Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin and Jeffreys met in Closed Session from 9:00 a.m.to 9:30 a.m.with Bill Kenny and Frank Pinter in Closed Session. 9:30 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation Commissioners Neatherlin and Jeffreys met in an Executive Session with Tim Whitehead and Mike Dorcy for potential litigation from 9:30 a.m.to 10:10 a.m. Brian Mathews,Erika Schwender,Debbie Riley,Bill Kenny and Frank Pinter were in also in attendance. Barbara Adkins participated via telephone. Commissioners Neatherlin and Jeffreys met in a second Executive Session with Tim Whitehead and Public Works staff from 10:12 a.m.to 10:25 a.m. 4.40-A-.M. 10:30 A.M. Support Services-Bill Kenny Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. ® Belfair Financial Plan was reviewed. This includes an option for potential funding from the WA State Legislature. The Finance Committee reviewed the Plan Last week and agreed to move it forward for State Auditor review. The Plan is on the April 21 agenda for the Commissioners to take action on whether to send it to the State Auditor. ® March Financial statements and sales tax analysis were reviewed. 10:25 A.M. BREAK -n.z�-- - e 10:30 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews/Erika Schwender Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. ® Request to use the MRSC Consultant Roster to enter into an agreement with a Transportation Consultant to assist with the updating the Transportation Element of the County Comp Plan. ® Bid awards for several projects: 2015 Paint Line Contract;2015 Manufacturing&Stockpiling Chipseal Aggregate;Hunter Creek Bridge;Asphaltic Materials and Asphalt Emulsion. Awards will be announced at the April 28 Commission meeting. 11:00 A.M. WSU/Noxious Weed Control—Patricia Grover Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. a Water Quality Aquatic Invasive Plant funding agreement between WA State Department of Ecology and Mason County Noxious Weed Control. The project will produce an Integrated Aquatic vegetation Management Plan for Spencer Lake. Patricia talked about how the$8,333.33 match will be met which would be in-kind from DOE, Spencer Lake citizens and/or Patricia's salary. 11:15 A.M. Facilities,Parks&Trails—John Keates Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. ® Update on Sandhill Park drop off area. ® Adopt a Park RFP Project draft agreement. John made the requested language changes. ® Mel Chevrolet agreement has been sent to the building owner. ® At the Parks Advisory Board,Trust for Public Land and City Parks attended. A presentation to the Commission will be scheduled in the fall. Commissioner Discussion—there was no discussion.
