Pledgeof/Ulegknnoe— Sheriff Salisbury led the flag salute. 3. Poll Call— Present: Commissioner District 1 - Randy Neother|in; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Corraypondenoeand Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor Control Board sent list of businesses with liquor licenses due to expire on April 3O/ 2O15 4.1.2 Ken Van Buskirk sent grant information for consideration regarding Improving Land Use Management in Puget Sound Watersheds. 4.13 Fire District 13 sent notice that they have appointed Stan Loedscherto the EMS Council and Rachel Cromer asalternate. 4.1.4 Bonnie Stevenson submitted on appeal and filing fee tm the Hearing Examiner. 4.1.5 The Be|fair Sewer Advisory Committee sent a letter regarding adopting a resolution to form o Citizens Utility Advisory Committee. 5. Open Forum for Citizen Input—There was no citizen input. 6. AdoptiunofAgenda - Cmmnmr. Sheldon/Jeffreysmmoved and seconded to adopt the agenda as published. Motion carried unanimously. Approval of Action Agenda: 8.1 Approval of the resolution to increase the Auditor's election fund revolving checking account balance to $G,UO0bv amending Resolution 96-01. This increase is due to increasing postage rates in recent years and is necessary to provide adequate funds for mailing ballots and election ' materials. Contract award will be announced during a regular meeting of the Board, 8.5 Approval for the Board to authorize Public Works to solicit bids for snow retention guards for the Public Works buildings with the insertion of"No Substitutes"tothe S-SSnoRai| system. 8.6 Approval for the Board to authorize Public Works to advertise, set bid opening date/time, award contract and allow the Chair to sign all pertinent documents for call for bids to furnish Mason COQMty with emulsified asphalt for 2015. Contract awards will be announced during 8 regular meeting 0f the Board. / BOARD OF MASON COUNTY COMMISSIONERS'PROCEEDINGS February 3, 2015 - PAGE 2 8.7 Approval for the Board to authorize ER&R to declare surplus of certain vehicles and equipment for the Washington State Surplus Sales. 8.8Approva1 for the Board to authorize Public Works to advertise, set bid date/time, avvon] contract and allow the Chair to sign all pertinent documents for routine paint striping for 2015. The contract award will be announced during a regular meeting of the Board of County Commissioners. Steve Bloomfield commented on item 8.1 and asked for the current balance of the Auditor's checking account. Cnnnnr. ]effrevs answered itis currently $25OU.00. ` Tom Davis would like item 8.2 removed fora separate vote. Cmmmmr. Jeffreys/Sheldon moved and seconded to approve the action items 8.1 through 8.8 with the exception of 8.2 to be removed for a separate vote. Motion carried unanimously. ' He said the totals need tobasegregated. Cnnnnr. Sheldon said he thought having a total would beimportant. He said the County does have a monthly report available to the public to seethe Specifics. The approval of warrants is just an action they need to take tohave them approved. Crnnnr. Jeffreys said she is curious aato exactly what information Mr. Davis wants to see. He doesn't want conclusions tnbe made bv the totals only. He said they need tobe more specific. Chair Neatherlin said he agrees with having the total for the public as well as reminding the Board exactly how much is being spend. He mentioned the report that Mr. Davis can look at monthly, Cnonnr. Sheldon said without o total it's just a column uffigures. Cnnnnr. Jeffreys mentioned perhaps a running total would beacceptable. She said it's something to look it to. Crnmmr.Jeffreys/Sheldon moved and seconded to approve the action items 8.2 Approval of the warrants for a total of$2,175,838.26. Motion carried unanimously. N-aye; S-aya; ]-aye. 9. 9:30 a.m. Public Hearings and Items Set for e Certain Time— 9.1 Public Hearing tO consider amending the Utility Franchise Agreement between Sondy's Waterfront LLC and Mason County. St8ff� Melissa McFadden BOAR D OF AS COUNTY COMMISSIONERS' PROCEEDINGS February 3, 2015 - PAGE 3 Melissa said this is a revision and adds the ability for a water line to cross Northshore Road to reach Sandy's Waterfront LLC. She said they will drill a new two party well to access four homes, Cmmr. Jeffreys asked if the roads will be broken in order to drill. Melissa said they will not cut the road. There was no public testimony. Commissioner Discussion: Cmmr. Sheldon said this seems standard and he is comfortable with this. Cmmr. Jeffreys agrees. Cmmr. Jeffreys/Sheldon moved and seconded to approve the amendment to the Utility Franchise Agreement between Mason County and Sandy's Waterfront LLC adding a 1 1/4 waterline under North Shore Road at approximately milepost 16 between parcel numbers 32220-50-02091, 32220-50-02008 and 32220-50-02007. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
