Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m. 2. Pledge of Allegiance— led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Steve Van Denover sent applications for the Mason County Planning Advisory Commission and the Transportation Improvement Program Citizens Advisory Panel. 4.1.2 Washington State Liquor and Cannabis Board sent a letter of discontinued sales and service of cannabis for Tokeland Products as of July 26, 2017. 4.1.3 City of Bremerton, Mayor Patty Lent sent a letter of appreciation for Public Works. 4.1.4 The United States Department of Commerce, U.S. Census Bureau sent a 2020 Census Local Update of Census Addresses Operations. 4.1.5 Washington State Liquor and Cannabis Board sent an application for Hideaway Cafe 22540 NE State Route 3, Belfair. 4.1.6 Washington State Liquor and Cannabis Board sent an application for Eagle Creek Saloon 31281 US Highway 101, Lilliwaup. 4.1.7 Kris Saeger sent a letter about issues in the jail. 4.2 News Release- Service Awards Staff: Cmmr. Shutty 4.3 News Release- Civil Service Vacancy Staff: Frank Pinter 5. Open Forum for Citizen Input— 5.1 Cheryl Williams announced a League of Women Voters meeting on October 17, 2017 located in the Johnson Library at Olympic College. The meeting is from noon to 1:30 p.m. and is open to the public. 6. Adoption of Agenda - Cmmr. Drexler/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes— September 19, 2017 &September 26, 2017 Regular meeting minutes. Cmmr. Neatherl in/Drexler moved and seconded to approve the September 19 and September 26, 2017 regular meeting minute as written. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval for the Mason County Board of Equalization to reconvene to hear timely filed appeals for the 2017 assessment year. 8.2 Approval of The Office of Justice Programs of the U.S. Department of Justice federal grant, for a 36 month project titled"Comprehensive Opioid Abuse Site-Based Program" in the amount of $300,000. 8.3 Approval of Warrants Claims Clearing Fund Warrant #s $ Direct Deposit Fund Warrant #s $ Salary Clearing Fund Warrant #s $ Approval of Treasurer Electronic Remittances; Macecom 9/6/17 $ 118,622.64 Mental Health 9/8/17 $ 1,623.19 Professional Services/Banking Fees 9/8/17 $ 1,200.00 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 10, 2017 - PAGE 2 Law Library-Budgeted Transfer $ 4,721.00 Current Expense/Support Services $ 4,721.00 Total $ 130,887.83 8.4 Approval to authorize Public Works to use the County MRSC Small Works Roster to solicit for outfall inspections at the Rustlewood Wastewater Plant and authorize the Deputy Director to sign the contract with a cost not to exceed $15,000. Award will be announced at a regular scheduled Commission Meeting if contract is between $10,000-$15,000. 8.5 Approval to authorize the Chair to sign the Joint Funding Agreement, No. ISWNWA03400 with the US Department of the Interior, U.S. Geological Survey, for the period October 1, 2017 to September 30, 2018. 8.6 Approval of the Department of Social Health & Services Early Intervention Program Contract Renewal in the amount of$36,623.11. 8.7 Approval to appoint Steve Van Denover to the Planning Advisory Commission for a four year term ending October 31, 2021. Cmmr. Shutty asked to remove item 8.7 for a separate discussion. Cmmr. Drexler asked Lydia Buchheit to speak about item 8.2. Lydia explained that the purpose of the program is to improve collaboration and strategic decision making of regulatory and law enforcement agencies as well as Public Health officials to address the prescription drug and opioid misuse happening across the nation.The program includes support recovery and she said there is a representative from Public Health that is working with current users and the family of users. He is also helping to distribute and educate how to use naloxone. Only 10 communities across the United States were awarded, including Mason County. Cmmr. moved and seconded to approve action items 8.1 through 8.6. Motion carried unanimously. N-aye; S-aye; D-aye. 8.7 Cmmr. Shutty noted that he had previously wanted to table this discussion until interviews were done with the two candidates. Cmmr. Neatherlin stated that the second applicant pulled his application so Mr. Van Denover was the only candidate. Cmmr. Drexler said she agreed with Cmmr. Shutty; item tabled until an interview can be scheduled with Mr. Van Denover. 9. Other Business (Department Heads and Elected Officials) 10. 9:30 a.m. Public Hearings and Items set for a certain time— No hearings. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
