Support Services—Frank Pinter Commissioner s Shutty and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Dawn presented a draft contract with Mason General Hospital to provide Hepatitis B vaccinations and Respiratory Fit Testing for county employees. This needs to be done for compliance with L&I and the estimated cost is$57,000 to$67,000 and is not budgeted. • Approval to place the resolution to distribute additional PUD Privilege Tax of$8,734.05. • Indigent Defense contracts with Kristen Bishopp&Tirsa Butler are approved to place on the agenda and Cmmr.Neatherlin asked staff to confirm with legal that the pay can be changed via an amendment. • Federal ADA compliance worksheet for County departments will be circulated. • Employee Driving Policy will be placed on the agenda and added to the Personnel Policies. • ADA coordinator designations have been updated and will be placed on the agenda. • MCRA Fields 6&&ribbon cutting ceremony is scheduled on April 13. • Discussion of Sandhill Park—parking and having the restrooms unlocked when the fields are being used. Jeff is working to find a solution for the restrooms. 10:00 A.M. Public Works—Jerry Hauth/Melissa McFadden Utilities&Waste Management Commissioner s Shutty and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Approved to place on agenda: "Notification of Final Cost"of County Road Construction completed in 2016 that was performed by county force;Interlocal Agreement with North Mason School District for Public Works to provide vehicle,road or site maintenance,engineering,survey, GIS,emergency assistance,sign fabrication,fueling and materials supply services;MRSC Small Work Roster-Select and hire HDR to complete the design and specifications for improvements at the Eells Hill Transfer Station; Surplus and dispose of at the Washington State Surplus Sales and authorize ER&R to declare a vehicle,some office equipment and miscellaneous shop parts as surplus. • John Bolender provided an update on the meeting held last Thursday in the Skokomish Valley regarding the Skokomish Valley Road realignment alternative study. Four alternatives were presented to the group and based on comments received;the majority at the meeting would like to maintain the existing road alignment with improvements such as elevating it and bridges to deal with the flooding. The Conservation District is trying to achieve flood and road improvements using habitat improvement funding and that will be challenging. Not looking to the county for resources except for guidance and this is a county road so Public Works will stay involved. There is no funding to remove gravel from the river. Realignment options were considered but that is not favored by the community. Flood Plains by Design funding is an option the Conservation District is pursuing. The Conservation District is taking public input and will continue looking at options. • Green Diamond agreement with Mason County for access to their road for emergency use. Complaints the gate was locked this past winter. Melissa will forward a copy of the agreement to the Commissioners. • Cmmr.Neatherlin brought up several road issues in the north end of the county. Commissioner Discussion Commissioner s Shutty and Neatherlin were in attendance. Commissioner Jeffreys was absent. • Cmmr.Neatherlin provided a copy of the Belfair Sewer 2015 Financial Plan to Cmmr. Shutty and then reviewed the history of this plan and the Belfair Sewer.Topics included the ERU structure, use of holding tanks,and why Cn=.Neatherlin believes the plan has not been implemented. Once a plan is agreed upon,it needs to be written into County Code. Board of Mason County Commissioners' Briefing Meeting Minutes April 3,2017 Brief discussion of the SKIA project. Cmmr. Shutty explained his goal is to have staff prepared so that if funding is awarded,they are ready. Cmmr.Neatherlin stated he is in support of the SKIA project but it's only financially feasible if the state provides funding. He explained the importance of keeping the sewer rate at$99 because the users,including commercial users, cannot afford to pay more and he doesn't want to cause any additional financial strain on the existing businesses that could lead to business closure. The Commissioners agreed that reducing the UGA is not a solution.
