1. Call to Order—The Chairperson called the regular meeting to order at 9:01
2. Pledge of Allegiance — Phil Wilson led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Port of Dewatto and North Mason Regional Fire Authority sent in their final 2018 Budget.
4.1.2 Treasurer Elizabeth Frazier provided the Depositaries designated by Treasurer, pursuant to
RCW #36.48.010.
4.1.3 Mason County Auditor sent in Election Results from Proposition 1-Levy to Support the
General Fund.
4.1.4 Marilyn Vogler submitted a letter of resignation from the Mason County Housing Authority
Board, effective December 6,2017.
4.2 News Release- Hours of operation at Eells Hill Transfer Station Staff: Bart Stepp
4.3 Staff Recognition for Public Health Employee—Chair Kevin Shutty
4.4 Introduction of New County Engineer, John Huestis Staff: Jerry Hauth
5. Open Forum for Citizen Input— No comments.
6. Adoption of Agenda - Cmmr. Drexler/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes— No minutes.
8. Approval of Action Agenda:
8.1 Approval to award $68,000 to the Mason County Economic Development Council
from the Rural County Sales & Use Tax Fund (.09) for 2018 for business retention,
expansion, recruitment project and economic development planning, as allowed in
RCW 82.14.370 and enter into a contract for services.
8.2 Approval of the following advisory board appointments:
• Brenda Hirschi to the Timberland Regional Library Board of Trustees for a
term ending December 31, 2024
• Matthew Davis to the Mason County Civil Service Commission for a six year
term that ends December 31, 2023.
• Nathan Welch, Generator, and Stephanie Rowland, Spender, to the Mason
County Lodging Tax Advisory Committee with terms ending May 31, 2020.
8.3 Approval to change the hours of the Community Services department to the
following: (Ex. A-Res. 82-17)
• Monday—Thursday 8:00 a.m. — 4:30 p.m.
• Friday 8:00 a.m.-12:00 p.m.
8.4 Approval of the interlocal agreement with Fire District 9, authorizing services
provided by the Public Works Department for vehicle, road or site maintenance,
engineering, survey, GIS, emergency assistance, sign fabrication, fueling and
materials supply.
8.5 Approval to appoint John Huestis, PE, as the Deputy Director/County Engineer for
Mason County effective December 12, 2017. (Ex. B- Res. 83-17)

11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

RESOLUTION NO. C>Q--
A resolution to establish hours the Community Services Department shall be open to the public.
WHEREAS, RCW 36.16.100 states, "All county and precinct offices shall be kept open for the transaction
of business during such days and hours as the board of county commissioners shall by resolution
prescribe;"
WHEREAS, given current staffing conditions and operational priorities requiring the shift to better serve
Mason County; and
WHEREAS, consideration was given to not impact the required functions of Community Services
Department consisting of; environmental health, community health,vital statistics, fire
marshal, planning, building, and the permit assistance center; and
WHEREAS, it is recommended to change the hours that Community Services Department is open to the
public to offset staff overtime;
NOW,THEREFORE BE IT RESOLVED,the Board of County Commissioners establishes that the
Community Services Department shall be open to the public during the work week consisting of Monday
thru Thursday from 8:00a.m. -4:30p.m. and Friday from 8:00a.m.- 12:00p.m.

RESOLUTION NO. ��
IN THE MATTER OF APPOINTING A COUNTY ROAD ENGINEER
WHEREAS, on July 25, 2017, per WAC 136-12-030, the Board of Mason County
Commissioners designated Jerry W. Hauth, PE, as the Acting County Engineer,
Resolution 43-17, effective August 1, 2017, due to the resignation of Melissa
McFadden, PE.
WHEREAS, the Mason County Human Resource Department was directed
to begin the recruitment process to fill the position of Public Works Deputy
Director/County Engineer; and
WHEREAS, the recruitment process has been completed and John Huestis has
been selected to fill the requirements of the position of the Deputy Director/County
Engineer;
WHEREAS, WAC 136-12-045 requires a resolution attesting to the appointment
of the County Road Engineer to be approved and transmitted to the County Road
Administration Board.
NOW, THEREFORE BE IT RESOLVED that the Board of Mason County
Commissioners does hereby appoint John Huestis, PE, as the County Road Engineer
for Mason County, effective December 12, 2017.
