9:00 A.M. Port of Grapeview—Glen Carlson
Commissioners Shutty,Jeffreys and Neatherlin were in attendance.
• Port of Grapeview Commissioner Glen Carlson requested$17,000 per year for three
years($50,000 total)to make up for a funding shortfall for an RCO acquisition grant for
a waterfront property purchase allowing public access to the water.The grant is a
750/o/25%match or$50,000 match. If the land is purchased,the Port would like to go for
a development grant in two years to place a public park on the property.
Cmmr.Neatherlin pointed out there is a gas station on the water and this is a deep water
boat ramp allowing larger boats to launch.
Cmmr.Carlson stated they intend to institute boat launch fees in order to generate
revenue for the Port.
Cmmr.Jeffreys sees this solves a lot of problems but the County is having budget issues
and doesn't know where the money would come from. There are competing requests and
they must be prioritized.
Cmmr.Shutty would like to try to find the money but staff needs time to research. He
appreciates the request and understands the importance for recreation and economic
purposes.
The Port is bonding the ramp and the request is for$17,000 in 2017,2018 and 2019.
9:30 A.M. Community Services—Kristopher Nelson and Michael MacSems
Commissioners Shutty,Jeffreys and Neatherlin were in attendance.
• Kristopher presented a request to amend Title 14,allowing decks over 200 square feet
that are not more than 30 inches above grade at any point and not attached to a dwelling
to be exempt from permits. A public hearing will be set.
• Kris presented current permit activity which has a seven week lag time. Cn=.Jeffreys
requested clarification what the development permits mean. A public hearing will be set.
• Discussion of changing the CFC for the Belfair Sewer. Frank will present the proposal at
the Support Services.briefing.
• Michael MacSems presented a news release for the Summer 2017 Mason County
Heritage Grant cycle. Grants up to$5,000 for qualified projects may be awarded.
Commissioner Discussion
Cmmr. Shutty stated that with regard to HomesFirst!He believes there needs to be a
meeting with all stakeholders present to solve the problem. Cmmr.Jeffreys would like
both a meeting with Todd and a briefing. She would like this housing to be used for the
Treatment Courts to provide housing for inmates who don't qualify for treatment because
of no housing.
Cmmr.Neatherlin understood they are close to solving the issue and wants to give staff
the opportunity to solve the issue,
Diane will schedule individual meetings between Todd and the Commissioners and
schedule a briefing.

10:15 A.M. Support Services—Frank Pinter
Commissioners Shutty,Jeffreys and Neatherlin were in attendance.
• Proposed amendments to Tidelands Lease Agreement with Seattle Shellfish have been
sent to Tim Whitehead for guidance on how to amend the agreement. The request is to
expand the lease for not only geoduck but shellfish. This lease was originally awarded
through a RFP process. The tidelands have not worked for geoduck planting due to

burrowing shrimp and Cmmr.Jeffreys stated she is working with WSAC on ways to treat
for burrowing shrimp.
• Cmmrs.Shutty and Jeffreys are Commissioners attending 2017 Legislative Breakfast on
June 13.
• Status of Veterans Assistance budget was discussed. The appropriation for indigent
veterans is above benchmark and Frank will attend the Veterans Advisory Board meeting
in June to discuss with the veterans.
• Frank provided the status of CDBG microenterprise program. There have been issues
with Enterprise for Equity
• The Board agreed to recognize the Shelton High School student volunteer @ the June 13
Commission meeting.
• Signature authority to record the Deed of Right for the Coulter Creek Property will be
placed on the agenda.
• Frank presented the proposed changes that Dave Windom drafted regarding the Capital
Facilities Charge(CFC)for Belfair Sewer in Title 17. The Commissioners requested the
call for public hearing be placed on the June 6 agenda. There was discussion of what
changes need to be made to Title 13.
• Relay for Life will be at Sandhill Park this weekend and the details are being worked out.
There was discussion opening the tunnel for this event.
• Ross reported that Andrew Bales has completed his probation period and their intern
created a logistics book. DART(Disaster Animal Rescue Team)ran the family/pet
parade.
• The Commissioners agreed to schedule Director performance reviews.
11:15 a.m. Executive Session—RCW 42.30.110(1)(g)
Commissioners Shutty and Jeffreys along with Frank Pinter interviewed an additional
Chief Public Defender applicant.

2:00 P.M. Public Works—Jerry Hauth/Melissa McFadden
Utilities&Waste Management
Commissioners Shutty,Jeffreys and Neatherlin were in attendance.
• WSDOT staff presented information regarding the Highway 101 and Lynch Road
interchange proposed project. Squaxin Island Tribe has submitted a letter to WSDOT in
support of the Brewer Road/acceleration lane proposal. Discussion of how to address
traffic for the drive-in theatre.Next step will be to present the recommendation to the
Practical Solutions Committee. Loretta will draft a letter from the Commissioners in
support of the project.
• Loretta provided information on the Skokomish GI Study. There is no federal funding at
this point.
• Sarah presented information on the Cloquallum Road realignment project. Proposed
solution is to delay the Matlock/Brady project to 2018 and divert that money to the
Cloquallum Road project. The Board agreed with staff recommendation.
• Miscellaneous-Jerry brought up the Beard's Cover road that goes to the water tower.
He can find no evidence of a proposal to pave the road. Cmmr.Jeffreys brought up a
request to improve Snyder Road—staff s recollection is the citizens were not interested in ql
pursuing a road improvement district.
Commissioner Discussion
• Steve Bloomfield presented information on tidelands that Seattle Shellfish has leased and
have not had success with planting geoduck.

• Cmmr.Jeffreys requested a briefing on the County-owned property on Highway
101/Highway 102.
• Cmmr.Neatherlin is working on a funding mechanism in-lieu of a septic fee for a water
quality program.
