9:00 A.M. Closed Session—RCW 42.30,140 (4)Labor Discussion
Commissioners Neatherlin and Jeffreys met in Closed Session for a labor discussion with Bill
Kenny and Frank Pinter. Commissioner Sheldon was absent.
9:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Neatherlin, Jeffreys and Sheldon were in attendance.
• Michael MacSems requested permission to announce the Summer 2015 Mason County Heritage
Grant cycle at the May 12 meeting.
• Discussion of creating a Belfair/Allyn UGA sub-area advisory group for the Comprehensive Plan
Update process. Cmmr. Sheldon brought up reducing the Belfair UGA. There was discussion of
population projections in the UGA's. Role of citizen's committee will include consistency to
development codes, size will be nine members. Barbara will draft a news release.
• Agriculture building exemption discussion. When the updated UBC was adopted,the exemption
was deleted in 2003. The Board would like to implement the exemption and Cmmr. Sheldon
would like to include forestry buildings. Cmmr. Jeffreys doesn't want to limit to certain zones.
Discussion of parameters of exemption to building permits.
• Cmmr.Neatherlin asked about allowing customers to hire their own planners for proposals to
expedite the process.
10:30 A.M. BREAK
10:35 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation
Commissioners Neatherlin,Jeffreys and Sheldon met in Executive Session for a litigation matter
with Tim Whitehead. Barbara Adkins was also in attendance.
11:05 A.M. Support Services-Bill Kenny
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
• Facilities,Parks and Trails Transition Plan.
• Declaration of tax foreclosure properties that did not sell,as surplus properties. A public hearing
will be set.
• Smartmeme Studios/Adopt a Park Program that was tabled from April 28 regular BOCC meeting.
This will be added to the May 5 agenda and the Board requested additional information. Cmmr.
Sheldon expressed concern with the contract.
• A request to reduce the asking price of certain surplus properties. The Commissioners requested
additional information.
• A park host agreement for Truman Glick Park will be on May 12 agenda.
• Emergency Evacuation Procedure that has been reviewed by the Courthouse Security for the
Board's approval. It will be placed on the agenda.
• Schedule ongoing meetings with Ports and City of Shelton Commissioners. The Board agreed to a
meeting with the Port of Shelton and City of Shelton to discuss the Shelton UGA and marina
issues and then continue to have on-going meetings with all Ports and the City.
• Pacific Mountain Workforce Development Council Advisory Board members,Mason County
representatives. The advisory board is being revamped and the Commissioners need to appoint
three Mason County representatives. Cmmr.Neatherlin would like to issue a news release
soliciting applications but details of the new committee are not available. A news release will be
issued by week's end.
• Alternative meeting schedule outside of the county seat, once per quarter. The RCW has not been
changed at this point.

11:30 A.M. Superior Court—Judge Sheldon
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
• Court Commissioner Bob Sauerlender provided an update on the process to develop a Veterans
and Mental Health Court in Superior Court that will be funded with the mental health sales tax. At
this time,District Court is not included due to the uncertainty of incarceration. Discussion of what
crimes are eligible and the mental health assessment process.
• Sheriff Salisbury stated the jail is at full capacity and immediate incarceration,if needed, is an
important element.
• There is a Stakeholder meeting that provides guidance to the development of these courts.
• Undersheriff Barrett asked if mental health tax can fund incarceration.
• Tom Davis appreciates the work on developing these therapeutic courts and has some suggestions
he will talk to Court Cmmr. Sauerlender about.
• Vicki Kirkpatrick pointed out that in Veterans Court,the person must have chemical dependency
and/or mental health illness.For Mental Health Court,the person needs to be diagnosed with a
mental health illness. Judge Sheldon noted there is also Drug Court.
• Prosecuting Attorney Dorcy will need 1/2 position in his office for these therapeutic courts.He
will need a budget amendment and this was anticipated in the Mental Health Fund budget.
• Cmmr. Sheldon requested a budget status of the Mental Health Fund. Cmmr. Jeffreys noted the
tax is due to expire in December 2016 and she hopes that supporting these courts will mean the
Board supports continuing the mental health tax.
Commissioner Discussion-there was no discussion.
BREAK—NOON
2:00 P.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management-Brian Matthews/Erika Schwender
Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent.
• Road Vacation process was reviewed. Discussion of those platted roads that may be vacated by
operation of law. The Commissioners authorize a hearing be set before the Hearings Examiner
and after a public hearing, a recommendation is made to the Commissioners for a final decision.
The Commissioners expressed concern with the vacation by operation of law and the impact to
future development. Staff will bring forward a road vacation procedure for the Commissioners to
adopt. The Board approved moving forward with setting the hearing for the road vacation request
for property in Union.
• Approval to declare surplus certain ER&R vehicles was approved to move forward.
• Interlocal agreement with PUD to retrofit Mason County streetlights with LED fixtures. Cmmr.
Jeffreys questioned the"month to month"language. Melissa will gather additional information
and bring it back for another briefing.
• SR3 road closure near Del's Feed Store for culvert replacement will take place in the near future.
2:30 P.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent.
• Contract with Thurston-Mason Regional Support Network(RSN)to purchase Wraparound
Services and Multi-System Therapy for Non-Medicaid eligible children and families. Discussion
of the cost of the program that would be paid fi•om the Mental Health Fund. Cmmr.Jeffreys
expressed concern with the cost of this pilot program and the long-term plan with the program.
The Commissioners agreed to move forward with the agreement.
• Debbie Riley stated she has talked to staff and they are committed to working in the Great Bend
and McLane Coves to address water quality issues. Requested permission to hire a consultant to
write the plans.
• Crn nr.Neatherlin brought up having county wide clean water districts.
