Closed Session—RCW 42.30.140 (4)Labor Discussion Commissioners Neatherlin,Jeffreys and Sheldon met in Closed Session with Bill Kenny and Frank Pinter for labor discussion from 9:00 a.m,to 9:30 a.m. 9:30 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation Commissioners Neatherlin, Jeffreys and Sheldon met in Executive Session with Tim Whitehead,Brian Matthew and Erika Schwender for a litigation matter from 9:32 a.m.to 10:05 a.m. 10:00 A.M. Parks&Trails Briefing—Trust for Public Lands Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. Dee Frankfourth from the Trust for Public Land(TPL)presented information on a feasibility research and next steps for parks and land conservation funding. Options: Levy Lid Lift; Conservation Futures Tax(may not need to go to ballot), 13 counties have Conservation Futures programs; General Obligation Bond; Metropolitan Park District (MPD),would incorporate the City of Shelton's MPD; Conservation Area Real Estate Excise Tax. TPL can conduct a public opinion survey to determine support for increased funding and to understand the community's priorities. The cost is$16K-$19K to poll about 300 citizens. Marilyn Vogler stated she supports moving forward and supports a merged MPD with the City of Shelton. She would like to see stable funding for parks. Cimnr. Sheldon pointed out there was a survey a few years ago and trails and water access were a priority. Cnunr. Jeffreys would like to go ahead with the poll regarding a county-wide MPD. There are three areas—City of Shelton,north end of county and the rest of county. Cmmr.Neatherlin would like the poll to determine what the citizens want and how important parks are relative to other things such as criminal justice. We need to get information from all areas of the county. Ms.Frankfourth explained the poll would be a phone survey involving cell and land lines. If the Board is considering something for the November 2016 election,the poll would happen the end of this year. There was discussion of the poll. She is looking for direction from the Board if additional funding for parks is wanted. The polling funding needs to be privately funded. Cmmr. Sheldon expressed concern if this process would this send a message that parks is a priority over criminal justice. He pointed out the recent job loss in the community. Ms.Frankfourth talked about benefits of a county-wide MPD. Cmmr.Neatherlin brought up the impact of property tax caps. He likes the idea of finding out what the community's priorities are. He supports the Parks Advisory Board putting in their time and effort towards this project. Neal Winders,Parks Advisory Board, stated the intent was to work with the TPL,develop the questionnaire and learn where to look for funding. Ms.Frankfourth would like a Commissioner to participate in the planning effort for the poll and then bring the questionnaire back for a full Commissioner review. Cmmr. Sheldon stated he is willing to talk about it again;the County has a lot of needs. He is reluctant to make winners and losers right now. It's a tough time to ask for money right now. He wants input from criminal justice,mental health and transit. He supports the Parks Advisory Board working on the poll. Direction was given to the Parks Advisory Board to work on the poll and fund raising effort. Cmmr. Jeffreys will participate in the polling effort. Her intent is to ask the community about parks and cops. 10:52 a.m. Cmmr. Sheldon left to attend the legislature. 10:55 A.M. BREAK Board of Mason County Commissioners' Briefing Meeting Minutes May 11, 2015 11:00 A.M. Support Services-Bill Kenny Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • Joint City/County/Port meeting scheduled on June 1 @ 11 a.m. ® Finance Committee quarterly meeting on May 19, 11 a.m. (following Commission meeting). ® Agreed to appoint the Budget Manager as the Property Manager. ® Real estate price reduction recommendations were approved for agenda. ® Applications for the Youth Athletic Facilities(YAF)Program are due July 1,2015. Potential projects include youth football-soccer facilities in North Mason,skatepark facilities in North Mason, Sand Hill fields 1,2 re-design and MCRA Irrigation replacement. Cmmr. Jeffreys expressed concern with the match requirement. No application will be submitted. ® Designation of Associate Development Organization(ADO)for the Department of Commerce will be the EDC and placed on agenda. ® Nomination process for Pacific Mountain Workforce Development Board of Directors is due June 1. A news release will be issued. • Cnu-nr. Jeffreys stated that in order to plan for long term projects,the Mental Health Tax would need to be extended. Cmmr.Neatherlin expressed support of extending the tax. 11:30 A.M. Superior Court—Judge Goodell Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent Judge Goodell and Robyn Lockwood were in attendance • Review of court calendar. Judge Goodell explained that civil trials get bumped if there is not enough court space. They are finding they are in need of four courts and have potential for three jury trials at same time. The modular courtroom has physical limitations for jury trials. Judge Goodell measured the space in the Courthouse basement to see if that would work for jury trials and there are two columns that block the views. The proposed courtroom in Building 3 would not work,for jury trails and there is concern of no weapons screening. The intent is to have the campus security person available. Cmmr.Neatherlin pointed out that currently court is held outside of the Courthouse. Judge Goodell also mentioned that recording equipment is necessary. Bill Kenny stated the first step in the relocation process(Building Department to Bld 8)is to prepare the Mell Chev building and move Search and Rescue(SAR). There is a delay in the Use Permit with the City. The process for bids for the dental office remodel has been started. Judge Goodell brought up the idea of another modular courtroom and locate both modular buildings together. Prefer the courthouse basement for security reasons. Courts see these as stop gap measures until a public safety bond can be obtained for a criminal justice center. Discussion of noise from air conditioner and concern with weight of files and equipment in the 3rd floor of the courthouse. Commissioners asked if paper files can be scanned and original documents stored off-site. This would be a question of the court. Discussion of capital facilities plan that was updated in 2008. The Commissioners expressed concern with remodeling the courthouse basement for a courtroom. Cmmr. Jeffreys stated that Building 3 is a priority and they are working on it;only other option is another modular that could be located by the rectory. Judge Goodell expressed concern for security if courtrooms are located outside of courthouse. Cmmr.Neatherlin noted that an additional modular would probably cost close to the Courthouse basement remodel. Solid Waste Advisory Committee(SWAG)Interviews Commissioners Neatherlin and Jeffreys interviewed the following for the Solid Waste Advisory Committee:Eric Nelson,Janet O'Conner,Delroy Cox and Rik Fredrickson. 115 P.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews/Erika Schwender Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • Maintenance Agreement between Mason County and the Port of Allyn approving the Port's"East Lakeland Drive Sidewalk Improvements"project that will be within the County right of way on Lakeland.Drive. They are putting a plan together for the Port to maintain their facility within the County right-of-way. This will be placed on the agenda. • PUD#3 agreement for Title 6 non-discrimination agreement. This will move forward. • Brian will be putting together a KBA agreement and he will have a scope of work etc. • Melissa mentioned that a boat hit the Stretch Island bridge. It brought to mind to think about contingency plans for emergency inspections and repairs and options. • Loretta Swanson spoke about Skokomish River General Investigation-Ecosystem Restoration Plan. She spoke about the set back levies and explained some changes. She said said overall the changes are good. The previous letter will need to be revised. Loretta confirmed this should be an action item. Commissioner Discussion—no discussion.
