Board sent their annual report
4.i.3 Mike Callaghan Sent ideas for imprvviiig toils 1Siii in i iasvii Cvunly.
4.1.4 Central and North Mason Fire District Chiefs sent a letter about their exploratory collaboration
process.
4.1.5 Belfair Sewer Advisory Committee sent a financial model for use in formulating and executing
a financial plan.
4.2 News Release: Barbara Adkins read the news release regarding the 2016 Comprehensive
Plan Update.
4.3 News Release: Erika Schwender read the news release regarding Solid Waste Advisory
Committee Membership.
Cmmr. Jeffreys commented that she hopes people will get involved in the Solid Waste
Advisory Committee.
5. Open Forum for Citizen Input—
5.1 Pat Loudin said he has been following the Belfair sewer.
5.2 Tom Davis spoke about crime in Mason County. He said therapeutic courts may be able to
prevent crime. He said Mason County is missing Veteran's Court and veterans are
deserving of their own court. He said this is on the table but it's moving slow.
6. Adoption of Agenda - Cmmr. Sheldon/Jeffreys moved and seconded to adopt the agenda as
published. Motioncarried unanimously. -aye; S-aye;3-aye.
7. Approval of Minutes —Approval of the January 26, 2015 briefing minutes and February 3, 2015
regular meeting minutes.
Cmmr. Jeffreys/Sheldon moved and seconded to approve the January 26, 2015 briefing
minutes and February , 2015 regular meeting minutes. Motion carried unanimously. -

8. Approval of Action Agenda:
8.1 Approval for the Board to authorize Public Works to advertise, select and award a contract to pick
up and dispose of large animal carcasses from the County Rights of Way. Award will be
announced during a regular scheduled Commission meeting.
8.2 Approval for the Board to appoint Jeff Carey to represent the Belfair/Allyn Urban Growth Areas
and Jack Johnson to represent Freight/Trucking for the 2015-2016 Transportation Improvement
Program Citizens Advisory Panel (TIP-CAP)
8.3 Approval of the 2015 Contracts with Mental Health Professionals, LLC in an amount not to exceed
$60,500 and NW Resources II, Inc. in an amount not to exceed $115,008 for mental health and
substance abuse services and authorize the Chair to sign the contracts. The maximum
consideration for these contracts is inclusive of the amounts invoiced by the contractors for

January services which were under the 2014 contracts. The 2014 contracts were extended to
2015 until these successor contracts are completed. These services will be funded by the Mental
Health Fund.
8.4 Approval for the Board to authorize the Chair to execute the Road Levy Certification for 2015.
8.5 Approval of the 2015 contract awards as recommended by the Housing Coalition and authorize
the Chair to sign each of the corresponding contracts as follows:
Turning Pointe Shelter Operations $35,000.00
North Mason Resources Homeless Advocate $34,735.00
St. David's Church HOST Program $130,994.00
St. David's Church Housing Case Manager $31,550.00
St. David's Church Cold Weather Shelter $15,000.00
N. Mason School Dist. Theler Center Cold Weather Shelter $20,000.00
Crossroads Housing Shelter Operations $43,065.00
Crossroads Housing Transitional Housing $12,000.00
Crossroads Housing Rental Assistance $90,375.00
All other terms and conditions of the 2015 contracts and any existing appendices will remain the
same. Further, authorize the Chair to sign the amendment as per the original 2015 contract.
These grant recommendations are funded from the 2060 and 2163 Housing Funds.
8.6 Approval of the contract amendment K1410 between Mason County and Washington State
Health Care Authority. Accepting this contract provides some administrative cost recovery on
activities the Health Department is already performing. This contract has been budgeted for the
2015 year and there are no match requirements.
8.7 Approval to authorize the Chair to sign the contract with Blue Collar Agency for tourism
development services for 2015 and ending December 31, 2016 as recommended by the Lodging
Tax Advisory Committee. The 2015 contract is for$162,532.00 and is paid for by lodging tax
funds.
A citizen requested that item 8.2 be removed for a separate vote.
Cr. Sheldon/Jeffreys moved and seconded to approve items 8.1 through 8.7 with
the removal of item 8.2 for a separate vote. Motion carried unanimously® -aye; -

8.2 Approval for the Board to appoint Jeff Carey to represent the Belfair/Allyn Urban Growth Areas

Melissa McFadden explained the TIP-CAP and said they still have two vacancies.
Testimony:
Pat Loudin explained that Jack Johnson owns a trucking company in Belfair and feels Mr.
Johnson's comments to the TIP-CAP could benefit his business. He said his opinion is that
appointing Mr. Johnson to the Board would be a conflict of interest.
Cmmr. Neatherlin explained that it's not specifically a conflict of interest.
Cmmr. Jeffreys said she appreciates Mr. Loudin's concern although they did specifically ask for
someone from the trucking field.
Cmmr. Sheldon asked about serving on two committees.

Cmmr. 0eathedin said that if someone will receive direct benefits they need to speak up and
exclude themselves from a vote. He said unless Mr. Johnson is the only one it would benefit, it
wouldn't be aconflic[.
Pat Loudin asked if this could be tabled.
Cmmr. Jeffreys said she does want someone from the Freight Industry and that is specifically
what they requested.
Cnnnnr. Sheldon commented that people cannot benefit individually.

9. 9:30a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider amending Resolution 58'13 increasing the Veterans assistance
amount ho $80Q per year and the catastrophic assistance tn $300 per year. Staff: Frank Pinter
Cmmr. Sheldon reiterated that the original veterans assistance is $600 and asked i[they could
get both assistance and catastrophic in one year.
Mr. Pinter said yea.
Ron Berg said the Resolution hasn't been changed since 2004and there has never been a
greater need to help veterans. Ha said the veterans need additional assistance and Mason
County should follow what some other counties are doing for their veterans.
Cmnnr. Jeffreys asked if new recommendations will be coming to the Board.
Cmmr. Sheldon told Mr. Berg it would be great if he could come back with recommendations of
what the County can duto support the veterans. He said the County wants to help people who
need it.

Tom Davis said that the veterans assistance program is all run by volunteers and added he
admires the people who show uptodu this work.
Jacqueline Mallon from the Veteran's Service Office said there are times when the veterans
come ho them with an urgent need and they don't have the funds tohelp. They try to juggle[o
make things work. She commented that the cost of housing is going up. She feels that the
veterans have earned this assistance the hard way.
Cmnrnr. Sheldon thanked Ms. Mallon for all her years of service tV Mason County.
Pete Laserinko said times have changed and things are more expensive these days. He
commented how the veteran population will jump in the next five years. He added that
increasing the veteran's assistance amount today will help and will go a long way.

Harry Tachell said this year he has had two people already max out on funds available to them.
The Board thanked Mr. Tachell for his service.
Commissioner Discussion:
Cmmr. Jeffreys fully supports this.
Cmmr. Sheldon supports this increase. He stated that he really appreciates everyone attending this
hearing today.
Cmmr. Sheldon/Jeffreys moved and seconded to approve amending Resolution 58-13
increasing the Veterans assistance amount to $800 per year and the catastrophic
assistance to $300 per year as recommended by the Veteran's Advisory Board and
update the operating guideline. Motion carried unanimously. N-aye® S-aye;3-aye.
9.2 Public Hearing to consider amendments to Title 17 adding new Chapter 17.90 Multi-Family
Housing Tax Incentive Program to the Mason County Zoning Code. Staff: Barbara Adkins.
Barbara Adkins explained this is a brand new section and brand new area for DCD. Ms. Adkins
explained this will add chapter 17.90 and fee schedules. She reviewed and explained the
proposed changes to Title 17. This new chapter would allow tax exemptions if qualifications are
met. She added there will also be an appeal process.
Cmmr. Sheldon wants clarification on what exactly this will achieve.
Cmmr. Jeffreys said it lowers the rent price.
Tom Davis asked about wording on page four, section D (2). He suggested it say"and/or"to be
more specific and clear.
Testimony:
Marilyn Vogler said this is a positive evolution. She supports this wholeheartedly. She said this is
only the beginning and thanked the Board.
Cmmr. Jeffreys thanked Ms. Vogler for her involvement.
Commissioner Discussion:
Cmmr. Sheldon said he is energized that this is happening. He commented that this will serve a
big need. He acknowledged that Ms. Mallen has been working on housing needs for almost 25
yea rs.
Cmmr. Jeffreys spoke about income limits. She said moderate income for a family of four is
$47,450 and low income for a family of four is $29,650. She commented that this County doesn't
have very many apartments to choose from so multi-family housing is needed.
Cmmr. Neatherlin asked for the first motion to include the amendment.
Cmmr. Sheldon/Jeffreys moved and seconded to include the draft changes into the
proposed ordinance. Motion carried unanimously. N-aye; S-aye® J-aye®
Cmmr. Neatherlin thanked Ms. Vogler for her involvement and her direct impact on housing needs.

Cmmr. Neatherlin confirmed with Ms. Adkins that this change will be where applicable in the
proposal.
Cmmr. Sheldon/Jeffreys moved and seconded to approve amendments to Title 17 adding
new Chapter 17.90 Multi-Family Housing Tax Incentive Program tote Mason County
Zoning Code as amended. Motion Carried unanimously. N-aye; S-aye;J-aye.
10. Other Business (Department Heads and Elected Officials) —There was no other business.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
