1. Call to Order—The Chairperson called the regular meeting to order at 6:04
2. Pledge of Allegiance —Steve Gilmore led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin
Shutty; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Steve Van Denover sent an application for the Mason County Planning Advisory Commission.
4.1.2 State of Washington Health Care Authority sent a letter regarding Considerations for
Behavioral Health Integration.
4.1.3 Rainbow Lake Home Owners Association sent a letter concerning property taxes.
4.1.4 John Stadler sent a letter regarding the End of County Sign located at West of Benthien
Road.
4.2 Republic Services contribution to Shelton to the Top Staff: Cmmr. Shutty
5. Open Forum for Citizen Input— None
6. Adoption of Agenda - Cmmr. Neath erl in/Jeffreys moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes— May 15, 2017 Briefing Minutes
Cmmr. Jeffreys/Neatherlin moved and seconded to approve the May 15, 2017 briefing
minutes. Motion carried unanimously. N-aye; S-aye;J-aye.
8. Approval of Action Agenda:
8.1 Approval to amend Resolution 09-98 increasing the imprest revolving checking account
for the Veterans Assistance Fund to $20,000. (Ex.A)
8.2 Approval to call for request for proposals (RFP) for 2018 Visitor Information Center
services and Director of Tourism services for 2018 & 2019 to be funded from lodging
tax for services. Proposals are due by July 12, 2017.
8.3 Approval to eliminate one (1) Community Service Officer Position and create one (1)
new Evidence Technician position within the Sheriff's office with an annual salary
range of$38,812 to $49,664.28.
8.4 Approval to amend contract C17118 between Mason County Public Health and the
Washington State Department of Health. This amendment adds statements of work for
the following: Prescription Drug overdose prevention, Drinking Water Group A program
and the office of Immunization &Child Profile and has an allocated increase of
$50,736.
8.5 Approval of the Big Bend Shellfish Protection District Plan as developed by staff,
citizens, businesses and government agencies.
8.6 Approval to execute the resolution authorizing Public Works to purchase parts and
repair services as a sole source purchase from KTurbo USA Inc. for the blowers at the
Belfair Water Reclamation Facility in the amount of $13,278.00. (Ex.B)
8.7 Approval of the Interlocal Agreement with Fire District 4 which would authorize
services provided by the Public Works Department for vehicle, road or site

maintenance, engineering, survey, GIS, emergency assistance, sign fabrication, fueling
and materials supply.
8.8 Approval of Warrants

8.9 Approval for the Chair to sign the completed permit application for renewal of permit
ST 6224 for the Belfair Water Reclamation Facility. This is a five year permit that
expires on December 31, 2017. The Department of Ecology requires that the
application for permit renewal be submitted by June 1" and signed by an executive
official.
8.10 Approval for the Chair to sign a one-year contract with Thomson Reuters for Law
Library wireless online patron access (West ProFlex) for up to three concurrent users
for an amount not to exceed $1,479.00/month + tax.
Cmmr. Jeffreys asked to remove 8.5 for separate testimony and vote.
Cmmr. Neatherlin/Shutty moved and seconded to approve action items 8.1 through 8.10
excluding item 8.S for a separate vote. Motion carried unanimously. N-aye; S-aye; J-aye.
Cmmr. Jeffreys asked Debbie Riley to speak to item 8.5, the Big Bend Shellfish Protection District Plan.
Debbie explained the process done by staff to complete the plan.
Katherine Calhoun spoke in favor of the protection plan. She read a letter of support which praised the
work done by Environmental Health on this plan. Katherine pointed out the fact that funds are only
available during a certain time limit and encouraged the commissioners to approve the plan as written so
work can commence.
Cmmr. Jeffreys thanked Ms. Calhoun for her testimony and thanked the staff for their time and work.
Cmmr. Jeffreys/Cmmr. Neatherlin moved and seconded to approve item B.S. Motion carried
unanimously. N-aye; S-aye;J-aye
9. Other Business (Department Heads and Elected Officials)
9.1 Appoint the alternate member to the Board of Equalization for a three-year term, ending May 31,
2020.
Cmmr. Jeffreys/Cmmr. Shutty moved and seconded to nominate Kim Wilson to the
Board of Equalization for a three-year term, ending May 31, 2020.
10. 6:30 p.m. Public Hearings and Items set for a certain time— No Hearings.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 6:46 p.m.

Resolution No. 27-1 7
AMENDING RESOLUTION NO. 09-98 TO INCREASE THE IMPREST REVOVLING CHECKING
ACCOUNT FOR THE VETERANS ASSISTANCE FUND
WHEREAS,the Imprest Revolving Checking Account for the Veterans'Assistance Fund was established
by adoption of Resolution No. 24-90 to provide assistance to indigent Veterans;
WHEREAS,the annual benefit to indigent Veterans was increased by adoption of Resolution No. 22-17
and in order to have sufficient funds available it is recommended the Imprest Revolving Checking
Account be increased to twenty thousand dollars ($20,000);
WHEREAS, it is recommended the Imprest Revolving Checking Account be reconciled monthly and
signed off by the staff supervisor;
NOW THEREFORE BE IT RESOLVED by the Board of Mason County Commissioners to increase the
Veterans Assistance Fund Imprest Revolving Checking Account to twenty thousand dollars($20,000) and
the Treasurer is authorized to take the necessary funds out of the Veterans'Assistance Fund to increase
the account. The Imprest Revolving Checking Account shall be reconciled monthly.

RESOLUTION NO. 28-17
A RESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS AND APPROVING
A SOLE SOURCE PROCURMENT OF REPLACEMENT
PARTS AND REPAIRS FROM KTURBO
WHEREAS, the Belfair Water Reclamation Facility has blowers that provide necessary air to the
wastewater basins, requiring replacement parts and services to ensure they operate properly and
efficiently.
WHEREAS, KTurbo provides the replacement parts and repair services needed for the Belfair
Water Reclamation Facility blowers.
WHEREAS, KTurbo is the manufacturer of the blowers and the only service provider of these
blowers in the State of Washington.
WHEREAS, RCW 39.04.280 specifies exemption to competitive bidding requirements for
purchases that are clearly and legitimately to a single source of supply;
NOW,THEREFORE, BE IT RESOLVED by the Board of Mason County Commissioners as follows:
1. KTurbo is a sole source supplier of the manufactured parts for the Belfair Water Reclamation
Facility.
2. That the County is authorized to purchase without proceeding to secure competitive bids,
estimated at$13,278 + sales tax.
