1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
2. Pledge of Allegiance—Tom Davis led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 John and Marilyn Pinkley sent a letter regarding Parcel 22212-56-00032.
4.1.2 The Liquor and Cannabis Board sent a liquor license application for Belfair State Park 3151
ST RT 300, Belfair.
4.1.3 Sue Ickes (IKE's) sent a letter resigning her position on the Lewis, Mason, Thurston, Area
Agency on Aging Board.
4.1.4 The State of Washington Office of Financial Management sent a review of preliminary
population estimates.
4.2 Proclamation-Amateur Radio Week 2017 Staff: Ross McDowell

5. Open Forum for Citizen Input—
5.1 Lynn Longan, executive director of the Economic Development Council announced that a team
recently got back from a convention and said many businesses were interested in this area. Lynn
invited everyone to visit the EDC's new website http://choosemason.com. There is a survey on
the website and an area for public comment which will be used for the update of the
Comprehensive Plan.
5.2 Conley Watson referenced a past comment he made regarding permits for storage containers He
passed out information regarding laws for permits, stating that permits are needed for power and
water even in a storage container.
5.3 Tom Davis talked about the Request for Proposals (RFP) process and the panel that assesses
them. He explained that there is a human side to these proposals that may be overlooked. Tom
said that many people are better at performing acts rather than writing proposals.
6. Adoption of Agenda - Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes—June 6 and June 13, 2017 Regular Meeting Minutes
Cmmr. Jeffreys/Neatherlin moved and seconded to approve the June 6th and June 13,
2017 regular meeting minutes as written. Motion carried unanimously. N-aye; S-aye;J-
aye.
8. Approval of Action Agenda:

8.2 Approval to set a hearing for Tuesday, July 11, 2017 at 9:30 a.m. to receive public
comment on the Private Line Occupancy Permit granting permission to run water
and septic transport lines under E. Island Lake Drive for parcel 32006-50-02116.
8.3 Approval to sign the resolution for County Road Project (CRP) 2011, North Island
Drive culvert replacement project and approval to authorize the Public Works County
Engineer to advertise, set bid dates/times and award contract. Contract award will
be announced during a regular meeting of the Board. (Exhibit A)
8.4 Approval to set a hearing for July 11, 2017 at 9:30 a.m. to adopt an ordinance
adjusting the 2009 Land Use Permit Fees to reflect current costs for services as
outlined on the Planning Fee Revision Chart.
8.5 Approval to sign the Juvenile Detention Alternatives Initiative Grant application for
2017-2018 in the amount of $22,000.
8.6 Approval to sign and execute the contract with Kelly Seago to provide indigent
defense in District Court, and approval to authorize Frank Pinter to sign the contract
on behalf of the County.

9. Other Business (Department Heads and Elected Officials)
9.1 Appointment of the Chief Public Defender position, effective June 20, 2017.
Frank Pinter announced that 4 interviews were done, and asked that the Commissioners choose which
candidate they would like to hire and also decide their level of pay.
Cmmr.Jeffreys/Neatherlin moved and seconded to nominate Peter Jones as Chief Public
Defender for Mason County. Motion carried unanimously. N-aye; S-aye; J-aye.
Cmmr. N eatherl in/Jeffreys moved and seconded to approve pay for Peter Jones at Range 43
step 1. Motion carried unanimously. N-aye; S-aye; J-aye.
10. 9:30 a.m. Public Hearings and Items set for a certain time
10.1 Public hearing to consider supplemental and budget transfer requests to the 2017 budget.

Supplemental Requests:
• $485,300.00 increase budget for RCO Grant#14-1581-North Mason Soccer Field revenue and expense.
• $67,110.00 increase budget for DOE Community Litter Grant revenue and expense.
• $3,000 increase budget for Clerk Miscellaneous Revenue-Administrative Office of the Courts
Reimbursement
• $3,000 increase budget for Clerk Overtime Expense—Administrative Office of the Courts
Budget Transfers:
• $29,319.00 Transfer of BECCA Grant Revenue&Expense Funds from Indigent Defense ($10,000), Clerk
($5,000), Prosecutor($6,000)and Detention ($8,319.00)to Juvenile.
• $207,353.27 Transfer from Ending fund balance to Assessors ($32,649.13),Auditor($42,230.67),

($22,324.94), Superior Court($256.00) and Treasurer($21,455.36) Salaries and Benefits.

Jenifer Sliva, Budget Manager for Mason County, went through each Supplemental Request and Budget
Transfer, to discuss where the funds would be moved. No public comment received.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve the Supplemental and Budget
Transfer requests as presented. Motion carried unanimously. N-aye; S-aye; J-aye.

10. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

COMMISSIONERS RESOLUTION NO:
COUNTY ROAD PROJECT NO. 2011
WHEREAS,on Mason County Road No.39630,known locally as the North Island Drive
and more specifically located in Sec. 25,T.21 N,R 2 W,WM,at approximately mile post 3.46-3.47;
work defined as"construction"in the BARS Manual,Page II-63,et seq,is determined to be
necessary and proper; and,
THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
that it is their intention to:
Replace existing undersized culvert with a single structure that will carry flows under this
critical roadway that serves the Northern Peninsula of Harstine Island.
SAID WORK is to be performed by Contract and/or County Forces in accordance with Washington
State Standard Specifications for Road and Bridge Construction as adopted by Mason County.
(RCW 36.77.060 and/or RCW 26.77.065)
BE IT FURTHER RESOLVED that the described County Road Project is necessary and
proper,and the estimated costs of said project are herewith set out as follows:
Engineering: $100,000
Right of Way $20,000
Construction $700,000
The County Road project herein described in HEREBY DECLARED to be a public
necessity,and the County Road Engineer is HEREBY ORDERED AND AUTHORIZED to report
and proceed thereon as by law,provided and in accordance with RCW 36.77.070 et.seq.
