9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Jeffreys and Sheldon met in Closed Session from 9:00 a.m.to 9:30
a.m. with Biff Kenny and Frank Pinter for a Tabor discussion.
9:30 A.M. Indigent Defense—Susan Sergojan
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
® As requested by the Board,a letter was submitted from the Office of Public Defense regarding the
Public Defense Case Weighting Policy for the update of the Public Defense Ordinances for
Superior,District and Juvenile Courts.
There was discussion of the proposed updated ordinances. Susan explained her criteria she used
for the proposed changes and how she counts cases.
Request that Standard 2: Compensation language be changed and to not include"in parity with the
Deputy Prosecuting Attorneys... "
It was suggested to request a review from the Deputy Director of WA State Office of Public
Defense.
10:00 A.M. Support Services—Bill Kenny
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
® Public Health request for amendment to the Coordinated Prevention Grant for an additional
$8,247 for the solid waste program.Debbie Riley spoke about this item. DOE said they have
extra money and asked if they would be able to accept it. Public Health requests to be allowed to
accept this additional funding. It will be offsetting the County contribution of approximately
$10,000. The Board is acceptable of this.
® Debbie reported that Ben Shank has resigned.
® Non Discrimination Agreement: Dawn Twiddy spoke about this agreement and said it was
originally due April 30,2015. The Board agreed to add this to tomorrow's agenda.
® Response to ER&R Finding. Frank Pinter thanked Melissa,Cyndi,Jennifer,ER&R and Roads
teams for all the work that went into putting together this proposal. Frank then reviewed the
proposed letter to resolve the dispute.
Melissa McFadden talked about ER&R cash flow.
Frank spoke about setting the fund balance. He will have a briefing on Monday with a hearing
date.
Cmrnr.Jeffreys brought up the bond release on the timber contract. Frank will check with Jeff on
the status.
® Sheldon told the Board that he asked the Parks Manager to find out how much land the County
owns on Squaxin Island. Jeff Vrabel will get back to him with the information.

10:35 A.M. Public Works-Brian Matthews&Melissa McFadden
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance
Utilities&Waste Management-.
® 2014 Washington State Department of Ecology Compliance Awards: Brian Matthews spoke about
a proposed news release regarding Rustlewood Treatment plant 2014 Outstanding Performance
Award and told the Board that Marty Grabill is the plant's primary operator. The Board
authorized this news release for the August 18 agenda.

® Request a hearing be set for September 8,2015 to receive public comment on A Private Line
Occupancy Pen-nit for lines near address number 12680 Shelton Matlock Road in Shelton,
Washington for Mr. Randall Reeve. The Board authorized this to move forward.
11:00 A.M. Interview of Board of Equalization Applicant: The Board interviewed Gene Currier.
11:15 A.M. Probation Services—
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance
Jun Madsen spoke about the BECCA grant and CASA(Court Appointed Special Applicant)
Programs grants. The Board agreed to move this item forward.
11:30 A.M. Department of Community Development—
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance
Barbara Adkins explained the proposed changes to Title 14.
The Board agreed that cannabis is excluded as it is regulated in a different chapter.
The Commissioners discussed small wording changes and then decided that they are good with
moving it forward to the August 18 agenda.
Cmmr.Neatherlin explained that Agriculture is one category and everyone else is another.
Barbara Adkins said it only applies to buildings and not zoning.
