Closed Session—RCW 42.30.140 (4)Labor Discussion Commissioners Neatherlin, Jeffreys and Sheldon met with Bill Kenny,Frank Pinter&Tim Whitehead in Closed Session for a labor discussion from 9:00 a.m.to 9:15 a.m. 9:15 A.M. Executive Session—RCW 42.30.110 (1)(i)Litigation Commissioners Neatherlin, Jeffreys and Sheldon met with Tim Whitehead,Bill Kenny and Frank Pinter in Executive Session from 9:15 a.m.to 9:55 a.m. for litigation. Bill Kenny and Frank Pinter did not participate in the last ten minutes of the session. 10:00 A.M. Public Works-Brian Matthews &Melissa McFadden Utilities&Waste Management-Brian Matthews Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • News release for Solid Waste Advisory Committee will be circulated. • Request to advertise, select and award contract for large animal carcass removal off of County ROW. • Request the Board Commissioners authorize the Chair to execute the annual 2015 State of Washington Road'Levy Certification to County Road Administration Board(CRAB). • Request the Board review and appoint new applicants received for the 2015-2016 • Reviewed applications for the Transportation Improvement Program Citizens Advisory Panel (TIP-CAP). • Pickering Road project due to start first part of April,dependent on weather. They are filling potholes as best they can. • Cmmr.Neatherlin asked for information on the Johns Prairie/Highway 3 intersection,DOT work in the Deer Creek area and Harstine Island Bridge. Cmmr. Jeffreys shared information she had on the Johns Prairie intersection and understands that due to cost,the project is not on any DOT plan. • Cmmr. Jeffreys brought up the request to CRAB to forgive $98,000 for the North Island Drive and the request was denied for the entire amount but will forgive $20,000 so$76,000 will have to be paid back from the county. • Cmmr. Jeffreys brought up the litter pick up program and requested the cost. • Cmmr.Neatherlin brought up lights at the Belfair Transfer Station. Erika said they are being worked on. 10:30 A.M. Support Services-Bill Kenny Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. • Changes to Veterans' Assistance resolution enclosed. Public hearing is scheduled on February 10. • 2015 Commissioner Work Plan. Cmmr. Jeffreys brought up the Criminal Justice Working Team and there was discussion of the Board establishing a vision and priorities for criminal justice. Cmmr. Jeffreys provided a list of suggested issues for the Work Plan and asked the Commissioners to share their ideas. The Commissioners bounced around several ideas: Defining recidivism and how to reduce it; scheduling a meeting with the criminal justice offices to discuss goal setting for criminal justice and public safety;re-investing savings;what do the Commissioners have authority over. Commissioner Discussion—there was no discussion. Board of Mason County Commissioners' Briefing Meeting Minutes February 2,2015 BREAK—NOON 2:00 P.M. Public Health&Human Services—Vicki Kirkpatrick Commissioners Neatherlin and Jeffreys were in attendance. Cormnissioner Sheldon was absent. ® Medicaid Administrative match contract renewal with the Washington State Health Care Authority. This contract is to support Medicaid related outreach and linkage activities performed by Public Health. This has been budgeted for 2015 and there are no match requirements. ® Mental Health/Substance Abuse contracts for 2015 with NW Resources II,Inc and Mental Health Professionals, LLC. Discussion of performance measures. Cmmr. Jeffreys brought up the mentorship program. Performance reports were reviewed and discussed. Big difference between last year's and this year's contract was that last year it was the "bridge model" and this year the program is to have one case manager to get the client into chemical dependency or mental health services and bow to get them housing. Cmmr. Jeffreys asked what can be reported to the public to demonstrate what the tax payers are receiving for their money. ® The Board approved placing the above contracts on an agenda for approval. ® Discussion of the services from Mental Health Professionals. Tom Davis provided information on his participation with veterans and supports creating a Veteran's Court. The Board agreed to place the contract on the agenda. ® Contracts for 2015 funding, as recommended by the Housing Coalition, from HB 2163 (Homeless Prevention)and HB 2060(Affordable Housing)were reviewed. The Housing Coalition is updating the 10 year Homeless Plan and now is the time for the Commissioners to give direction on what they want in the Plan. There was discussion of micro-housing. ® Marilyn Vogler pointed out that one of the mandated elements in the Comprehensive Plan is affordable housing. ® The Board approved placing the contracts on the agenda. The Commissioners stated they want it to be clear to the Housing Coalition the direction of the funding will be changing. Cmmr. Jeffreys requested information on the fall-out if these programs are not funded and the regulations that support them.
