Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance—Tom Davis led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin Shutty; Commissioner District 3—Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Port of Grapeview sent comments on the Economic Development Councils request for $68,000. 4.1.2 Mendy Harlow sent an application for the Parks and Trails Advisory Committee. 4.1.3 Mary Jones sent a resignation letter for the Parks and Trails Advisory Committee, effective October 19, 2017. 4.1.4 Stephen Hardy sent a letter of resignation for the Timberland Regional Library Board, effective December 31, 2017. 4.1.5 Deborah Reis sent an application for the Lewis, Mason, Thurston, Area Agency on Aging Advisory Council. 4.1.6 State of Washington Department of Ecology sent a letter on Evaluations for Western Washington Municipal Stormwater General Permit Coverage. 4.1.7 LB Kregenow sent a letter to provide comments and initiate an appeal of the revised flood map. 4.1.8 Tela Edwards sent a letter regarding the PUD 3 Meter Change. 4.1.9 2018 Levy and Budget reports were sent in from the following: Mason County Fire District No. 6, Mason County Public Hospital District No.2, and the Superintendent of Public Instruction. 4.2 News Release - Mason County Volunteer Boards Staff: Frank Pinter 5. Open Forum for Citizen Input— 5.1 Tom Davis spoke about the Assessor's office. He discussed the fact that this office faces a lot of anger because people don't like paying taxes. He stated that if more budget cuts are done the Board should leave the Assessor's office alone because without them the County would not operate properly. He added that those who do not agree with their assessments do have recourse by appealing their value with the Board of Equalization. 6. Adoption of Agenda - Cmmr. Drexler/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes— September 18, 2017, October 16, 2017, and October 23, 2017 briefing minutes; October 17, 2017 and October 24, 2017 regular meeting minutes. Cmmr. Neatherl in/Drexler moved and seconded to approve the September 18, 2017, October 16, 2017, and October 23, 2017 briefing minutes; October 17, 2017 and October 24, 2017 regular meeting minutes. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval to authorize Public Works to use written and/or telephone solicitations to establish a 2018 Surfacing Material unit pricing vendor list and purchase quantities as needed for projects throughout Mason County. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 7, 2017 - PAGE 2 8.2 Approval to authorize Public Works/ER&R to advertise, set bid opening, award, sign contract if needed, and allow Chair to sign all pertinent documents for the call for bids to furnish Mason County with culvert pipe and linings for the 2018 calendar year. Contract awards will be announced at a scheduled meeting of the Board of Mason County Commissioners. 8.3 Approval to authorize Public Works/ER&R to use written and/or telephone solicitations for tire repair and towing services for the 2018 calendar year and approval to execute and award contracts. Mason County does not guarantee a minimum purchase of these services. 8.4 Approval to authorize Public Works/ER&R to advertise, set bid opening date/time, award, and allow chair to sign all pertinent documents for the call for bids to furnish Mason County with Asphaltic Materials for the 2018 calendar year. Contract awards will be announced at a scheduled meeting of the Board of Mason County Commissioners. 8.5 Approval to set two public hearings for Tuesday, November 28, 2017 at 6:30 p.m. to receive public comment on the 2018 Annual Construction Program and the 2018- 2023 6-year Transportation Improvement Program (TIP). 8.6 Approval of the revised Interlocal Agreement (Agreement No. 17-012) between Mason Transit Authority (MTA) and Mason County, allowing both parties to request for acquisition of services. 8.7 Approval of Warrants Claims Clearing Fund Warrant #s 8051731-8052238 $ 2,915,772.45 Direct Deposit Fund Warrant #s 44943-45312 $ 631,388.27 Salary Clearing Fund Warrant #s 7003155-7003186 $ 476,626.00 Total $ 4,023,786.72 8.8 Approval of the contract with Goldstein Law Offices, effective November 1, 2017, which replaces services previously provided by the Law Offices of Kelly Seago for the office of Public Defense. 8.9 Approval to reappoint Ed Huber to the Mason County Historic Preservation Commission for a three-year term ending November, 2020. 8.10 Approval to reappoint April Pruitt-Pooler to the Veterans Advisory Board for a two year term ending November 1, 2019. 8.11 Approval to adopt the resolution updating the Commission's Operating Guidelines. (Ex.A- Res. 64-17) 8.12 Approval to amend Rules of the Board, Meetings of Board of County Commissioners, adding County Code Chapter 2.88.095, pertaining to the use of electronic devices during Commission meetings. (Ex. B- Res. 65-17) 8.13 Approval to extend the contract with MasonWebN.com for live streaming services of regular Commission meetings and Board of Health meetings for 2018. The rate per meeting is $50 for up to 4 hours. The rate for each additional hour is $25. 8.14 Approval to set a public hearing on November 28, 2017 at 6:30 p.m. to certify to the County Assessor the amount of taxes levied for county purposes and the amount of taxes levied for each taxing district for 2018. An increase to the Current Expense and Road property tax levies for 2018 may be considered. 8.15 Approval to set a public hearing on Monday, December 4, 2017 at 9:00 a.m. to consider adoption of the 2018 budget for Mason County. Copies of the 2018 preliminary budget will be available to the public on November 20, 2017. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 7, 2017 - PAGE 3 8.16 Approval of a Resolution providing for the issuance, sale and delivery not to exceed $7,250,000 aggregate principal amount of limited tax general obligation refunding bonds to provide funds necessary to refund certain outstanding general obligation bonds of the County; fixing or setting parameters with respect to certain terms and covenants of the bonds; and appointing the County's designated representative to approve the final terms of the sale of the bonds. (Ex. C- Res 66-17) 8.17 Approval of the Interlocal agreement for fire investigation services between Mason County and Mason County Fire Chiefs Association. 8.18 Approval to designate Alex Paysse Lead Worker in the Environmental Health Section of Community Services for a maximum consideration of$5,805.60 annually, retroactive October 15, 2017. 8.19 Approval of the Professional Services Contract Agreement between Hood Canal Coordinating Council and Mason County Public Health for Phase III of the Environmental Protection Agency National Estuaries Program Pollution Identification and Correction Grant. 8.20 Approval to set a public hearing for Tuesday, December 5, 2017 for the Mason County Comprehensive Plan Update and Development Regulation Amendments as outlined in the 2017 Docket of Amendments. 8.21 Approval to amend resolution 74-16 determining the County's 2018 Health Insurance contributions and approval to amend resolution 47-17 to revise the non-represented salary scale by approving a 1.02% Cost of Living Adjustment (COLA) and 2% general wage increase. (Ex. D-Res. 60-17) 8.22 Approval of the letter of support for the Transportation Improvement Board funding request from the City of Shelton for the Downtown Corridor Project. 8.23 Approval to amend the Resolution that changes Mason County's Financial Reporting to Cash Basis with no open period effective January 1, 2017. (Ex. E- Res. 67-17) 8.24 Approval of the letter to Puget Sound Regional Council regarding the Bremerton Manufacturing/Industrial Center. Cmmr. Neatherlin/Drexler moved and seconded to approve action items 8.1 through 8.24. Motion carried unanimously. N-aye; S-aye; D-aye. 9 Other Business (Department Heads and Elected Officials) 9.1 Sheriff Casey Salasbury addressed the Jail Contract that was on the October 24, 2017 meeting, stating that all information and questions asked by the Board could have been answered by looking online at a former agreement from 2016. 10 9:30 a.m. Public Hearings and Items set for a certain time: 10.1 Public Hearing to approve speed limit changes on the following roads: 1. Little Mission Creek Lane- approval to execute the ordinance to post the speed limits at 25 mph. 2. Lincoln Court- approval to execute the ordinance to post the speed limit at 25 mph. Staff: Dave Smith, Public Works. (Ex. F—Res. 62-17) Dave Smith briefly discussed the reason for the speed limit changes. No public comment received. Drexler/Neatherlin motioned and seconded to approve the speed limit change on Little Mission Creek Lane and execute the ordinance to post the speed limit at 25 miles per hour; and approval of the speed limit change on Lincoln Court and the resolution to post the speed limit at 25 miles per hour. Motion carried unanimously. N-aye; S-aye; D-aye. 10.2 Public Hearing to approve the speed limit change on Dewatto Beach Drive and approval to execute the ordinance to post the speed limit at 25 mph. Staff: Dave Smith (Ex. G— Res. 63-17) Dave Smith once again briefed the reasoning for the adjusted speed limit. No public comment received. Cmmr. Neatherlin/Drexler moved and seconded to approve the speed limit change on Dewatto Beach Drive and approval to execute the ordinance to post the speed limit at 25 miles per hour. Motion carried unanimously.
