1. Call to Order—The Chairperson called the regular meeting to order at
2. Pledge of Allegiance —Jim Reece led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 John Bonin sent his resignation for the Mason County Housing Authority Board.
4.1.2 Washington State Liquor and Cannabis Board sent an application for El Sombrero 23969 NE
State Route 3, Belfair.
5. Open Forum for Citizen Input—
5.1 Cheryl Williams announced a League of Women Voters meeting being held later in the day
between 12-1:30 at Olympic College.
6. Adoption of Agenda - Cmmr. Neatherlin/Drexler moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes—August 22, 2017 Regular Meeting Minutes.
Cmmr. Drexler/Neatherlin moved and seconded to approve the August 22, 2017 minutes
as presented. Motion carried unanimously. N-aye; S-aye; D-aye.
8. Approval of Action Agenda:
8.1 Approval to authorize Public Works to procure sweeper equipment for an estimated cost of
$65,000.
8.2 Approval to authorize Public Works to advertise, set bid opening date/time, award contract,
and allow Chair to sign all pertinent documents for call for bids to furnish Mason County with
Asphalt Emulsion for 2018. Contract awards will be announced during a regular meeting of the
Board of County Commissioners.
8.3 Approval to authorize Public Works to advertise, set bid opening date/time, award contract,
and allow Chair to sign all pertinent documents for the 2018 Manufacturing and Stockpiling of
Chip seal Aggregate. Contract awards will be announced during a regular meeting of the Board
of County Commissioners.
8.4 Approval to authorize the Deputy Director/Utilities and Waste Management to execute an
agreement with Parametrix in the amount of$88,894.04 to complete testing and analysis
needed for Ecology to determine whether termination of post-closure activities at the Eells Hill
Landfill is warranted.
8.5 Approval to appoint Ida Mae Sevier to the Lewis-Mason-Thurston Area Agency on Aging for
term ending September 2019.
8.6 Approval to appoint John Bolender to the Mason County Housing Authority Board for a term
that ends September 2022.
8.7 Approval of the renewal contract with Pacific Security for armed and unarmed weapons
screening for Courthouses and campus security patrol from September 1, 2017 through August
31, 2019.
8.8 Approval of Warrants

8.9 Approval to transfer $65,000 from Salaries and Benefits to Operating Expense within the Public
Defense budget.
8.10 Approval of a Letter of Support from Mason County to Mason Transit Authority regarding Log
Yard Road and SR-3 Intersection Improvements.
Cmmr. Neatherlin/Drexler moved and seconded to approve action items 8.1 through 8.10.
Motion carried unanimously. N-aye; S-aye; D-aye.
9. Other Business (Department Heads and Elected Officials)- None.

10. 9:30 a.m. Public Hearings and Items set for a certain time
10.1 Public Hearing to approve adoption of the updated Shoreline Master Program (SMP) and
accompanying Shoreline Environmental Designations Map, Resource Ordinance and
Development Code (Title 15), which repeals and replaces the current versions.
Staff: Kell Rowen
Kell Rowan summarized the work on the SMP noting that six years went into this update including
submittal and approval from the Department of Ecology. She explained how the changes came to be
between laws, public comment and feedback. Kell said that the Resource Ordinance was also updated
and was designed to work alongside the SMP.
Jim Reece said that though the document is done and being presented for adoption, there are some
issues he does not understand. The Board thanked Jim for his work on the SMP as he was on the
Planning Advisory Commission (PAC) when discussion began, and continued attending the meetings and
providing input throughout the revision process.
Tim Gates from the Department of Ecology thanked Jim and other members of the public for coming out
to comment and provide input for the update. He said this really is a community project and hopes the
spirit of community will stay alive once the regulations are active. He went on to say that the SMP and
Critical Area Ordinance are both being done together which is a big deal and should serve as a model for
other Counties.
Cmmr. Drexler thanked Tim Gates and Rick Mraz for all of their work and help throughout the process.
She said she is proud of this plan and the flexibility given to the Shellfish Growers and the various ways
the public can access the water.
Cmmr. Neatherlin discussed all of the difficulties at the beginning of the process and thanked Ecology for
assisting the Planning Department and PAC to understand what was necessary. He stated that the PAC
deserves a pat on the back for all of their work.

11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
