1. Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m.
2. Pledge of Allegiance—Karen Herr led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Drexler (Absent).
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Twin Views LLC sent a letter regarding an East Rasor Road Connection Offer.
4.1.2 North Mason Fire sent a letter for about the community stakeholder meeting on the opioid
epidemic in North Mason County.
4.1.3 State of Washington House of Representatives sent a letter regarding Mason
County's Shoreline Master Program.
4.1.4 Mason County Auditor sent a copy of the ballot language for a Proposition for Levy to
Support General Fund Expenses and Services Including but not limited to Basic Public
Safety, Criminal Justice and other mandated services.
4.1.5 Ida Mae Sevier sent in an application for Lewis-Mason-Thurston Area Agency on Aging
Board.
4.2 News Release- Mason County Historic Preservation Commission Staff: Michael MacSems
4.3 Presentation of 2018 Preliminary Budget—Auditor Karen Herr/Chief Finance Manager Leo Kim
5. Open Forum for Citizen Input— None.
6. Adoption of Agenda - Cmmr. Neatherlin/Shutty moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-absent.
7. Approval of Minutes— February 20, 2017, August 14, 2017, and August 21, 2017 Briefing Minutes.
Cmmr. Neatherlin/Shutty moved and seconded to approve the February 20, 2017,August
14, 2017, and August 21, 2017 Briefing Minutes as written. Motion carried unanimously.

8. Approval of Action Agenda:
8.1 Approval of contract amendments for the Consolidated Homeless Grant with Crossroads Housing
in the amount of$147,504 and the Housing and Essential Needs Grant with Community Action
Council in the amount of$518,065 per year for the contract period 7/1/2017-6/30/2019.
8.2 Approval to set a public hearing on September 26, 2017 at 6:30 p.m. to take public comment
and action on the revision to Mason County Code 6.72.010 (b)"Authority and Purpose"to reflect
current review process, state and federal regulations, and the Comprehensive Solid Waste
Management Plan.
8.3 Approval to authorize the Deputy Director/Utilities and Waste Management Manager to sign a
contract with Custom Controls Corporation in the amount of$8,110.38 to complete installation
of the electrical wire and cap for Belfair Lift Station 1 Pump.
8.4 Approval to authorize Public Works to advertise, set bid opening, award contract, and allow Chair
to sign all pertinent documents for the call for bids to furnish Manufacturing and Stockpiling of
Mineral Aggregate for the 2017 calendar year. Contract award will be announced at a scheduled
meeting of the Board of Mason County Commissioners.
8.5 Approval to authorize the Deputy Director/Utilities and Waste Management Manager to sign a
contract with Correct Equipment in the amount of$9,318.25 to complete repairs to Rustlewood
Lift Station 3 including two new pumps and a new control panel.

8.6 Approval of Mason County joining the Mutual Aid Agreement(MMA) for Tribes and Local Health
Jurisdictions in Washington by signing the Local Health Resolution authorizing the execution of
the MMA.(Res.signed by Board of Health, not BOCC.BOH Res#03-18)
8.7 Approval to have the Chair sign Amendment No. 1 between the State of Washington Department
of Ecology and Mason County Noxious Weed Control Board for the Spencer Lake Integrated
Aquatic Vegetation Management Plan.
8.8 Approval of Warrants

8.9 Approval of two Summer 2017 Mason County Heritage Grants for the Mason County Historical
Society and the McReavy House of Hood Canal for a total of$7,882.53.
8.10 Approval of voicing no objections to the special occasion liquor license application for the
Olympia Kiwanis Club on September 20, 2017, and to have the Chair sign the Notice of Liquor
License Application from the Washington State Liquor Control Board.
8.11 Approval of the Department of Early Learning Interlocal Agreement funding for the Nurse Family
Partnership Program.
8.12 Approval to set a public hearing on Tuesday, September 26, 2017 at 6:30 p.m. to consider the
sale of real property located at 2169 & 2179 Lake Boulevard, Shelton. Parcel Nos. 32030-51-
07010 &32030-51-10001.
Cmmr. Neatherlin/Shutty moved and seconded to approve action items 8.1 through 8.12.
Motion carried unanimously. N-aye; S-aye; D-absent.
9. Other Business(Department Heads and Elected Officials) —
9.1 Theresia Ehrich spoke about the Sheriffs budget request. She said that what the Auditor has
reported is incorrect and that they did not request to have all 300 expenditure accounts
combined into one account line. Theresia said she asked for access to the system to input the
accounts, and was denied. She said that $11.5 million of their $13 million budget goes to salary
and benefits, while $1 million is for inmate expenses and the other funds are for MACECOM and
ER&R.
Cmmr. Neatherlin noted that there seems to be an issue year after year with the Sheriff's office
and the budget. He said that turning in the budget in a specific manner is not a choice. Theresia
stated that the Mason County Auditor has control of the financial system whereas many other
counties the Commissioners have that control.
Cmmr. Shutty questioned if there is still a plan to submit a budget. Theresia said a PDF copy of a
spreadsheet was sent to the Auditor on the day it was due because there was no access to
MUNIS. Cmmr. Neatherlin noted that all other departments were able to submit their requests on
time through the system.
Cmmr. Shutty noted that each office in the County is run by a series of checks and balances. He
acknowledged that the independence of each office is important, but a $14 million hole in the
preliminary budget is problematic.
9.2 Karen Herr, Auditor, spoke about how the budget narrative is prepared. She stated that MUNIS is
locked for auditing purposes on the day budgets are due. Karen added that as of today even the
Auditors office would be locked out with access only being available to the Commissioners and
the Budget Department until the adoption is complete.

10. 9:30 a.m. Public Hearings and Items set for a certain time—
10.1 Public Hearing to present and take public comments on the draft 2017 Mason County
Comprehensive Solid Waste Management Plan (CSWMP), requirements of RCW 70.95 and the
Washington Department of Ecology. Staff: Bart Stepp
Bart Stepp presented the CSWMP and relayed that the Solid Waste Advisory Board had been
working on this plan for two years. He said this hearing is to receive public comment which can
be implemented into the draft plan before it is adopted.
Cmmr. Shutty opened the floor for Public Comment; none received.
Bart advised that once the plan is approved by the City of Shelton and the Washington State
Department of Ecology, it will be brought forward to the Commissioners for a public hearing.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:50 a.m.
