1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
1 Pledge of Allegiance— Chair Jeffreys led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 —Tim
Sheldon; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Belfair Sewer Advisory Committee sent a letter regarding actions for implementing their
recommendations.
4A.2 Economic Development Council submitted their fourth quarter report.
4.1.3 Washington State Liquor Control Board submitted a marijuana license application for Painted
Stump and notice that Buck's Prairie Store has discontinued sales and service of liquor.
4A.4 City of Shelton sent their budget adoption Ordinance.
4A.5 Department of the Navy sent notification of availability of supplements to the NW Training
and Testing Draft Environmental Impact Statement.
4.1.6 The Friends of Lake Nahwatzel submitted a letter to inform the Board that they have
abandoned their efforts to form a LMD.
4.2 Selection of 2015 Chair and Vice-Chair
Cmmr Jeffreys/Sheldon moved and seconded to elect Cmmr. Neatherlin as the 2015
Chair of the Mason County Board of County Commissioners. Motion Carried. N-
abstain; S-aye; J-aye.
Cmmr. Neatherl in/Sheldon moved and seconded to elect Cmmr. Jeffreys as 2015 Vice
Chair of the Mason County Board of County Commissioners. Motion Carried. N-aye;
S-aye; 3-abstain.
5. Open Forum for Citizen Input—There was no citizen input.
5.1 Marilyn Vogler spoke about affordable housing. The growth management act was passed in
1990. She said it is mandatory that this plan have a comprehensive plan relating to housing and
mandatory adequate provisions. Affordable means spending no more than thirty percent of one's
income on housing. 47 percent of Mason County homeowners pay more than 30 percent and
renters pay more than 50 percent of their income for housing. She asks the Board to make 2015
the year of affordable housing. Ms. Vogler passed out some information about an affordable
housing program in Curry County, Oregon.
5.2 Tom Davis spoke about senate bill 6330. It promotes affordable housing but does not say it
will be used to pay off capital improvements. He also mentioned the out of control homeless
problem in Mason County.
5.3 Conley Watson spoke about catch basins.
6. Adoption of Agenda - Cmmr. Jeffreys/Sheldon moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; 3-aye.
7. Approval of Minutes — December 15 and 22 briefing meeting minutes and December 23, 2014
regular meeting minutes.
Cmmr. Sheldon/Jeffreys moved and seconded to approve the December 15 and 22

8. Approval of Action Agenda:
8.1 Approval to sign the letter of support for the Mason County Senior Activities Association's
request for a Local Community Project Grant from the Washington State Capital Budget to
renovate the senior center building located at 19OVV Sentry Drive, She|ton,
8.2 Approval to appoint Kathy Haigh and Tomnney Newton as Commissioners of the Mason County
Housing Authority Board Uo fill the unexpired terms ending on 8/14/2017ond 7/1/2016
respectively.
8.3 Approval for the Board to authorize Public Works tn advertise for Construction Project
Inspectors, contract and fee appraisers, construction material testing and timber management
services for the 2O15 calendar year.
8.4 Approval for the Board to authorize the Public Works Director to sign the time extension letter
agreement with Mason County Garbage for the hauling and disposal of the recycling bins at the
drop box stations and the Shelton Transfer Station. This contract will be extended to June 3O,
2015or until a contract award is made through the required competitive bidding process.
8.5 Approval for the Board to set a public hearing for Tuesday, February 3, 2015 at 9:30 a.m. to
consider the amendment to the Franchise Agreement between Mason County and Sondy's
VVaherfrontLLC.
8.6 Approval ofWarrants

8.7 Approval of the 2015 Court Commissioner Professional Services Agreement with Robert
Sauedendar. The 2015 contract is for 20 hours per week (.5 FTE) with a salary of$58,636.1]
per year. .4 FTEwi\| be paid from the Superior Court budget and .1 FTEwi|| be paid through
the Drug Court budget. Any additional work will be paid at $56.38 per hour.
Cnnmr. Sheldon asked for item 8.2LV be removed for a separate vote.
Cmnmmr.Jeffreys/Sheldon moved and seconded to approve items 8.1 through 8.7with the
removal wf8.2 for a separate vote. Motion carried unanimously. N-aye; S-aye;J-aye.
Ibann 8.2 Approval to appoint Kathy Haigh and Tommey Newton as Commissioners of the Mason
County Housing Authority Board to fill the unexpired terms ending on 8/14/2017and 7/1/2016
respectively.
Cmnnr. Sheldon requested the two candidates be voted on separately,

Comments:
Kathy Haigh said she is excited about this position and said her main concerns are housing and
education.
Cmmr. Sheldon said the Housing Authority is out of our County and he asked Ms, Haigh how she
would address that.
Ms. Haigh said if we can bring the leadership back to our County it could probably make a difference
and she will work on it.

Cmmr. Neatherlin told Kathy Haigh he is proud to know her and we are all lucky to have her.
Cmmr Sheldon/Jeffreys moved and seconded to approve Kathy Haigh as Commissioner
of the Mason County Housing Authority Board. Motion carried unanimously. N-aye; S-

Applicant Tammey Newton:
Comments:
Tom Davis said Tammey Newton is very qualified and does a lot of Habitat for Humanity.
Cmmr. Jeffreys said she serves on a board with Tammey and it's a privilege. She does a great job
working in a non profit agency.
Cmmr. Sheldon said he asked for it to be divided because he will not be voting for Ms. Newton for
this position. He feels we need more diversity on the Board.
Cmmr. Neatherl in/Jeffreys moved and seconded to appoint Tammey Newton as
Commissioner of the Mason County Housing Authority Board. Motion carried. N-aye; S-
nay; J-aye
9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to consider the application for a private line occupancy permit for Ricka
Gerstmann/Washington Federal c/o Novastar Development on North Shore Road for sewer
transportation line for parcels 3222-50-00025 and 32224-50-00925 (address 10801 North Shore
Road, Belfair, WA). Staff: Loretta Swanson.
Cmmr. Jeffreys/Sheldon moved and seconded to approve the application for a private

10. Other Business (Department Heads and Elected Officials) —There was no other business.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
Cmmr. Neatherlin and Cmmr. Sheldon thanked Cmmr. Jeffreys for serving as the Chair in 2014
and added that she did a fantastic job.
12. Adjournment—The meeting adjourned at 9:50 a.m.
