Call to Order—The Chairperson called the regular meeting to order at 2. Pledge of Allegiance—Steve Gilmore led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Jeff Cary submitted an application for the Mason County Planning Advisory Commission. 4.1.2 The Liquor and Cannabis Board sent a liquor license application for the Highland Celtic Festival Committee, 23780 NE St. Route 3, Belfair. 4.2 Certificate of Good Practice for County Engineer Staff: Cmmr. Shutty 5. Open Forum for Citizen Input— None. 6. Adoption of Agenda - Cmmr.Jeffreys/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of Minutes— May 8, 2017 Briefing Minutes; May 9, 2017 Regular meeting minutes. Cmmr. Neatherlin/Jeffreys moved and seconded to approve the May 8th briefing minutes and May 9th regular meeting minutes as written. Motion carried unanimously. N-aye; S- aye; J-aye. 8. Approval of Action Agenda: 8.1 Approval to amend Resolution 46-16 allowing Current Expense Departments to transfer up to $15,000 annually between salary and benefit expenditure budget lines and operating expenditure budget lines without Commissioner approval.The Sheriff's Office is allowed an annual transfer amount of up to $50,000. The transfers will not change the department's budget total. (Ex.A) 8.2 Approval to authorize Frank Pinter to sign the Certification of Application Match forms as provided by Hood Canal School District for Recreation and Conservation Funding (RCO) for the multipurpose field improvements project. 8.3 Approval to authorize Frank Pinter to sign the Certification of Applicant Match Form for the Recreation and Conservation Funding (RCO) for Jacoby Park Boat Ramp Improvements- Application #16-2518. 8.4 Approval of Warrants Claims Clearing Fund Warrant #s 8048406-8048565 $ 268,218.12 Direct Deposit Fund Warrant #s 40622-41017 $ 640,955.87 Salary Clearing Fund Warrant #s 7002748-7002790 $ 966,398.25 Total $ 1,875,572.24 8.5 Approval of Modification No. 001, Participating Agreement No. 16-PA-11060900-006 between the USDA Forest Service and Mason County Noxious Weed Control Board which will facilitate the continuation of noxious weed control that Mason County Noxious Weed Control program has been conducting for the USDA Forest Service. 8.6 Approval to set a public hearing for June 6, 2017 at 9:30 a.m. to consider the rezone of parcels 12317-41-00050 and 12317-41-00060 from Rural Residential 5 to Rural Industrial. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS May 16, 2017 - PAGE 2 8.7 Approval of the Interlocal Agreement with Grapeview School District authorizing services provided by the Public Works Department for vehicle, road or site maintenance, engineering, survey, GIS, emergency assistance, sign fabrication, fueling and materials supply. 8.8 Approval to authorize the County Engineer to sign and submit a Federal Highway Safety Improvement Program grant application. If the grant is approved, the estimated funds available to Mason County would be between $750,000 and $1,000,000. Cmmr. Jeffreys/Neatherlin moved and seconded to approve action items 8.1 through 8.8. Motion carried unanimously. N-aye; S-aye;J-aye. 9. Other Business (Department Heads and Elected Officials) 9.1 Selection of Board of Equalization member and alternate member. Cmmr.Jeffreys nominated to reappoint Kevin Frankenberger. Nomination seconded by Cmmr. Shutty. Cmmr. Neatherlin advised that he would not vote today due to being absent during the interviews. N-abstained; S-aye; J-aye. Cmmr. Jeffreys announced that an alternate member will be chosen at a later time, adding that more interviews are still scheduled. 10. 9:30 a.m. Public Hearings and Items set for a certain time— No Hearings. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. Cmmr. Jeffreys asked the Board if they would like to meet in Belfair on Tuesday, May 30, 2017. Cmmr. Neatherlin said at this time there is nothing on the agenda so bringing the public together for nothing would be counteractive. 12. ZLP" 17 RESOLUTION AMENDING RESOLUTION NO. 46-16 REGARDING THE MANAGEMENT OF THE COUNTY BUDGET WHEREAS,the Board of Mason County Commissioners in adopting a two bottom line budget, direct the management of the budget so as not to use any portion of salary and benefits budgets for operational expenditures and any portion of operational budgets for salary and benefits expenditures; WHEREAS,it has been determined that for efficient budget management Elected Officials and Department Directors shall be allowed to transfer up to the following amounts annually within their departments between salary and benefit expenditure budget line items and operating expenditure budget line items without approval of the Board of Commissioners: $15,000 annual total for each Current Expense Department except for the Sheriff's Office; $50,000 annual total for the Sheriff's Office. These budget transfers shall be made on an approved budget transfer form to the Budget Manager or designee utilizing a Reallocation BARS number. The Budget Manager or designee shall process these requests within seven business days of receiving a complete budget transfer request. The budget transfer shall not change the department level budgettotal; WHEREAS,budget transfer requests that exceed the above amounts shall be made on an approved budget transfer form to theBoard of Commissioners for consideration and approval; WHEREAS,no additions of staff(either part or full time) or changes in salary and/or classification are permitted without approval of the Board of Commissioners; NOW THEREFORE BE IT RESOLVED THAT Elected Officials and Department Directors shall be allowed to transfer up to the following amounts annually within their departments between salary and benefit expenditure budget line items and operating expenditure budget line items without approval of the Board of Commissioners: $15,000 annual total for each Current Expense Department except for the Sheriff's Office; $50,000 annual total for the Sheriff's Office.
