9:00 A.M. Community Services—Dave Windom
Commissioners Shutty and Neatherlin were in attendance. Commissioner Drexler was
absent.
• Todd Parker presented contract amendments for Consolidated Housing Grant recipients
Crossroads Housing and Community Action Council that will be placed on the
September 5 agenda.
• Michael MacScros recommended approval of two Summer 2017 Heritage grant
applications totaling$7,882.53. Applicants are McReavy House of Hood Canal for
$3,693.70 to repaint the house and$4,188.83 to the Mason County Historical Society to
digitize their inventory of records-and artifacts.
• There are three open seats on the Historic Preservation Commission. The Commissioners
are good with reappointing Ed Huber. If necessary,the Commissioners will interview
applicants for the other two open seats.
• Lydia Buchheit presented information on the Treatment Sales Tax(TST)previously
called the 1/10`s of 1%of Mental Health&Chemical Dependency Tax. Casey Bingham
is preparing a spreadsheet to show how the funding has been used since it's been
implemented. The focus of the conversation was Therapeutic Court and Veterans
services. The intent is to publish an annual report and put together a community group
who can advise the use of this fund. Housing seems to be the number one area that needs
funding. Todd will be developing a policy for this fund and will bring this forward for
Board review.
• Mutual Aid Agreement for Tribes and Local Health Jurisdictions in Washington State.
The intent of the agreement is to make equipment,personnel and other resources
available to other parties to this agreement. The agreement will cover Regions 1 and 3.
This will be placed on the September 5 agenda.
• Interlocal Agreement for renewal of the Nurse Family Partnership program will be placed
on the agenda.
• Director Windom reviewed the following: tour of Taylor Shellfish operation on Friday
along with Cmmr. Shutty;letter regarding gray and black water;Dave and Paula will
attend the Belfair meeting on Tuesday to talk about sign code and development
regulations and a review of recent Code changes;Community Development is receiving
many calls regarding the Hirst decision;removal of three dead trees on 6 h Street.

Utilities&Waste Management
Commissioners Shutty and Neatherlin were in attendance. Commissioner Drexler was
absent.
• Approval to set a public hearing on September 26 for revisions to Mason County Code
Chapter 6.72.010(b)Solid Waste and Biosolids Handling and Facility Regulations.
• Approval of contract with Custom Controls Corporation in the amount of$8,111 to
complete installation of electrical wire and cap for Belfair Lift Station 1 pump.
• Approval of contract with Correct equipment in the amount of$9,314 to complete repairs
to Rustlewood Lift Station 3.
• Approval to call for bids for 2017 Manufacturing and Stockpiling of Mineral Aggregate—
sand for the winter season.
• Bart Stepp provided a summary of the United Way Day of Caring and the amount of
solid waste that was collected and Republic Services will not charge.

Commissioners Shutty and Neatherlin met in Executive Session from 10:15 a.m.to
11 a.m.with Tim Whitehead,Jerry Hauth and Dan Lossing.
Commissioner Discussion—there was no discussion.
BREAK—NOON
2:00 P.M. WSU/Noxious Weed Control
Commissioners Shutty and Neatherlin were in attendance. Commissioner Drexler was
absent.
• Lisa DeWall presented Amendment No. 1 to the agreement with Department of Ecology
for the Spencer Lake integrated Aquatic Vegetation management Plan and approved to
place on the September 5.
2:15 P.M. Support Services—Frank Pinter
Commissioners Shutty and Neatherlin were in attendance. Commissioner Drexler was
absent.
• Counter offer accepted on Lake Boulevard property accepted;public hearing will be set
on September 26 for sale of property.
• Frank reviewed the July 2017 Financial Statements.
• Pacific Security contract for weapons screening services will be extended for one year.
• Special use liquor permit for Olympia Kiwanis approved for September 5 agenda.
• Elected Official/Director meeting will be scheduled on September 19.
• Facilities is working on finding a location for Therapeutic Court office space.
