HomeMy WebLinkAbout2017/01/30 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of January 30,2017 Monday,January 30,2017 9:00 A.M. Support Services—Frank Pinter Commissioners Shutty,Jeffreys and Neatherlin were in attendance. • The Board agreed to place the amended agreement with Hood Canal Coordinating Council on the agenda. A news release to fill the citizen's advisory committees will also be circulated. • Brian Kelly will be reappointed to a 6-year term on the Civil Service Commission. • Counter offer of$3,000 with no more than$1,000 towards buyer closing costs on surplus property, 150 E Panorama Drive was discussed. The Board declined the counter offer. • Bureau of Justice Assistance and Mental Health Collaboration Program grant application was approved to move forward. Cn=.Neatherlin stated he supports exploring this grant but doesn't want to commit to any permanent staff. Deb will come back with the application that states the goals&objectives before actually submitting the application. • Agreement with City of Shelton for jail services will be placed on the agenda. The daily flat rate is$85. • Administration of the Law Enforcement Officers&Firefighter(LEOFF) 1 program was briefly discussed. In the 2017 budget process,the Sheriff s office requested this program be moved under Support Services since it's administration of retired law enforcement. Sheriff's office will submit the process they follow for this program. Currently,Diane administers the LEOFF Board who makes the payment decisions. Any payments made are processed through the Sheriff's office. This will be briefed again. The Board took a 5 minute break at 9:55 a.m. 9:45 A.M. Community Services—Dave Windom Commissioners Shutty,Jeffreys and Neatherlin were in attendance. • Dave stated the Capital Facilities Plan needs to be rewritten so it's for eight years with a three year component. He needs to hire a long range planner. • Housing Authority briefing is scheduled on Wednesday. • Responsibilities for County in taking over the CGHMEN funding. Currently Crossroads administers this. Department of Commerce wants the County to be the lead. Commissioners emphasized that services need to also be provided in the north end of the county. • 2060&2163 funding allocations were reviewed. Discussion of the Point in Time homeless count. • Discussion of flow of information in the community. 11:00 A.M. Public Works—Jerry Hauth/Melissa McFadden Utilities&Waste Management Commissioners Shutty,Jeffreys and Neatherlin were in attendance. • Amendment to biosolids disposal agreement with City of Shelton will be placed on the agenda. • Review of the outreach plan and schedule for the Allyn Access,Circulation and Right-of- Way Study. Thera Black and Elisabeth Wooton of SCJ Alliance were in attendance. The proposal is to launch the Allyn study first and complete around May 2017. There will be a public kick-off for the Belfair Study. The end product is a study that will be used to update the Allyn sub-areas plan and the 6-year TIP. Commissioners Neatherlin and Jeffreys shared historical information that is available on Allyn. • Bart brought up a property in the North Bay system that had paid hook up fees,wasn't developed,and now there is a question of hook up fees. A phone call was made in 2015 Mason County Commissioner Briefing Meeting Minutes Week of January 30,2017 asking about the hook up fees. Cmrm. Jeffreys asked that this history be included in the Community Services parcel file. • Bart will present a Powerpoint at the Commission meeting in Belfair. Discussion of information that will be provided at the meeting. Commissioner Discussion Commissioners Shutty,Jeffreys and Neatherlin were in attendance. • Cmrm.Neatherlin brought up a railroad spur in Belfair. A site visit will be arranged. Adjourned at 12:26 p.m. Wednesday, February 1,2017 9:00 A.M. Bremerton Housing Authority—Kurt Wiest,Executive Director Commissioners Shutty,Jeffreys and Neatherlin were in attendance. Kurt Wiest, Bremerton Housing Authority,Lydia Buchheit and Todd Parker were also in attendance. • Mr:Wiest provided history of the Mason County Housing Authority and the relationship with the Bremerton Housing Authority. The Bremerton Housing Authority was taking on debt for the Mason County Housing Authority which is not allowed and it was decided to separate in 2008-2009. The federal government provides a certain amount of money for the Section 8 housing vouchers and administration of said vouchers. In order to cover the cost of the program,a Housing Authority would need at least the equivalent of 350 vouchers in order to pay for the program. Mason County had 175 vouchers. The funding that was allocated to Mason County was folded into the Bremerton Housing Authority. Today there are 127 vouchers for Mason County. The challenge is you cannot tell a voucher holder where to live. Mason County is a higher cost rental area compared to Kitsap County. Housing Authorities are underfunded and do not have taxing authority. One way for Mason County Housing Authority to stay financially viable is to merge with another Housing Authority. There are two debts on the books—one to Bremerton Housing Authority for accrued operating expenses up to 2008,$150K,and that is not accruing any interest. There is also a bond that financed Pine Garden and Mr.Wiest will provide additional information. • There is also debt to the Longview Housing Authority. • Mr. Wiest recommended the Housing Authority Board to contact USDA Rural Development to talk about how to make the properties viable. Also talk to non-profit developers. • VASH—Veterans Affairs Supportive Housing vouchers for chronic homeless veterans, VA provides case management. Housing Authority issues the voucher and is very under- funded. Funding has been provided for 42 VASH vouchers in the last 10 years between Kitsap and Mason Counties and is based on point-in-time homeless count. Mr.Wiest is hopeful there will be an increase in this funding because of improvements made in the point-in-time counts. • The individual programs for the properties were discussed and the various restrictions that apply.Cascade Management manages the Housing Authority properties. • Mason County Housing Authority needs an Executive Director and additional Board members. • Discussion with staff on how to support the Housing Authority. • Chris Tibbs,Executive Director of ARC of Kitsap and Jefferson Counties, developmentally disabled organization. He is looking at offering services in North Mason. • Review of the meeting held in Belfair. Discussion of jail status. Cmrm.Neatherlin was invited to a regional homeowners association meeting.
