BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS
January 20^ 2015
1. Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m.
Z. Pledge of Allegiance— Steve Bloomfield led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neather|in; Commissioner District 2 —Tim
Sheldon; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Justin Ho|zgn)veaubnniUed a letter requesting street lights on two areas of Island Lake Drive.
4.1.2 Gertie Schreier submitted a letter ofconcern regarding the sewer charges in Lakeland Village.
4.2 Brian Matthews read the News Release: Re-Advertising for 2015-2016Transportation
Improvement Program Citizens Advisory Panel (TIP-CAP).
4.3 Vicki Kirkpatrick read news Release regarding the Flu Season by Dr. Yu. "Cover your mouth
when you cough, wash your hands, and stay home when you're sich".
5. Open Forum for Citizen Input—
5.1 Conley Watson asked about the November briefing when the topic was aquafers. He said we
should start paying attention hoaquafecs. He reminded people to not dump their
medications down the toilet nrdrain.
Cmmr. Neathedin said it is important to not dump medications down the drains.
Vicki Kirkpatrick said the pill disposal boxes are located at Fire district 2 in North End and in
Shelton outside the Sheriffs office.
5.2 Steve Bloomfield spoke about a clerical error on a marijuana license application and said it was
being held up due to a clerical error at the Liquor Control Board. He said he doesn't think that
is fair.

Cmmnmr. Jeffteys/Sheldon moved and seconded to approve the January 5, 2015 briefing
minutes and January 6, 2015 regular meeting minutes. Motion carried unanimously. N-

8. Approval of Action Agenda:
8.1 Approval to schedule a public hearing for February 10, 2015 at 9:30 a.m. to consider
amendments to Title 17, adding new Chapter 17.90 Multi Family Housing Tax Incentive Program
to the Mason County Zoning Code.
8.2 Approval ho set a public hearing on Tuesday February 10, 2015at9:3Ua.m. tu consider
amending Resolution 58-13 increasing the amount awarded to eligible veterans to $800and the
catastrophic award to $300 per calendar year from the Veterans Assistance Fund as
recommended by the Veterans Advisory Board.
8.3 Approval of two resolutions closing all of California Cut Off Road, portion of California Road, and
all oy Four Corners Road from 8:OOa.m. to6:U0p.m. on Saturday, January 31, 2O15 and one

closing on March 7, 2O15 from 8:OOa.m. to6:O8p.m. during the test run and race day.

8.4 Approval to update the signature sheet on the MACE[OM 2015-16 Operations Contract E1S-
O32, hz include the 2015 Chair of the Board of Mason County Commissioners.
8.5 Approval of the resolution to accept the affidavit ofthe Mason County Treasurer and cancel the
unoo||ectib|a personal property taxes. Resolution 03-ILS Attachment(Exhibit Q
8.8 Approval for the Board to sign the Acknowledgment of Receipt Vf the Treasurer's Refund Report
to support the refunds made to taxpayers during the year 2014.
8.7 Approval ofWarrants:
Claims Clearing Fund Warrant #s801745O-8017611 $395,406.89
8.8 Approval for the Board to authorize Public Works/Utilities and VVaahe Management to go through
the required procurement process to select and enter into an agreement for ground water
monitoring services at the Mason County Landfill and an agreement for the design of grinder
pump for the North Bay lift station.
8.9 Approval to appoint James Neisnnith to represent Commissioner District 1, Neal Winders to
represent Commissioner District 3, Mark Carlson to represent the City ofShelton UGA, Mike
Oliver to represent Transit and Philip Wolff tn represent bicyc|c/pedestrian to the 2015-2016
Transportation Improvement Program Citizens Advisory Panel (TIP-CAP) and authorize Public
Works to re-advertise for additional members.
8.10 Approval to authorize the Chair to sign the waiver ofpayback letter to County Road
Administration Board for County Road Project 1564, North Island Drive (road realignment and
culvert replacement project) RAP Project No. 23O7-01. Project iscanceled.
8.11 Approval for the Board to authorize the Director of Facilities to sign the Change Order Proposal
#2 for $53,371.60 to the contract for the modification of the Direct Supervision Unit (DSU) and
further authorize the Sheriffs Office to spend $17,785.45 out of Swift and Certain funding.
These modifications are needed for construction of the video conferencing booths.
8.12 Approval of the Veterans Assistance Fund applications for: Food $450.U0; Utilities $926.73and
Housing $1,597.00 fora total of$2,973.7] as recommended bv the Veterans Assistance
Committee.
Cmmmmr.2effreys/Sheldon moved and seconded to approve action items 8.1 though
8.12with the removal of items 8.6 and 8.11 for further discussion. Motion carried
unanimously. N-aye; S-aye;3-aye
C[Dnnr. Jeffreys commented on agenda item 8.1 and urges everyone to take e look at it because the
wording may change.
8.6 Approval for the Board to sign the Acknowledgment of Receipt of the Treasurer's Refund Report
to support the refunds made totaxpayers during the year 3U14.
Tom Davis asked how qualifications are verified when people apply for these refunds.
Treasurer Lisa Frazier said she will let the Assessor speak to those things.
Melody Paterson said they get bank statements, income tax and screen applicants who have
applied for the exemption.
Torn Davis asked if the number of people who receive these refunds has increased.
The Assessor said no and added it seems pretty steady.

Cmmr. Sheldon asked what percentage of tax payers in Mason County would be eligible for
these exemptions.
The Assessor said it is |ovv and it is not easy to get on the program. It'sn very low percentage.
Cmmr.Jeffreys/Sheldon moved and seconded to approve the Board to sign the
Acknowledgment of Receipt of the Treasurer's Refund Report bmsupport the refunds
made to taxpayers during the year 2014. Motion carried unanimously. Waye; S-

8.11 Approval for the Board to authorize the Director of Facilities to sign the Change Order

Bill Kenny gave the background information regarding this item. He said video cnnfenancing is
used in many counties. He said this helps reduce transports and has benefits for staffing and
safety issues.
Cmmr. Sheldon confirmed this is the first change order and asked if the 53,000 is budgeted.
Bill Kenny said no but it paid for by REET and REETfundy are likely to be higher this year.
Cmmr. Sheldon explained for the public that Swift and Certain is program and not the time
frame.
UndersharUf Barnett asked the Board if they plan on doing a budget adjustment and said the
Swift and Certain funds are already allocated. He added that he like a budget adjustment tobe
done.
Cmmr. Jeffreys asked why the doors have to be locked on the booths.
Undensheriff Barrett said it's a safety concern. He commented that if they don't lock it, they
don't control it. He added that it needs bo be effective and safe for everyone.
Cmmr. Jeffreys said she has concerns with locking the attorney in with the inmate.
Mr. Kenny said they have had long discussions with the Public Defenders and they do want to
bein the booth with their clients. He added they will also have cameras for additional safety
and they have discussed panic buttons in the booths aswell.
Tom Davis said he assumed that the inmates were secured or bolted to a chair or bench.
Undersheriff Barrett said in some instances they do secure them to the table orbench but not
all cases.
Cmmr. Discussion:
Cmmr. Jeffreys is happy about this.
Cmmr. Sheldon said they need to get the budgeting figured out.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing continued from 11/25/2014 to consider re-zone of Knoelke property.
Allan Borden gave a recap of the previous hearings held on November 18 and 25, 2014. He said
as agreed, Mr. Knoelke has surveyed and recorded an easement.
Cmmr. Jeffreys said she appreciates Mr. Knoelke working with his neighbors.
Cmmr. Jeffreys/Sheldon moved and seconded to approve the rezone of one parcel
(26.80 ac) 22222-00-03060 from rural residential 20 zone to the rural residential 10
zone. Motion carried unanimously. N-aye® S-aye® J-aye
10. Other Business (Department Heads and Elected Officials)—
10.1 Discussion of the waste water facilities in Belfair.
Cmmr. Sheldon wanted to take some time to share some things with the Board and the public
regarding the Belfair Sewer. He said he spoke with Brian Matthews and is it feasible for others to
hook up. He added the cheaper the cost to hook up the more people that would do it. He said
there are great benefits to hooking up to the system. He said there are some essential facilities
such as Belfair Elementary, North Mason high school and Hawkins Middle School. He added that
currently they are not hooked up but there are possibilities. He said he would like Brian Matthews
to take a look at this and come up with ideas.
Cmmr. Neatherlin mentioned the high school and middle school are out of the UGA. He added that
there are possibilities such as Mission Creek Corrections Center for Women and the Belfair State
Park.
Cmmr. Jeffreys said she has had discussions with School Board members and they seem very non-
commital at this time although hopefully they could make it more affordable.
Cmmr. Sheldon said they are not legally required to hood up but it is would be permissive. He
stated it is worth discussing because they are in the construction and planning phase for a new
high school. He said it would be good for everyone to meet and talk about the benefits. He said
there is a reason the whole community needs to have this conversation. Cmmr. Sheldon
mentioned this was put together for growth management as well as environmental reasons and
better service.
Cmmr. Neatherlin stated that maybe they should set up a briefing and invite others to attend and
then possibly take it local for discussion.
Cmmr. Jeffreys agrees.

11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
