1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance — Dave Windom led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin
Shutty; Commissioner District 3 —Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent an application for Alderbrook Resort and
Spa at 10 E. Alderbrook Dr., Union, WA.
4.1.2 United States Department of Commerce, U.S. Census Bureau, sent a 2020 Local Update of
Census Addresses Operations.
4.1.3 Dean Secor sent letter regarding budget proposals.
5. Open Forum for Citizen Input—
5.1 Tom Davis spoke about the Veterans Assistance Fund expenses and revenues. He said that $2.2
million dollars is not accounted for and after doing a public records request he found that up to
2015 there were separate reports that were easy to understand. After the restructure of support
services he has been unable to see the segregated money which is problematic. Tom voiced
concern with the fact that the money that should be set aside is unable to be found.
6. Adoption of Agenda - Cmmr. Drexler/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes—July 24 &July 31, 2017 Briefing Minutes
Cmmr. Neatherlin/Drexler moved and seconded to approve the July 24, 2017 and July
31, 2017 briefing minutes. Motion carried unanimously. N-aye; S-aye; D-aye.
8. Approval of Action Agenda:
8.1 Approval of Warrants
Claims Clearing Fund Warrant #s 8050273-8050321 $ 184,988.29
Direct Deposit Fund Warrant #s $

8.2 Approval to amend Resolution No. 12-17 revising the Non-Represented Salary Scale Range
Alignment in response to the mid-year budget reductions and restructuring of support
services: Reclassify the Financial Analyst from Range 26 to a Range 21; Reclassify the
Personnel Analyst from Range 19 to Range 21; Reclassify the Clerk of the Board/Claims
Administrator from Range 17 to Range 19 and amend the title to Clerk of the Board/Records
Specialist; create Risk and Safety Compliance Manager at Range 21; create Administrative
Clerk at Range 19 and delete the Assistant to the Commissioners at Range 21. (Ex. A)
8.3 Approval to have the Chair sign the 2017-2019 Biennium Contract between Washington State
Conservation Commission (WCC) and Mason County and Amendment #1 to the Interlocal
Agreement with the Mason Conservation District(MCC) for the Voluntary Stewardship
Program that is grant funded.
8.4 Approval of the Consolidated Homeless Grant and Housing & Essential Needs contract #17-
46108-20 with the Department of Commerce.
Cmmr. Neatherlin/Drexler moved and seconded to approve action items 8.1 through 8.4
with the exception of 8.2. Motion carried unanimously. N-aye; S-aye; D-aye.

Item 8.2- Frank Pinter said that due to the fact that 9 regular and 3 seasonal positions were cut, 2
positions were created with others reclassified. He reread the proposed changes to those present.
Tom Davis asked the net cost savings to the County. Frank answered that for all changes in
Support Services, there was a savings of$360,000.
Cmmr. Drexler noted that the reason for restructuring is due to the fact that the staff is taking on
many extra jobs to cover the positions of those let go to keep the offices running.
Cmmr. Neatherlin praised Frank and the Support Services staff for their cuts which went beyond
what was asked.
Cmmr. Drexler/Shutty moved and seconded to amend Resolution No. 12-17 revising
the Non-Represented Salary Scale Range Alignment in response to the mid-year budget
reductions and restructuring of support services: Reclassify the Financial Analyst from
Range 26 to a Range 21; Reclassify the Personnel Analyst from Range 19 to Range 21;
Reclassify the Clerk of the Board/Claims Administrator from Range 17 to Range 19 and
amend the title to Clerk of the Board/Records Specialist; create Risk and Safety
Compliance Manager at Range 21; create Administrative Clerk at Range 19 and delete
the Assistant to the Commissioners at Range 21. Motion carried unanimously. N-aye;
S-aye; D-aye.
9. Other Business (Department Heads and Elected Officials)- None.
10. 9:30 a.m. Public Hearings and Items set for a certain time— No Hearings.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

AMENDING RESOLUTION NO. 12-17 TO REVISE THE NON-REPRESENTED SALARY SCALE RANGE
ALIGNMENT
WHEREAS, RCW 36.16.070 states that... In all cases where the duties of any county office are greater than
can be performed by the person elected to fill it,the officer may employ deputies and other necessary employees
with the consent of the board of county commissioners.The board shall fix their compensation ... .
WHEREAS,the Board has determined it is in the best interest of the county to consolidate, reclassify,and
restructure positions within Support Services to provide mandated and essential services;
WHEREAS,the Support Services Department provides support to the Board of County Commissioners,
Facilities, Parks&Trails, Budget Manager, Board of Equalization, Department of Emergency Management, Human
Resources,Civil Service, Information Services, Law Library, LEOFF 1 and Veteran's Services;
WHEREAS, Mason County Personnel Policy Chapter 5.1,Salary Classification and Grades designates each
regular job title within the County classified into one of the County's job classifications for salary purposes. Each
job classification is designated a particular salary or salary range shown on the County's salary range alignment,
which is modified periodically by the Board of County Commissioners,or as specified in the applicable union
agreement.
NOW,THEREFORE BE IT RESOLVED that the Board of County Commissioners does hereby amend the Non-
Represented Salary Scale Range Alignment(Attachment)to reflect the following: Reclassify the Financial Analyst
from Range 26 to a Range 21; Reclassify the Personnel Analyst from Range 19 to Range 21; Reclassify the Clerk of
the Board/Claims Administrator from Range 17 to Range 19 and amend the title to Clerk of the Board/Records
Specialist;create Risk and Safety Compliance Manager at Range 21;create Administrative Clerk at Range 19 and
delete the Assistant to the Commissioners at Range 21.
