Support Services—Frank Pinter Commissioners Shutty,Drexler and Neatherlin were in attendance. • Extension of contracts for the Voluntary Stewardship Program(VSP)with WA State Conservation Commission and Mason Conservation District will be placed on the agenda. • Application for Housing Authority received from John Bolender and the Board asked that an interview be scheduled. • 5 h Tuesday meeting in Belfair will be scheduled on August 29 and agenda items will be the Belfair Transportation Study information and receive comments on proposed changes to the Sign Code. • Frank presented a resolution for the Levy Lid lift proposition that will be presented at the public hearing on Tuesday. • Request to fill two vacation positions,Financial Analyst&Receptionist/Secretary,was approved to move forward. This is in response to the restructuring of Support Services due to the mid-year budget reductions. Nine positions were eliminated in the restructure and three positions were created in order to provide the essential/mandated services. • Frank will respond to the Superior Court question on is the budget reduction considered a transfer or revision. Per the SAO,the budget reduction is a transfer that revises the budget. The Commissioners took a break at 9:30 a.m.to 10 a.m. 10:00 A.M. Community Services—Dave Windom Commissioners Shutty,Drexler and Neatherlin were in attendance. • Paula brought forward a request for a Community Planning Month Proclamation in October.The Board agreed to the proclamation and to include TIP-CAP and Historic Preservation Commission. • Request to reappoint Vicki Wilson to the Planning Advisory Commission was approved to move forward. Discussion of training opportunities from Commerce. There is still a vacant position on the • Discussion of recreational vehicles in both Rural and Urban Growth Areas. A RV Park is defined as two or more RV's and there are specific zones. Tiny homes should be part of the clarification,treat as either a manufactured home or an RV. • Cmmr.Drexler brought up a concern with the distance requirements from sewer lines in the Belfair&Allyn UGA's and would like it 200 feet in both UGA's. This along with some other changes will be brought up at Tuesday's public hearing. • Director Windom stated he would like to create a work group to address the Hirst issue. There was discussion of the various people to invite. • Consolidated Homeless Grant(CHG)and Housing and Essential needs(HEN)contract for 2017-2019. The contract will be forthcoming soon and the Board approved placing on the agenda. • No response to the RFP for veteran services from the Mental Health monies. At this time,the Commissioners will not reissue a request. Discussion of how the service should a work with the existing services provided to indigent veterans from the Veterans Assistance Fund. WSU Extension Office/Noxious Weed Control—Pat Grover Commissioners Shutty,Drexler and Neatherlin were in attendance • Request to fill a vacancy on the Noxious Weed Board was approved to fill. 11:30 A.M. Public Works—Jerry Hauth/Melissa McFadden Utilities&Waste Management Commissioners Shutty,Drexler and Neatherlin were in attendance. • Revised staff schedule due to the anticipated heat. The Board asked that Emergency Management issue a list of cooling stations. • Discussion of road maintenance requirements such as chip seal over asphalt. There is a matrix that is used to determine when to inspect roads and from the inspection,it is determined what needs to be done. • Discussion of sewer building requirements. • ER&R update—some departments are turning in vehicles which can change the rates. Cyndi is working on washing down the returned vehicles. • Cmmr.Drexler brought up the possibility of lowering the 2018 Road budget in order to lower the levy rate. 11:45 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Shutty,Drexler and Neatherlin met in Closed Session with Frank Pinter at 11:45 a.m.for a labor discussion.
