1. Call to Order—The Chairperson called the regular meeting to order at 6:00 p.m.
2. Pledge of Allegiance—Tom Davis led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2- Kevin
Shutty; Commissioner District 3 —Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Department of Transportation sent a letter about options to improve traffic
at US 101/Lynch Road intersection.
4.1.2 Mason County Prosecuting Attorney sent a letter regarding the 2017 Mid-Year Budget
Reductions.
4.1.3 Chris Cizek sent a letter regarding the assessed value and increase in property taxes.
4.1.4 Christopher Drewry sent a letter on behalf of North Mason High School Band regarding
becoming the Musical Ambassador for Mason County.
5. Open Forum for Citizen Input—
5.1 Tom Davis commented on the"cut and fill"approach to the 2017 mid-year budget reduction
request. He suggested rather than cutting, the county should work to increase the tax base by
promoting the county to attract new residents, such as hobby farms.
6. Adoption of Agenda - Cmmr. Drexler/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes —July 10, 2017 Briefing Minutes; July 11, 2017 Regular Meeting Minutes.
Cmmr. Neatherlin/Drexler moved and seconded to approve the July 10, 2017 briefing
minutes and the July 11, 2017 regular meeting minutes. Motion carried unanimously. N-
aye; S-aye; D-aye.
8. Approval of Action Agenda:
8.1 Approval to appoint Jeff Bickford as a District 2 representative to the Solid Waste Advisory
Committee for a 3 year term.
8.2 Approval to authorize Public Works to procure Chip Spreader Equipment in the amount of
$325,000,
8.3 Approval to appoint Jerry W. Hauth as the acting County Engineer for Mason County for a period
not to exceed six months beginning August 1, 2017.
8.4 Approval of Warrants
Claims Clearing Fund Warrant #s 8049853-8050023 $ 504,501.38
Direct Deposit Fund Warrant #s $

8.5 Approval to award a construction contract for Sandhill County Park Renovations to Construct, Inc.
and approval to have the Chair sign on behalf of the County.
8.6 Approval to set a public hearing on August 1, 2017 at 9:30 a.m. to take public comment on a
proposed proposition increasing the regular property tax levy to a rate of$1.77 per $1,000
assessed value for collection in 2018; increase the 2019-2023 levy amounts by the CPI inflation
rate or 1%, whichever is higher; and authorize use of the 2023 levy amount as the base for
computing levies in succeeding years.
Cmmr.Neatherlin requested Item 8.6 be removed for a separate vote.

Cmmr. Neatherlin/Drexler moved and seconded to approve action items 8.1 through 8.5.
Motion carried unanimously. N-aye; S-aye; D-aye.
Item 8.6
Frank Pinter spoke to this item which was briefed at the July 24 briefing. This morning he learned
from the Assessor's office the total assessed value will be higher and Mr. Pinter will bring forward a
resolution on Monday that could remove the option to increase future years levy amounts. This
hearing is not required and the intent is to take public comment. It's an opportunity for the
Commissioners to adopt a resolution placing a proposition on the November 7 general election ballot.
Cmmr. Drexler/Neatherlin moved and seconded to set a public hearing on August 1,
2017 at 9:30 a.m. to take public comment on a proposed proposition increasing the
regular property tax levy to a rate of$1.77 per $1,000 assessed value for collection in
2018; increase the 2019-2023 levy amounts by the CPI inflation rate or 1%, whichever is
higher; and authorize use of the 2023 levy amount as the base for computing levies in

10. 9:30 a.m. Public Hearings and Items set for a certain time— No Hearings.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 6:32 p.m.
