1. Call to Order—The Chairperson called the regular meeting to order at 9:05
2. Pledge of Allegiance—April Pooler led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Myrn Stewart sent a request to recognize Patricia Grover, Coordinator of the Mason County
Noxious Weed Board.
4.1.2 The Liquor and Cannabis Board sent a liquor license application for Alderbrook Golf&Yacht
Club 330 E. Country Club Dr. E., Union.
4.1.3 Myrn Stewart sent a letter thanking Commissioner Shutty for attending the Fire Watch
meeting in Matlock.
5. Open Forum for Citizen Input—
5.1 Ken VanBuskirk spoke in regards to the Belfair Sewer Meeting held May 24, 2017. He noted that
he forwarded the report from that meeting to the Lower Hood Canal who said the report is
inadequate.
5.2 Charles Orthmann, a member of the Mason County Building Accessibility Advisory Committee
spoke about another member who is visually impaired. He stated that the member visited the
accessible voting devise and was not advised an elevator was available. Charles presented a
voting/polling place checklist to the Commissioners pointing out that items 5 &6 are out of
compliance. These items both touch on signals and signs for elevator access. He said installation
of audio response both inside and outside of the elevator are required by the ADA.
6. Adoption of Agenda - Cmmr. Jeffreys/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes— May 2, 2017, May 16, 2017 & May 23, 2017 Regular Meeting Minutes
Cmmr. N eatherl in/Jeffreys moved and seconded to approve the May 2, May 16, and May
23, 2017 regular meeting minutes as written. Motion carried unanimously. N-aye; S-
aye; J-aye.
8. Approval of Action Agenda:
8.1 Approval to have the Chair sign the Sub-recipient agreement with North Mason School
District for their Football/Soccer Field Renovation project sponsored by the County under the
Recreation and Conservation Office (RCO) grant agreement #14-1581.
8.2 Approval of Warrants

8.3 Approval of the July 1 — December 31, 2017 office lease agreement with North Mason
Resources to provide office space for the Veterans Service Office in Belfair. The cost is $350
per month and will be paid from the Veterans Assistance Fund. (Ex. A)
8.4 Approval of the Interlocal Agreement with the City of Bremerton authorizing services
provided by the Public Works Department for road and street chip seal maintenance services.

This agreement shall remain in effect until December 31, 2022 unless either party
terminates.
8.5 Approval to authorize Public Works to procure pavement marking equipment not to exceed
$110,000.
8.6 Approval to cancel the July 3, 2017 briefings and July 4, 2017 Commissioner meeting.
8.7 Approval of the resolution setting a public hearing to consider supplemental and budget
transfer requests to the 2017 budget. The hearing will be held on June 20, 2017 at 9:30 a.m.
Supplemental Requests include: (Ex. B)
• $485,300.00 increase budget for RCO Grant #14-1581-North Mason Soccer Field
revenue and expense.
• $67,110.00 increase budget for DOE Community Litter Grant revenue and expense.
• $3,000 increase budget for Clerk Miscellaneous Revenue-Administrative Office of the
Courts Reimbursement
• $3,000 increase budget for Clerk Overtime Expense—Administrative Office of the
Courts
Budget Transfers include:
• $29,319.00 Transfer of BECCA Grant Revenue & Expense Funds from Defense
($10,000), Clerk($5,000), Prosecutor ($6,000) and Detention ($8,319.00) to
Juvenile.
• $207,292.27 Transfer from Ending fund balance to Assessors ($32,649.13), Auditor

8.8 Approval to set a hearing for June 27, 2017 at 6:30 p.m. to revise Title 17.90.040 (d) to
identify a discounted Capital Facilities Charge for Multi-Family Dwellings in the Belfair UGA
serviced by the Belfair Sewer.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve action items 8.1 through 8.8.
Motion carried unanimously. N-aye; S-aye;J-aye.
9. Other Business (Department Heads and Elected Officials)
Chief Theresia Ehrich spoke addressed the Commission about the supplemental increase towards the
litter grant. Cmmr. Shutty asked how much litter has been collected since the beginning of the year.
Chief Ehrich did not have the exact number, but said the cleanup is going so well that a second crew
has been started.
10. 9:30 a.m. Public Hearings and Items set for a certain time
10.1 Public Hearing to consider the rezone of Parcels 12317-41-00050 and 12317-41-00060 from
Rural Residential 5 to Rural Industrial. (Ex. C)

Paula Reeves noted that this request is being made to correct an administrative error done in
2008. She noted that mailings were done to residents in the area and a State Environmental
Policy Act (SEPA) review was done with no public comment.
Cmmr. Shutty opened the floor for public comment. No comments.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve the map correction
for parcels 12317-41-000SO and 12317-41-00060. Motion carried unanimously.

10.2 Public Hearing to consider an ordinance amending Mason County Code Title 14, Building and
Construction, Chapter 14.08, Building Code Amendments, Amending section 14.08.031 to
allow exemptions for Agricultural, Storage Structure, and cargo containers as storage.
Staff: Paula Reeves (Ex. D)
Paula Reeves spoke to the use of cargo containers saying that they are being used more and
more for storage. This update would allow the containers to be exempt from building permits
and engineered foundations. She stated that they are only to be used for storage, not living
space. All setbacks, fire codes and critical areas would still need to be met.
Cmmr. Jeffreys questioned what fire codes would still stand. Paula answered that the spacing
between the containers and other structures is the main concern. The set spacing is currently
10 feet. She added that at this time there is no cap on the number of containers you can
have on your property.
Cmmr. Shutty opened the floor for public comment.
Conley Watson recommended a permit be required for electrical and water to these
containers. Paula stated that permits would still be required if any connections such as
electric and water were added.
Cmmr. Jeffreys said she liked the fact that regulations would be more relaxed as more people
find uses for these cargo containers.
Cmmr. Jeffreys/Neatherlin moved and seconded to amend Mason County Code
Title 14, Building and Construction, Chapter 14.08, Building Code Amendments,
Amending section 14.08.031 to allow exemptions for Agricultural, Storage
Structure, and cargo containers as storage. Motion carried unanimously. N-aye;
S-aye; J-aye.
Cmmr. Shutty said that the main thing to remember is that there are setback requirements
which stipulate the number of containers you can have on your property. Cmmr. Neatherlin
added that building codes still apply, so residents need to be aware.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

I. Purpose and Scope
The purpose of this lease is to clearly identify the roles and responsibilities of each party as they relate
to use the offices at the North Mason Resources(NMR)at 140 NE State Route 300, PO Box 2052 Belfair,
WA. 98528
NMR will provide operational space for multiple agencies, and partner with them to provide services to
the economically challenged residents of Mason County who are requesting services.To support this
goal, Party A and Party B will conduct business together with the goal of providing as many services as is
reasonable in a one-stop-shop location.
Both Party A and Party B should ensure that program activities are conducted in compliance with all
applicable County,State,and Federal laws, rules and regulations including the set forth policies and
procedures of the NMR Non-Profit Corporation.
I. Lease Term
The term of this lease is the period within which the responsibilities of this agreement shall be
performed.The term commences July 1, 2017 and terminates December 31, 2017 and will be available
for renewal upon agreement of both parties.
II. Party Responsibilities
Party A shall undertake the following activities during the duration of this lease:
1. Ensure adherence of Party B to applicable federal, state and county laws and regulations as well
as the shared space policies of NMR.
2. Assure that building is maintained in a safe operational state, and make necessary repairs in a
timely manner.
3. Will assure that the utilities are paid and working properly.
4. Will be responsible for the property expenses as agreed to with property owner.
5. Will assure building is open during regular business hours, with the exclusion of holidays or
inclement weather.
III. Party B Responsibilities
Party B shall undertake the following activities during the duration of the lease term.
1. Provide services for those clients seeking assistance as well as inform clients of other providers
within NMR that may be of assistance to them to support a better quality of life.
2. Ensure that the use fee of three hundred and fifty($350.00 USD) a month is paid promptly to
North Mason Resources. Use fees are due and payable on or before the 30th day of each month
for the following month's rent.
3. Adhering to the due date of the 30th of the month,please allow 7 business days for checks sent
by US Mail to promptly arrive by the 30tn
4. Lease is for use of approx. 100 sq.ft. private office space as well as use of shared common space
i.e.: storage closet, restrooms, kitchen, utility room and hallways, which must be kept clean and
sanitary for use by all providers. Providers will receive keys to the facility, and will be expected
to ensure doors are secured when leaving for the day.
5. Follow all federal, state and county laws and regulations required while conducting business at
the center.
6. All clients will sign a client information form upon entry. Provider will be notified that clients are
present, and provider will escort client from front lobby.All client information will be kept
locked up at all times and will be kept confidential. NMR will only keep track of numbers,for
accurate program data collection and entry.
7. Personal client information will be stored behind a locked door, and in a locked file cabinet.
8. NMR does not employee cleaning staff, so the provider will be responsible for basic cleaning
duties within their personal office space.
9. Will assure that their staff and volunteers will not interfere with the operation of North Mason
Resources Staff,Volunteers or other providers.
10. Will assure that clients,volunteers and staff do not wander through the facility unescorted for
the privacy and safety of all clients.
11. All staff and volunteers are required to read, review and sign a yearly: confidentiality form, hold
harmless agreement and emergency contact form which will be kept on file with NMR
Administrator.At any time emergency contact information changes a new form must be filed.
Copies of each to be filled out within the first month of occupancy.
12. Party B will provide own personal computer and printer/printer ink. Wi-Fi is available.
IV. Parties A and B agree to the following provision:
1. To treat all clients, providers,volunteers, and other staff within North Mason Resources
with dignity and respect.
2. Will do their part to keep common areas clean and usable for all within the building.
V. Modification and Termination
1. This agreement may be cancelled or terminated without cause by either party by giving thirty
(30) calendar days advance written notice to the other party. Such notification shall state the
effective date of termination or cancellation and include any final payments due.
2. Any and all amendments must be made in writing and must be agreed to and executed by the
parties before becoming effective.
VI. Effective Date and Signature
1. This lease shall be effective upon the signature of party A and party B authorized
officials. It shall be in force from July 1, 2017 through December 31, 2017. Party A and
party B indicate agreement with this lease by their signatures.

AMENDMENT TO MASON COUNTY DEVELOPMENT AREAS MAP
LOUDIN REZONE
ORDINANCE Mason County Development Areas Map (rezone) under the authority of
RCW 36.7oA.80.
WHEREAS, the Washington State Growth Management Act (RCW 36.7oA.13o) requires
each county, including Mason County, to take legislative action to review and revise its
comprehensive plan and development regulations to ensure that the plan and regulations
continue to comply with the requirements of the Act; and
WHEREAS, the County needs to address certain requests for comprehensive plan and
zoning changes to meet the goals and requirements of Chapter 36.7oA RCW (Growth
Management Act); and
WHEREAS, Chester and Deborah Loudin, hereinafter referred to as `Applicants", owners of
real property in Mason County known as parcels 12317-41-0006o and 12317-41-0005o, have
requested a zoning change and correction designating their properties as Rural Industrial,
the historic use, and correcting action taken on a boundary line adjustment that left two
zoning classifications on each parcel, Rural Residential 5 and Rural Industrial, and
WHEREAS, on April 181h, 2.017, the Mason County Planning Advisory Commission held a
public hearings to consider the amendments and passed a motion to recommend approval
of said zoning change to correct the error; and
WHEREAS, the Commissioners considered the requested zoning change to correct the
error at a duly advertised public hearing on Mne, (0 cZ0 I ; and
WHEREAS, the Board of County Commissioners took public testimony from interested
parties, considered all the written and oral arguments and testimony, and considered all the
comments presented; and
WHEREAS, the Board of County Commissioners also considered the Staff Report and
recommendations of the Mason County Planning Advisory Commission; and
WHEREAS, the Board of County Commissioners finds that the proposed correction to the
Development Areas Map complies with all applicable requirements of the Growth
Management Act, the Comprehensive Plan, and the Mason County Code, and that it is in
the best public interest, and
BE IT HEREBY ORDAINED, the Mason County Board of Commissioners hereby approves
and ADOPTS revisions to the Mason County Development Areas Map zoning change and
correction for parcels 12317-41-0006o and 12317-41-00050 from two zoning classification,
Rural Residential 5 and Rural Industrial to one classification, Rural Industrial, as submitted
by Applicants.

AN ORDINANCE AMENDING MASON COUNTY CODE TITLE 14,
BUILDING AND CONSTRUCTION, CHAPTER 14.08, BUILDING CODE
AMENDMENTS, AMENDING SECTION 14.08.031 TO ALLOW
EXEMPTIONS FOR AGRICULTURAL, STORAGE STRUCTURES, AND
CARGO CONTAINERS AS STORAGE
AN ORDINANCE amending Title 14, Chapter 14.o8, Building Code Amendments, amending
Section 14.08.031 providing exemptions for agricultural and storage structures underthe
authority of RCW 19.27.040.
WHEREAS, this Ordinance amends current Mason County policy that requires an analysis
prepared by a Washington State licensed engineer for the foundation and anchoring of the
specific unit to be place.
WHEREAS, Sections 14.o8.o31 supplement Section 105.2 of the International Building Code
and International Residential Code to include certain and specific agricultural and storage
structures and boathouse maintenance from building permit requirements.
NOW THEREFORE, BE IT HEREBY ORDAINED, that the Board of Commissioners of
Mason County hereby amends the Mason County Code Title 14(Building and Construction)
revising Chapter 14.o8. (See Attachment A).

TITLE 14 - BUILDING AND CONSTRUCTION
AMENDING CHAPTER 14.08.031
14-.08.031 e 1PC/1RC SECTION 105.2,WORK EXEMPT FROM PERMIT.
The International Building Code is clear on one important fact when it comes to exemptions.
"Exemptions from permit requirements ... shall not be deemed to grant authorization for any work
to be done in any manner in violation of the provisions of th[e] International Building Code or any
other laws or ordinances of[its]jurisdiction."1 Even though a building permit may not be required,
provisions of the state code are still in force and effect. In this Section, Sections [A]so5.2 and R
3.o5.2 of the International Building Code and International Residential Code are adopted herein by
reference and supplemented with the following:
(1) Agricultural buildings: A single-story building or structure directly related to an
agricultural activity defined 'to include: farming; forestry; ranching;" algaculture;
aquaculture; apiculture(beekeeping); horticulture;viticulture; animal husbandry, including, p
but not limited to,the care and raising of livestock,equine,and fur-bearing animals;poultry
husbandry and the production of poultry and poultry products; dairy production; the
production of field crops,fruits, vegetables, nursery stock, ornamental,shrubs, ornamental
trees, Christmas trees, flowers, sod, or mushrooms; timber and pasturage. Agricultural
buildings shall be exempt when 864 square feet or less with a wall height not to exceed
16 feet,and setback ten feet from all other structures. This exemption does not apply to t
buildings used for the purpose of growing or producing medical or recreational cannabis }
which shall remain subject to the authority and restrictions of Mason County Code Chapter l
17.17(Recreational Marijuana).
(2) Storage (Non-Agricultural) Buildings: Single-story buildings or structures used for the
storage of belongings, not designed for human habitation, and not used for remunerative
purposes. These structures shall not be a place of human habitation or a place of
employment, nor shall it be a place used bythe public. Storage buildings shall be exempt
when 576 square feet or less with a wall height not to exceed ten feet and shall be
setback ten feet from all other structures. i
(3) Cargo containers, also known as intermodal freight containers, are standardized,
reusable portable vessels that were originally designed for use in intercontinental
traffic of freight and designed to be mounted on a rail car, truck or ship. When such
containers are used as a building or structure, they are subject to the provisions of the I
building code as adopted and modified by Mason County. Accordingly, a building
permit is required to locate and use such structures.The site and building construction
plans shall be adequate to demonstrate compliance with building, fire and site
regulatory standards. Structural calculations are required for altered or structurally
connected containers.

As with other prefabricated'structures such as portables or manufactured homes,
building code approval of cargo containers may be obtained through the Washington
State's Factory Built Structure Agency. Cargo Containers shall be exempt when 576
square feet or less with a wall height not to exceed ten feet and shall be setback ten
feet from all other structures.
(4) Agricultural, Storage Buildings and Cargo Storage Containers shall be exempt from the
permitting requirements of Title:L4 only when:

ii. That the structure is not located within a critical area unless it complies with
Chapter 8.52 MCC,Resource Management;and
iii. That it complies with setback requirements in accordance with Title 17 MCC,
Zoning; and

iv. That it is built'to the latest version of the International Residential Code and
International Building and Fire Code;and
v. That it exceeds 12o square feet in accordance with the 2015 International {
Building Code or zoo square feet in accordance with the 2o15 Residential Code; I

vi. That if required,construction documents prepared by a registered design
professional be submitted with each Affidavit of Exemption.
vii. Buildings or structures used for the storage of belongings, not designed for
human habitation, and not used. for remunerative purposes. These
structures shall not be a place of human habitation or a place of
employment,nor shall it be a place used by the public.
b. Plumbing and mechanical permits are still required.
c. The maximum height of the structure not to exceed those described in 3.4.o8.031(1) (2)
or(3)•
d. The exemption does not apply to structures located within a floodway.
e.— Cargo containersunder the exemption-need-not have-an-engineered foundation but
must be placed on a hard,level surface.
ATTACHMENT A
f. Cargo containers used exclusively for storage are exempt from the requirement for E
exit doors.
g. The proposed structure must adhere to other applicable Mason County, State, and
Federal regulations or ordinances.
