9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Jeffreys and Sheldon met in Closed Session from 9:00 a.m.to 9:32
a.m. for a labor discussion with Bill Kenny and Frank Pinter.
9:30 A.M. Support Services-Bill Kenny
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
• Non-Represented Salary Scale Change/Department Merger was approved to move forward by
Commissioners Neatherlin and Jeffreys. Cmmr. Sheldon supports the merger of Community
Development and Public Health but not in favor of adding Range 46 to the non-represented salary
scale.
• Employee Compensation agenda item is for the total 4%salary increase. Commissioners
Neatherlin and Jeffreys support moving this forward;Cmmr. Sheldon doesn't support the elected
officials receiving the 4%.
• Reclass Policy-Commissioners Neatherlin and Jeffreys support moving this forward; Cmmr.
Sheldon stated performance evaluations need to be conducted. Cmmr. Jeffreys stated the Reclass
Policy is based on a significant change in the job and not merit based. After discussion,the Board
stated they want performance evaluations of department directors.
• Amending the payment schedule for the ER&R to Current Expense interfund loan is on
tomorrow's agenda. This payment will be made from the Levy Shift.
• 2016 Chair&Vice-Chair on January 5 agenda.
• 2016 Board Representation on Various Boards(2015 list enclosed). Swap the PRTPO between
Cmmr.Neatherlin and Jeffreys,otherwise leave assignments the same.
• Interlocal Agreement for use of Lewis County Jail Facilities was forwarded by Sheriff Salisbury.
The Board requested a briefing be scheduled in January.
10:00 A.M. Department of Community Development—Barbara Adkins
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
• Review of the public hearing scheduled tomorrow to consider the rezone of two parcels in the
Belfair UGA(12320-41-00010 and 12320-44-00020)from R-4 to mixed use. Cmmr.Jeffreys
thought we were going to expand allowed uses so it's not specific to marijuana,would like to be
more comprehensive.
• There were no questions regarding the amendments to Future Land Use Map to expand a portion
of the Shelton UGA boundary. A public hearing is scheduled tomorrow.
• Discussion of MTA Roy Boad Road park and ride. There needs to be written authority with
parameters to move forward.
10:30 A.M. BREAK
10:45 A.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management -Brian Matthews/Erika Schwender
• Brian presented the status of utilities past due accounts,which are getting paid. They are
working on establishing a policy and procedures. Because Cmmr.Neatherlin has a lien
due to non-payment of the hook-up fee,Cmmr. Sheldon believes Cmmr.Neatherlin can't
be part of discussion on Belfair Sewer liens.
• Cmmr.Jeffreys brought up the credit card fees that are charged back to the customer.
The County can't pay the fees or it could be considered a gift of public funds;the fees
could be incorporated into the fees but then all customers would pay this fee.
• Skokomish Valley was flooded for a significant amount of time and Public Works asked Rich
Geiger to inspect the infrastructure and there is levy damage between Tozier's and Mason County
property.A map was distributed that shows where the damage is located. The recommendation is

to repair the dike. Staff provided a draft letter requesting funds;the county's commitment is a
10%match;agree to maintain the levy and obtain permits. The letter will be placed on
tomorrow's agenda and Public Works will issue a news release.
11:15 A.M. Housing Authority Interviews
Commissioners Neatherlin and Jeffreys interviewed Dave Gjerstad,Frank Benavente and Barry
Northness for the Housing Authority position. After discussion,the Commissioners directed
Diane to place an item on the January 5 agenda for a vote on the selection of Mr.Benavente for
the position.

Commissioners Neatherlin and Jeffreys were in attendance.
• Cmmr. Jeffreys stated she met with the lobbyist,Chris Tibbs. She then brought up the 2016
legislative send off scheduled on January 5. Discussion of Mason County's top legislative
priorities.
The meeting adjourned at 12:30 p.m.
