1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
2. Pledge of Allegiance—Jeff Conklin led the flag salute.
3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Don Pogreba sent an application for the Transportation Improvement Program Citizen
Advisory Panel Board.
4.1.2 The Liquor and cannabis Board sent liquor licenses for The Hub Center - 111 NE Old Belfair
Hwy, Belfair; and Little Creek Casino & Resort Event Center- 91 W. State Route 108,
Shelton.
4.1.3 State of Washington Department of Commerce sent a letter requesting designation of an
Associate Development Organization.
4.1.4 Ken VanBuskirk sent an email regarding the Memorandum of Understanding between the
North Mason School District and Mason County for the North Mason Soccer-Football Field
renovation project.
5. Open Forum for Citizen Input—
Steve Bloomfield spoke about possible expansion of Seattle Shellfish on Harstine Island which may
require some rezones to accommodate their needs. He wanted to make the announcement because
it is a positive direction for the shellfish industry in Mason County. This expansion will double the size
of the company and will assist smaller companies in obtaining seed which can be difficult. Mr.
Bloomfield spoke to the growth of sales and projected sales for the year.
6. Adoption of Agenda — Cmmr. Jeffreys made a motion to add item 8.11 which is a letter addressed to
Governor Jay Insley regarding the role of behavioral health organizations. She said the answers
received about their roll from the health care authority were not satisfactory. This letter asks to have
the roll of County government and behavioral health organizations reexamined.
Cmmr. Jeffreys/Neatherlin moved and seconded to amend the agenda and add item 8.11.
Motion carried unanimously. N-aye; S-aye; 3-aye.
Cmmr.Jeffreys/Neatherlin moved and seconded to adopt the revised agenda. Motion
carried unanimously. N-aye; S-aye; 3-aye.
7. Approval of Minutes— February 27, 2017 Briefing minutes; March 7, 2017 and March 14, 2017
Regular Meeting Minutes
Cmmr. Neatherlin/Jeffreys moved and seconded to approve the minutes as written.
Motion carried unanimously. N-aye; S-aye;]-aye.
8. Approval of Action Agenda:
8.1 Approval to amend Resolution 05-17 to revise the Non-represented Salary Scale Range
Alignment by approving the request to rename the Public Defense Administrator to Chief
Public Defender.(Exhibit A-Res 12-17)

8.3 Approval to reappoint Monte Ritter and appoint Jesse Sims and Tina Post to the Mason
County Parks &Trails Advisory Board for four-year terms ending December 31, 2020.
8.4 Approval to set a public hearing on April 11, 2017 at 9:30 a.m. to consider the sale of real
property located at 150 E Panorama Drive, Shelton. Parcel #32021-56-01012.
8.5 Approval of general terms and conditions between the State of Washington Department of
Social and Health Services and Mason County. These general terms and conditions would
supersede and replace any previously executed terms and conditions.
8.6 Approval of the January 2017-December 2019 Collective Bargaining Agreement for American
Federation of State, County and Municipal Employees (AFSCME) Local Number 1504,
representing Mason County Auditor,Assessor,Treasurer,District Court,County Clerk and
Department of Emergency Management Departments.
8.7 Approval to authorize the Public Works Director to sign and submit a funding application to
USDA for a water service meter project for Rustlewood and Beard's Cove Water System.
8.8 Approval of Veterans Assistance Fund applications for: Necessity Items $300.00 and Utilities
$570.04 for a total of$870.04 as recommended by the Veterans Service Office.
8.9 Approval of the resolution to support the official naming of Smith Island at Island Lake.

8.10 Approval of the Memorandum of Understanding(MOU)between North Mason School District
and Mason County for the North Mason Soccer-Football Field renovation project.
8.11 Approval of letter to Governor Jay Inslee regarding policies the implement health care
regulation.
Cmmr.Jeffreys asked that item 8.9 be removed for separate comment.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve action items 8.1 through
8.11 with the exception of 8.9. Motion carried unanimously. N-aye; S-aye; J-aye.
Steve Whitehouse on behalf of the Island Lake association spoke about the Island at Island Lake and
how the association worked to rehabilitate the island. He said that the Island was donated from Bill
Smith who asked that the island be named after him. Mr. Whitehouse explained the arduous process
they are working through to have the island renamed. He gave the commissioners copies of the work
done and explained each one.
Cmmr Jeffreys/Neatherlin approved the official renaming of Smith Island at Island Lake.
Motion carried unanimously. N-aye; S-aye; J-aye.
9. Other Business (Department Heads and Elected Officials)
10. 9:30 a.m. Public Hearings and Items set for a certain time— No Hearings.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

RESOLUTION NO.
AMENDING RESOLUTION NO. 05-17 TO REVISE THE NON-REPRESENTED SALARY SCALE RANGE
ALIGNEMENT BY APPROVING THE REQUEST TO RENAME THE PUBLIC DEFENSE ADMINISTRATOR TO
CHIEF PUBLIC DEFENDER.
WHEREAS, RCW 36.16.070 states that... In all cases where the duties of any county office are
greater than can be performed by the person elected to fill it,the officer may employ deputies and
other necessary employees with the consent of the board of county commissioners.The board shall fix
their compensation ... .
WHEREAS, a Non-Represented Salary Plan was established for those employees not represented
by a bargaining unit—Attachment A;
WHEREAS, Mason County Personnel Policy Chapter 5.1,Salary Classification and Grades
designates each regular job title within the County classified into one of the County's job classifications
for salary purposes. Each job classification is designated a particular salary or salary range shown on the
County's salary range alignment, which is modified periodically by the Board of County Commissioners,
or as specified in the applicable union agreement.
NOW,THEREFORE BE IT RESOLVED that the Board of County Commissioners does hereby revise the
Non-Represented Salary Scale Range Alignment approving the request to rename the Public Defense
Administrator to Chief Public Defender.

RESOLUTION NO._I��
SUPPORTING THE OFFICIAL NAMING OF SMITH ISLAND AT ISLAND LAKE
WHEREAS,there exists within Island Lake in Mason County small,
officially unnamed, island of approximately one-tenth of an acre in size;and
WHEREAS,ON April 19,1955,title to the Island was acquired by William and
Mary Smith, who allowed this community to use the island for all to enjoy; and
WHEREAS, over the years,due to wind and wave action,the island has eroded
and degraded significantly; and
WHEREAS,priorto his death on December 11,2011,William Smith,Mary
having predeceased him,transferred the island to the Island Lake Foundation so that it
could be restored and preserved, and so it could continue to be a source of enjoyment
for the community; and
WHEREAS,the Island Lake Foundation has restored the island with
overwhelming support from the community in the form of donations from present and
past residents at the lake,totaling in excess of$15,000, and the significant effort of
many others, including, but not limited to,Manke Lumber Company,Taylor Shellfish
Farms,Inc.,Dan Ireland of SCJ Alliance,Rob Goodwin of Island Johnny,Bucky
Manke of Manke Excavating,Jared Hanson of Hanson Excavating, Dan Holman of
Holman and Associates, Lee Boad of the Wetland Corporation, James Metcalf of
Active Underground, Craig Pettyjohn of Pettyjohn Enterprises,Tim Sheldon of
Sheldon Properties, Robert Olsen of Olsen Trucking and Frank Pascher of Pascher
Construction ;and
WHEREAS, Mason County and the State of Washington joined in this effort
with their assistance and cooperation, most notably from Grace Miller of the Mason
County Planning Department,and Gloria Rogers of the Washington State Department
of Fish and Wildlife; and
WHEREAS,in donating this island to the use ofthe citizens of Mason County,
the only thing Bill Smith asked for is that the island, which has come to be known
over the years as Smith Island,be so officially named.
NOW BE IT THEREFORE RESOLVED,the Mason County Board of
Commissioners,while recognizing it does not have the legal authority to officially
name geographical features, does hereby recognize the island at Island Lake to be
known in the community as Smith Island, and does hereby support and join in any
effort to have the island officially named Smith Island.
