Closed Session—RCW 42.30.140 (4)Labor Discussion Commissioners Neatherlin, Jeffreys and Sheldon met in Closed Session from 9:00 a.m.to 9:30 a.m. with Bill Kenny for a labor discussion. Frank Pinter was also in attendance. 9:30 A.M. Executive Session—RCW 42,130.110(1) (i)Potential Litigation Commissioners Neatherlin, Jeffreys and Sheldon met in Executive Session from 9:30 am.to 10:05 a.m. with Tim Whitehead,Public Works staff,Bill Kenny and Frank Pinter. 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews/Erika Schwender Commissioners Neatherlin,Jeffreys and Sheldon were in attendance. • Discussion of ATV use on county roads. If Commissioners want to allow use, an ordinance would need to be adopted. Would apply to only roads that are posted at 35 MPH or less. Staff recommendation is to not allow ATV use on county roads, it increases our liability and can be difficult to enforce. Law allows ATV use on primitive county roads that have not had any motor vehicle fuel tax used for the road. There is a request for ATV use in the Haven Lake area. Cmmr. Sheldon could support certain roads,depending on location. Cmmr.Jeffreys pointed out it has been an issue in Timberlakes. Sheriff Salisbury has talked to surrounding county Sheriffs and there are arguments for and against allowing ATV use on county roads. There is a lot to consider and wants to make sure all parties are heard. The Sheriff no longer has an ORV deputy. Cmmr. Sheldon left the briefing at 10:30 a.m. Discussion of how to select the roads to allow ATV use. The Board would like to have further discussion. • Earth Day potential activities were reviewed: One-time adopt-a-road litter pick up event,have your septic system serviced,purchase native trees and shrubs, dog waste stations,environmentally friendly household cleaners,household hazardous waste disposal and pharmaceutical disposal program. Cmmr. Jeffreys' focus is litter pick up from along roads. The litter grant program was discussed and staff will be meeting with Sheriffs office. • Little Mission Creek culvert project is moving forward with design and hope to build it this year. • Cmmr.Jeffreys requested an update on Matlock-Brady Road. 10:40 A.M. BREAK 10:45 A.M. Support Services-Bill Kenny Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • News release for Housing Authority vacancy will be issued. • Courthouse Security Committee meetings will be assigned to Chair • REET 1,REET 2&.09 Sales Tax financial review. Funding to Belfair Sewer could be increased. A briefing will be scheduled to discuss the Belfair Sewer financial proposal. • MacArthur Foundation Grant for reducing use of jail. Cmmr. Jeffreys will meet with the Criminal Justice Working Team and put together a grant proposal. 11:15 A.M. Economic Development Council—Lynn Longan Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • Economic Development Council staff provided an update on the County-Wide Strategic Planning. The overall goal is to create a plan that helps steer the economic efforts of all interested stakeholders. Lynn asked the Commissioners participate at the roundtables jointly with the EDC. • Economic Element of the Comprehensive Plan. Lynn will be working on this and will meet with Barbara Adkins. Commissioner Discussion—there was no discussion. Wednesday,March 18,2015 8:00 A.M.
