(ELS) conducted a wetland delineation and report on behalf of EE Overton for the property located on Highway 3, Kitsap County Parcel Number 222301-3-011- 1005, in Bremerton, Washington. The property is within a portion of Section 22, Township 23, Range 1 West of the Willamette Meridian, in Kitsap County, Washington (Figure 1). This report summarizes the findings of the wetland delineation and categorization according to the Bremerton Municipal Code (BMQ, Chapter 20.14.300 Wetlands for wetland delineation, categorization and required buffer widths. METHODOLOGY The onsite wetland determination followed the Routine Determination Method according to the U.S. Army Corps of Engineers, Wetland Delineation Manual (Environmental Laboratory 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region, Version 2.0 (U.S. Army Engineer Research and Development Center, 2010). The Routine Determination Method examines three parameters—vegetation, soils, and hydrology—to determine if wetlands exist in a given area. Hydrology is critical in determining what is wetland, but is often difficult to assess because hydrologic conditions can change periodically (hourly, daily, or seasonally). Consequently, it is necessary to determine if hydrophytic vegetation and hydric soils are present, which would indicate that water is present for long enough duration to support a wetland plant community. By definition, wetlands are those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands are regulated as "Waters of the United States" by the U.S. Army Corps of Engineers (USACE), as "Waters of the State" by the Washington Department of Ecology (Ecology), and locally by Kitsap County. To determine the wetland boundaries, ELS biologists collected data on vegetation, soils, and hydrology. During the site visit on June 2, 2021 one wetland was identified onsite. No other wetlands were identified within 300 feet of the property. Vegetation, hydrology, and soil data was collected at three test plots to verify the wetland boundaries (Appendix A). Consecutively numbered florescent flags labeled "Wetland Delineation" were hung to demarcate the boundaries. The boundaries were determined through breaks in topography, changes in vegetation, and changes in water regime. Test plot locations and wetland boundary flags were located using GPS to show their location on the site map (Figure 2). STUDY AREA DESCRIPTION The study area is contained within a 321-acre property bound by SW Lake Flora Road to the north, 1M Dickenson Road SW to the east, State Highway 3 to the west, and North Bay to the south in Bremerton, Washington (Figure 1). The eastern three-fourths of the study area is located within the city limits of Bremerton while the western fourth of the study area is located EE Overton-HWY 3 Bypass Ecological Land Services,Inc. The study area is undeveloped, and the vegetation is dominated by a forest canopy of Douglas fir trees (Photoplates 1 and 2). Surrounding properties are a mix of undeveloped forest lands and commercial development. Dirt access roads are located along the western fourth of the study area but do not extend past the county line (Figure 2; Photoplate 1). One wetland was identified and delineated within the study area (Figure 2). Wetland AO is a depressional system located in the eastern three-fourths of the property (Photoplate 3). Wetland AO is a scrub-shrub wetland with a seasonally flooded hydroperiod and rated as a Category III that scores 16 points. VEGETATION WETLAND VEGETATION Wetland AO is a scrub-shrub wetland that is dominated by spirea (Spiraea douglasii, FACW). False lily-of-the-valley (Maianthemum dilatatum, FAC) and slough sedge (Carex obnupta, OBL) provided cover throughout the herbaceous layer. Shore pine (Pinus contorta contorta, FAC) and Scouler's willow (Salix scouleriona, FAC) were found near the wetland boundary edge. UPLAND VEGETATION The upland forest is dominated by coniferous trees with scattered deciduous species. Douglas fir (Pseudotsuga menziesii, FACU), shore pine, and Scouler's willow were identified in the canopy layer. The shrub layer is dominated by salal (Gaultheria shollon, FACU) with lower levels of trailing blackberry (Rubus ursinus, FACU) and oceanspray (Holodiscus discolor, FACU). The dominant vegetation found onsite is recorded on the attached wetland determination data forms (Appendix A). The indicator status, following the common and scientific names, indicates how likely a species is to be found in wetlands. Listed from most likely to least likely to be found in wetlands, the indicator status categories are: ■ OBL (obligate wetland)—Almost always occur in wetlands. ■ FACW (facultative wetland)—Usually occur in wetlands, but may occur in non-wetlands. ■ FAC (facultative)—Occur in wetlands and non-wetlands. ■ FACU (facultative upland)— Usually occur in non-wetlands, but may occur in wetlands. ■ UPL (obligate upland) —Almost never occur in wetlands. ■ NI (no indicator)—Status not yet determined. SOILS As referenced on the Natural Resources Conservation Service (NRCS 2021) website, the soils mapped onsite include Alderwood gravelly sandy loam, 0 to 8 percent slopes (1) and Shalcar muck (50). Alderwood soils are moderately deep, moderately well drained soils formed in glacial drift and outwash. Alderwood soils have a seasonally perched water table. Shalcar muck is a very deep, very poorly drained soil, with a seasonally high water table, formed from organic deposits over alluvium found in depressions of stream terraces and outwash terraces. Wetland Delineation Report 2 October 28,2021 I soils are not classified as hydric, but Shalcar muck is classified as hydric (NRCS 2021)1. Wetland A was identified in the mapped Shalcar muck area. WETLAND SOILS Soil data in Wetland A was collected at Test Plot 2. Test Plot 2 revealed a black (10YR 2/1) organic material below 6 inches of duff. Test Plot 2 met hydric soil indicator Black Histic (A3) because the organic layer begins in the upper 6 inches of the soil profile and is greater than 8 inches thick. UPLAND SOILS Upland soils were evaluated at Test Plots 1 and 3. Test Plot 1 revealed a multilayer soil profile with a 12 inch thick very dark brown (10YR 2/2) gravelly sandy loam top layer and a dark yellowish brown (10YR 4/4) gravelly sandy loam subsurface layer. Test Plot 3 had a 5 inch thick layer of duff above a 5 inch thick dark brown (3/3) gravelly sandy loam and a second soil layer of brown (10YR 4/3) gravelly sandy loam. Test Plots 1 and 3 did not meet hydric soil indicators because the matrix chromas were too high. WETLAND HYDROLOGY Wetland A is a depressional system with a seasonally flooded hydroperiod. Hydrology was observed as saturation, geomorphic position, and water stains proving evidence of ponding. The primary source of hydrology to Wetland A is from precipitation and a seasonally high water table. Water leaves the wetland through evapotranspiration. CRITICAL AREAS INVENTORY2 NATIONAL WETLAND INVENTORY The National Wetlands Inventory (NWI) map indicated the presence of a wetland in the same relative location where Wetland AO was identified (Figure 4). KITSAP COUNTY CRITICAL AREAS The Kitsap County Critical Areas Map (KC 2021) identifies the presence of a wetland in the approximate location where Wetland AO was delineated (Figure 5). The Kitsap County Critical Areas Map also identifies two unknown hydrographic features, one offsite to the south and one onsite to the southeast. ELS biologists did not identify hydrographic features where they were mapped by Kitsap County. 'Areas mapped as hydric soils do not necessarily mean that an area is or is not a wetland—hydrology, hydrophytic vegetation,and hydric soils must all be present to classify an area as a wetland. Z The NWI and KC maps should be used with discretion because they are used to gather general wetland information about a regional area and therefore are limited in accuracy for smaller areas because of their large scale. Wetland Delineation Report 3 October 28,2021 CONCLUSIONS WETLAND CATEGORIZATION The wetland was rated according to Washington State Wetlands Rating System for Western Washington-2014 Update (Rating System) (Hruby 2014). The rating is summarized in Table 1 below. The habitat score is 5 which is considered low. A 15-foot building and impervious surface setback is specified from the edge of the wetland and stream buffers. The required buffer width is summarized in Table 2. Table 2. Westside Prairies: Herbaceous,non-forested plant communities that can either take the form of a dry prairie or a wet prairie(full descriptions in WDFW PHS report p. 161 -see web link above). — Instream: The combination of physical,biological,and chemical processes and conditions that interact to provide functional life history requirements for instream fish and wildlife resources. — Nearshore: Relatively undisturbed nearshore habitats. These include Coastal Nearshore,Open Coast Nearshore,and Puget Sound Nearshore.(full descriptions of habitats and the definition of relatively undisturbed are in WDFW report- see web link on previous page). — Caves: A naturally occurring cavity,recess,void,or system of interconnected passages under the earth in soils,rock, ice,or other geological formations and is large enough to contain a human. — Cliffs: Greater than 25 ft(7.6 m)high and occurring below 5000 ft elevation. — Talus:Homogenous areas of rock rubble ranging in average size 0.5-6.5 ft(0.15-2.0 m),composed of basalt,andesite, and/or sedimentary rock,including riprap slides and mine tailings.May be associated with cliffs. — Snags and Logs: Trees are considered snags if they are dead or dying and exhibit sufficient decay characteristics to enable cavity excavation/use by wildlife.Priority snags have a diameter at breast height of> 20 in (51 cm) in western Washington and are>6.5 ft(2 m)in height. Priority logs are> 12 in (30 cm) in diameter at the largest end,and> 20 ft (6 m)long. Note:All vegetated wetlands are by definition a priority habitat but are not included in this list because they are addressed elsewhere.
