Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance—Ashley Engstrom led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Matthew Davis sent an application for the Civil Service Commission. 4.1.2 Washington Department of Natural Resources sent a letter about State Forest Transfer and Purchase Lands that benefit Mason County. 4.1.3 The Port of Hoodsport sent in their Final 2018 Budget. 5. Open Forum for Citizen Input— 5.1 Allan Walker spoke on behalf of the Shelton High School Robotics Team. He announced that on Saturday at the Elks lodge, there is a fundraiser/dinner. He said that if you google"Aldernating Current", you can find their webpage which has donation information. (http://frcteam5295aldernatingcurrent.blogspot.com/search/label/Donate) 5.2 Cheryl Williams announced that next Tuesday, November 215t, the League of Women Voters will be holding a meeting to discuss the future of the Mason County Budget, including specific departments with guest speakers such as Karen Herr, Lisa Frazier, and Melody Peterson. The meeting will be from 12-1:30p.m. in the library at Olympic College. 5.3 Brenda Hershey spoke about the 2018 budget. She said the Board has a huge job to do between balancing and prioritizing the departments but if they can do it, it would be a total success. She thanked the Board for their service. 5.4 Pam Schafer who works for Drew MacEwen, State Representative spoke about the legislative sessions and how they work. She said that if citizens would like, Representative MacEwen is available to meet. 5.5 Ashley Engstrom, Ms. Thurston County 2018, announced that this title is a preliminary title and she will now be running for Ms. Washington. Mason County doesn't have a prelim competition, so she ran in Thurston County even though she lives within Mason County. Ashley said that her platform for her service project is"Education matters, no matter the circumstance"and will be working to raise money, collect school supplies, clothing, etc. for homeless children within Mason/Thurston County. 6. Adoption of Agenda - Cmmr. Neatherlin/Drexler moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes— None. 8. Approval of Action Agenda: PP 9 8.1 Approval of the Ordinance adopting the revised Mason County Sheriff's Office Civil Fee Schedule effective September 26, 2017. (Ex.A- Res. 69-17) 8.2 Approval to execute a resolution to close Old Belfair Highway at approximately milepost 0.000 to milepost 0.100 on Sunday, December 3, 2017 from 3:30 p.m. to 5:00 p.m. (Ex. A ORDINANCE NO 6"I J AMENDING ORDINANCE 102-04 and MASON COUNTY CODE CHAPTER 2.132.010 AMENDING SHERIFF'S FEES WHEREAS, the State of Washington establishes under RCW 36.18.040 certain fees for official services to be charged by the sheriff and authorizes the county legislative authority to set the amounts of fees that shall be collected by the sheriff to cover the costs of administration and operation; and WHEREAS, the fees have not been increased since 2004 and the updated fees were presented and approved at the September 26, 2017 Commission meeting. However, the fees need to be adopted by ordinance; NOW THEREFORE, be it ordained by the Board of Mason County Commissioners, State of Washington, to amend the following fees and Mason County Code Chapter 2.132.010 — Sheriff's fees: The sheriff shall collect the following fees for official services: 1. For service of each summons and complaint, notice and complaint, summons and petition, and notice of small claim on one defendant at any location, thirty dollars, and on two or more defendants at the same residence, forty dollars, besides mileage; 2. For making a return, besides mileage actually traveled, twenty dollars for each return of service; 3. For levying each writ of attachment or writ of execution upon real or personal property, besides mileage, sixty dollars per hour; 4. For filing copy of writ of attachment, order of sale or writ of execution with auditor, twenty-five dollars plus auditor's filing fee; 5. For serving writ of possession or restitution without aid of the county, besides mileage, sixty dollars; 6. For serving writ of possession or restitution with aid of the county, besides mileage, eighty-five dollars plus sixty-five dollars for each hour after one hour; 7. For serving an arrest warrant in any action or proceeding, besides mileage, fifty dollars; 8. For executing any other writ or process in a civil action or proceeding, besides mileage, sixty dollars per hour; 9. For each mile actually and necessarily traveled in going to or returning from any place of service, or attempted service, fifty cents per mile with a ten-dollar minimum mileage charge; 10. For making a deed to lands sold upon execution or order of sale or other decree of court, to be paid by the purchaser, sixty-five dollars; 11. For making copies of papers when sufficient copies are not furnished, fifteen cents per page; 12. For the service of any other document and supporting papers for which no other fee is provided herein, thirty-five dollars; 13. For posting a notice of sale, or postponement, twenty-five dollars besides mileage; Ordinance No. 0 17 14. For certificate or bill of sale of property, or certificate of redemption, sixty dollars; 15. For conducting a sale of property, fifty-five dollars per hour spent at a sheriffs sale; 16. For notarizing documents, ten dollars for each document; 17. For fingerprinting for non-criminal purposes, fifteen dollars for each print card; 18. For mailing required by statute, whether regular, certified, or registered, the actual cost of postage; 19. For an internal criminal history records check, fifteen dollars; 20. For the reproduction of audio, visual, or photographic material, to include magnetic microfilming, the actual cost including personnel time. Fees allowable under this section may be recovered by the prevailing party incurring the same as court costs to the extent provided by RCW 36.18.040(2). Severability. If any section, subsection, paragraph, sentence, clause, or phrase of this ordinance is declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the remaining parts of this ordinance. These amended fees are approved and effective September 26, 2017. This Ordinance is adopted this 14th day of November, 2017. B RESOLUTION NUMBER COUNTY ROAD CLOSURE OLD BELFAIR HWY#98250 NOTICE IS HEREBY GIVEN that pursuant to RCW 47.48.020, a portion of Old Belfair Hwy, County Road No. 98250, shall be closed to all through traffic on Sunday, December 3, 2017 from 3:30pm to 5:00 pm (milepost 0.000 to milepost 0.100). NOW THEREFORE,BE IT RESOLVED,the Board of County Commissioners has declared the above described road closure a necessity for public safety during the North Mason Community Celebration Committee Belfair Christmas Parade event.
